These medals were issued by the Town of Warrnambool in 1897 to commemorate the 60th anniversary of the reign of Queen Victoria of England. Walter John Hickford, the Mayor Warrnambool at that time, has his name on the medal. Walter Hickford (1855-1928) was a Warrnambool businessman, setting up a shop in Liebig Street in 1880, supplying the paint materials for householders, contactors, painters and artists. He also carried out decorative work in private homes, businesses and churches. Hickford was active in civic life in Warrnambool, serving as a Councillor from 1890 to 1903 and he was Mayor from 1895 to 1897.These medals are of considerable importance as they were produced for the Town of Warrnambool in 1897 to celebrate Queen Victoria’s Jubilee. They have both a local and a wider national significance.,1These two circular bronze medals have profiles of Queen Victoria as a young woman and as a crowned monarch on the reverse and the Warrnambool Coat of Arms on the obverse. This so-called Hickford medal was a medal struck in 1897 by the Town of Warrnambool (bearing Walter Hickford’s name as the Mayor at the time) to commemorate the 60th anniversary of the reign of Queen Victoria. Walter John Hickford was Mayor of Warrnambool 1895-6-7 and President of the Committee that organized the Warrnambool Industrial and Art Exhibition of 1896-7. A skilled decorative artist, Hickford carried out art work in many private houses, business and churches in Warrnambool. His shop in Liebig Street supplied paint materials for households, businesses and artists. Hickford Parade is named after him. The 60th anniversary of Queen Victoria’s reign was celebrated widely throughout Australia and the British Empire. This medal is one of several owned by the Warrnambool and District Historical Society. It is of some importance as it shows the extent to which civic authorities and individuals in places like Warrnambool were concerned with all things British and the influence of the British monarchy in Australian affairs in the late 19th century. The following is an extract from Warrnambool and District Historical Society Website which explains briefly the Great Exhibition of 1896-97 The Great Industrial and Art Exhibition in Warrnambool in 1896-97 was an exciting affair for the town and the surrounding area. People came from far and wide to be enlightened, educated and entertained, with 70,000 visitors passing through the doors during the three months of the exhibition. Not bad for a town with a population of only 6,500 and a further 9,200 living in the surrounding shire! Planning began at a public meeting attended by 60 people in May 1896 and the exhibition opened in December the same year on the site of the current Light House Theatre. The architects submitted plans for four annexes, complete with turrets, a fernery and a giant flagpole. The site covered 1 acre and included a Marine court, industrial exhibits, an education court, defense and agriculture court, stalls, coach builders, dairy show, an art court and provision for a smorgasbord of various entertainment. It has social significance also linking a number of names related to the event. Rectangular cardboard. pale cream and aqua background, multi linear gold and deeper aqua border with rounded and right angled corners. An interior border has a swag, linear vertical ribbons with four emblems related to science, labour, arts and industry. Four local black and white photographs, the town council crest and town officials, patron and councillors. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate.
