Martin Peter Hansen, Director of Education 1928-1932. He was born in 1874 and began teaching in 1894. He resigned in 1895 but rejoined in 1896. In 1900 he left the department and taught at Wesley College for nine years - Senior Master. 1909 he rejoined the Education Department as Inspector of Registered Teachers and Schools. Later he was appointed Chief Inspector of Secondary Schools. He died in December 1932 aged 58.Certificate printed on beige paper. Rev. Peter Mackie was born in Edinburgh, Scotland on 13 August 1929. He was educated in Scotland. After spending 2 years in compulsory military service he entered Edinburgh University, graduating Master of Arts. His theological education was at New College, Edinburgh. After qualifying, he spent two years in Leith as assistant to the Rev. David Easton. In 1957 he married Elizabeth Dowling, an Australian. In 1961 Peter Mackie with his wife and 2 children came to Australia. In 1962 he was inducted into the Charge of Bamawm-Lockington, near Echuca. In 1965 he was called to Kew. Plaque commemorating the opening of the Dickinson Centre, named in honour of Harold and Mercy Dickinson, both totally blind since childhood, who never let challenges stand in their way. Mercy was the first woman who was blind to obtain a Bachelor of Arts degree at the University of Queensland, and received her Masters Degree in the Education of Blind People with Additional Handicaps in New York, and an Honorary Doctorate for Education from the University of Queensland in 1994. Mercy and Harold established the Queensland Training and Placement Centre for the Blind, the first establishment of its kind in Queensland. Harold, who was a prolific writer, was appointed the Director and Mercy was the first volunteer at the Centre. Together they gave a lifetime of dedication and commitment ensuring that people who were blind or had low vision had the same opportunities as those with sight. The Centre later merged with other organisations and in 2006 became part of Vision Australia. In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs. Ponsonby Carew Smyth, A.R.C.A. London, was Victorian Art Inspector of Technical Schools. "Ponsonby May Carew-Smyth (1860-1939), educationist, was born on 7 August 1860 at Cork, Ireland, son of Emmanuel Uniacke Smyth, gentleman, and his wife Catherine Giles, née Carew. Carew-Smyth's initial art training and teaching was at the Belfast Government School of Art and Design. In 1885 he entered the National Art Training School at South Kensington, London, where he remained as student and teacher for five years. He also taught at Rugby School, studied at the Royal School of Wood Carving and the Guild School of Handicrafts, London, and was sent by the Department of Science and Art to study art, art education and museum procedures in Paris. Testimonials to his career in England affirm his ability and dedication as an educationist and his integrity as a man. On 23 December 1890 Carew-Smyth married Marie Reynolds of Brixton; they migrated to Australia next January. In September Carew-Smyth applied from Melbourne for the position of master of the school of art and design, established under the auspices of the Ballarat Fine Art Gallery. Opening in November, the school offered day classes and a broad curriculum, and under Carew-Smyth's guidance, established a sound reputation. In November 1899 he was appointed inspector of drawing in the Department of Education. Carew-Smyth saw drawing as a crucial link between primary and technical education, insisting on it as a 'mental process quite as much as a manual'; he believed strongly in the utilitarian value of drawing to the artisan class and of art as 'craftmanship'. By his emphasis on teacher-training, by his role in the Teachers' Training College, and by his constant travels, writing and lecturing, he upgraded both the standard and importance of drawing early in the century. His meticulous mind formulated the Austral Drawing Books which provided the basis of instruction in the subject in Victoria until 1927. Although he gave his occupation as 'artist', Carew-Smyth was primarily an educationist. He was actively involved in the early years of Prahran and Swinburne Technical colleges, and especially the Working Men's College which held his interest even after his retirement. In 1906 he was appointed chairman of the Victorian State Schools' Equipment and Decoration Society, and he was important in the organization of the state schools' exhibition that year. He designed the commemorative wall plaques installed in state schools after World War I, and the art teachers' certificate. He was prominent in bringing about the 1922 Jubilee Exhibition, and the 1926 showing of work of overseas schools, and especially the 1934 Melbourne centenary 'Early Victorian Art' exhibition. In the 1930s he wrote wide-ranging, informative and sometimes humorous articles for the Argus on various aspects of the decorative arts. In mid-1936 he was acting director of the National Gallery of Victoria. To students his single-mindedness sometimes suggested sternness, but Carew-Smyth was always held in the highest regard both professionally and personally. His colleagues recalled a man of kindness, unstinting devotion to work, and humour; he was considered quite a raconteur. Survived by his wife, a son and a daughter, he died in his home at South Yarra on 9 October 1939, and was cremated." Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Bella Guerin was born on 23 April 1858, at Williamstown, Victoria. She studied at home to matriculate in 1878, and then gained her Bachelor of Arts from the University of Melbourne in 1883, becoming the first woman to graduate from an Australian university; she followed this with a Master of Arts in 1885. She taught at Loreto Convent, Ballarat, urging the establishment of higher education scholarships to produce ‘a band of noble thoughtful women as a powerful influence for good’. She married an elderly poet, Henry Halloran, who died shortly afterwards leaving her with a young son, Henry. She returned to teaching and from the mid-1890s frequented suffragist circles. A second marriage in 1909 to George D’Arcie Lavender was also short lived. Bella Guerin was vice-president of the Women’s Political Association from 1912–14 and co-authored Vida Goldstein’s 1913 Senate election pamphlet. However, dual membership of the non-party feminist camp and the Labor Party was prohibited by the latter in 1914, so from that date she campaigned for the Victorian Socialist Party and the Women’s Socialist League, speaking out on a range of controversial issues. She led the Labor Women’s Anti-Conscription Fellowship during the 1916 referendum campaign. In 1918, as vice-president of the Labor Party’s Women’s Central Organising Committee, she caused controversy by describing Labor women as ‘performing poodles and packhorses’ who were used for fundraising but under-represented in policy decisions—and she was right. Bella died in Adelaide on 26 July 1923 of cirrhosis of the liver and is remembered for her idealism, her oratory skills and her commitment to equity for women. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach.
