The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. The letter is addressed to Mrs. Schofield from members of the Young Men's Bible Class at the Eaglehawk Wesleyan Sabbath School. The letter is handwritten in a copperplate style and surrounded by a black and white floral watercolour painting by the artist C.G. Darvatt. The frame consists of a gold painted inner timber frame with a decorative outer wooden frame. The wording in the letter to Mrs Schofield states: 'Eaglehawk. 14th February 1895. Dear Mrs Schofield, Permit us as members of the Young Bible Class in the Eaglehawk Wesleyan Sabbath School to express our deepest sympathy with you in the recent bitter experience you have had to undergo in the removal from your side of one so helpful and affectionate, and from our circle a classmate whose presence was so genial and counsel so beneficial. Words fail to express the depth of our grief at a loss so great or to measure the sympathy of our hearts. We can only commend you to the loving care of our Heavenly Father who has promised "To bind up the broken-hearted, to give joy for Mourning and the Garment of Praise for the Spirit of Heaviness". That a life so full of hope and promise of usefulness should by the Will of the Great Ruler of the Universe be so quickly ended is an enigma too difficult for us to solve but we may rest-assured the Judge of all the Earth will do right. In simple trust that the God of consolation will reconcile you to His ever-ruling Providence is the prayer of his Teachers and Classmates.'william schofield, mining accident, 1895 -

His role involved overseeing surgical operations and general medical services for a burgeoning community, contributing to the hospital's development as a key institution in regional healthcare. MacGillivray's surgical expertise was particularly evident in his focus on hydatid cysts, a common affliction in colonial Australia due to environmental factors. He authored three papers on the subject between 1865 and 1872, published in medical journals, which detailed innovative management techniques including excision methods and post-operative outcomes. These works emphasized conservative approaches alongside surgical intervention, drawing from cases encountered at Bendigo Hospital, and helped advance local understanding of the disease's treatment. In 1873, following the end of his hospital appointment, MacGillivray transitioned to independent private practice in Bendigo, establishing a solo operation that catered to the mining community's medical needs. This shift allowed him greater flexibility in serving patients affected by occupational hazards and chronic conditions, building on his foundational experience in Williamstown. His practice quickly gained prominence for reliable surgical care in the region. Paul Howard McGillivray died in Bendigo on 9th. July, 1895, at his residence on the corner of Forest and Rowan Streets. https://grokipedia.com/page/paul_macgillivrayHand written certificate of appreciation presented to P. H. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. ...Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply.
