This is a set of five photographs of CAPT James ‘Jim’ Leslie Stedman in the field demonstrating the setup of prisms used as electric distance measurement (EDM) receiver reflectors for tellurometer equipment and the sighting of a large surveyor’s light. This equipment was deployed in establishing mapping and geodetic control operations. The photos were most likely taken in the late 1950s or early 1960s. The tellurometers of this era were man-portable systems that improved geodetic survey efficiencies for rapid network extension and densification replacing triangulation with EDM and theodolite traverse sometimes using Bilby Towers to extend line lengths. Jim Stedman later reached the rank of Colonel, was Director of Military Survey from 1975 to 1978 and was appointed as Colonel Commandant (honorary appointment, Retd) of the Royal Australian Survey Corps from 1978 to 1983. This case was used between 1950 and 1980's. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne)This leather case contains a meter which is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This carry case is made from leather hide and cloth covered cardboard insert. The front side has a lockable English made suitcase fitting. It has a broken carry strap (leather) travelling from top and through leather strap holders both sides and on the bottom of the case. This folding ruler is a promotional item produced by the H.V. McKay Sunshine Harvester Works, Australia’s leading agricultural machinery manufacturer in the early 20th century. The ruler advertises the company’s global success, particularly their major export of harvesters to large-scale farms in South America. Such rulers were distributed to farmers, machinery agents, and agricultural shows as a practical advertising tool and are now collectible items representing Australia’s industrial and rural heritage. The ruler was used in a farm in Natimuk. The decorated side served as advertising for the McKay harvesting machines used in large farms in La Pampa, a fertile agricultural land in Argentina. In Australian Dictionary of Biography: "'Sunshine' harvesters were dispatched to South Africa, and in 1901 Sam and three Ballarat experts went to the Argentine where they demonstrated 'La Australiana' on a variety of crops so effectively that they soon threatened the trade in North American reaper-binders and headers."A folding wooden ruler, measuring one foot (12 inches) in length when fully extended. The ruler is hinged at the centre and printed with both imperial measurements and advertising text and images on the reverse. One side is marked with inch measurements and the branding "H.V. McKay Sunshine Harvester Works". The reverse features printed promotional material: "H.V. McKay’s 'Sunshine' Harvesters harvest the grain on the largest wheat farm in the world." It refers to a wheat farm in Argentina, operated by the Compañía Bunge y Born, where fifty Sunshine harvesters were used to farm over 100,000 acres. This scale was owned by Dr Angus, whose training and experience included chemistry and pharmacy. This is a sliding balance scale. The object to be weighed, such as a letter or a dose of medicine, is placed on the square metal plate and the weight, the slider, is moved along the notched metal arm and adjusted until the arm is horizontal, then reading is recorded of the figure the pointer on the slider is positioned. This design of small is often referred to as a letter scale. This item was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969.The scale is significant as an example of 20th century measuring and weighing equipment. It is also important for its association with the W.R. Angus Collection, which is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being a historical example of medicine, administration, household equipment and clothing from the late 19th to the mid-20th centuries. Dr Angus assisted Dr Tom Ryan, a pioneer in the use of X-rays and in ocular surgery. Scale; a small sliding balance letter scale. The scale has a flat metal platform and a toothed metal balance arm with cylindrical brass weight. These are attached to a decorative metal stand that is mounted onto a shaped lacquered black wooden base. The sliding weight causes the arm to pivot on the stand. The arm is marked into equal-length segments from 0 to 8. Each segment is marked into halves. There is no maker’s mark. The scale is part of the W.R. McCabe invented the ruler around 1930 in Sydney NSW and founded several branches of the McCabe academy of Dressmaking based on its use in Australia and London.A light coloured 'McCabe Faultless System of Cutting', dressmaker's folding, wood and metal ruler, Australia, 1950 - 1970. The Group's main activity was the design, manufacture, sale and servicing of a wide range of weighing machines, physical testing machines and fluid measuring equipment. The company's history can be traced back to 1730, with the manufacturing by hand of steelyards and beam scales in a small workshop in Birmingham. When legislation was introduced at the turn of the century requiring the stamping of all weighing machines used for trade Avery branches were set up in some 100 towns in the United Kingdom. The cylindrical cardboard container with lid formerly contained a ventometer, a small simple tool for measuring wind speed. It consisted of a clear tube containing a small diaphragm which had a hole in the bottom for wind to enter. Once the wind entered the tube it pushed up the diaphragm, indicating the rate of velocity. Ventometers were common devices that have since been replaced by more sophisticated measuring equipment, such as digital air speed meters. Further information on this particular example, including perhaps the name of the manufacturer, may survive on the container but this has not been recorded. This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). The disc-shaped design of these 1LB and 2 LB metal weights enables them to be stacked one on top of the other. The weights are used with a balance scale to accurately weigh the mass of items such as grain, sugar, meat or potatoes. They could have been used in retail or wholesale businesses like a general store or a grain merchant’s premises. The user would place either one or both of these weights on one side of a balance scale. Goods would then be placed onto the other side of the scale until the beam between both sides of the scale was level, showing that the weight of the goods was as heavy as the weight or weights on the other side. These two weights are marked in Imperial units. An Imperial Standard 1LB is equal to 453.592grams. The British Weights and Measures Act of 1824 defined official standards for weights and measurements. This ensured that uniform measurements would be used for trade throughout the Empire. Towns and districts would have an official set of Imperial Standard Weights and Measures. Inspectors periodically used this official set to check the accuracy of traders’ own weights and measures. There would be penalties such as fines or imprisonment for people who broke these laws. The State of Victoria had its own Weight and Measures Act in 1862 and a decade later the inspectors in local councils used their local set of weights and measures to test the local businesses measuring equipment. In the nineteenth century the Victorian Customs Department carried out this role but this was handed over to the Melbourne Observatory at the beginning of the twentieth century. The Measures Branch then followed on with this task from the 1940s until 1995. Australia began converting to the metric system in the 1960s, beginning with its money.
