The Victorian Government appointed Municipal Monitors to Brimbank City Council on 12 February 2024, with the role continuing until 31 December 2024. This decision was made due to ongoing governance concerns, including: Failure to meet governance principles under the Local Government Act 2020. Issues with councillor conduct. Concerns about meeting procedures and decision‑making. Problems with councillor and staff relationships Behaviour inconsistent with the Councillor Code of Conduct. On the 12th February 2024, the Victorian Government appointed the monitors: Janet Dore. Penelope Holloway. They were tasked with monitoring governance, councillor behaviour, confidentiality, meeting procedures, and community engagement practices. The minister then extended the term of the monitors’ appointment to the 30th June 2025 to oversee the induction of the new council and ensure stable governance for the next four‑year term. The final report was then made public on the 1st october 2025. Brimbank has had a long history of governance issues including when the council was sacked in 2009 after a damning Ombudsman’s report. This led to Administrators running the city until 2016. This yellow peacekeeper's brassard was worn by Lt Damien Batty whilst on Peace Keeping duty on Bougainville The Peace Monitoring Group (PMG) on Bougainville in Papua New Guinea was brought about by the civil unrest on the island in 1989.[1] The PNG government requested the Australian and New Zealand governments to provide a monitoring group to oversee the cease fire on the island. This group was made up of both civilian and defence personnel from Australia, New Zealand, Fiji and Vanuatu. Both sides of the conflict welcomed the group being on Bougainville. This support remained strong throughout the PMG's deployment. This computer was used at the Ballarat College of Advanced Education. The 2674A was introduced in 1983, and obsoleted on November 1, 1985. (http://www.hpmuseum.net/display_item.php?hw=45) The 9121D monitor was a dual, 3.5 inch floppy disc drive with an HP-IB interface. A grid of electrical beams on all fours sides of the screen gave the monitor touch screen capability. Its drives accomodated SS/DD discs (270KB). The 9121S was the single drive version of the 9121, priced at $1185. The 9121 was the first HP product to come in the new slimline, stackable form factor. HP used this form factor for computers and disc drives for over ten years. The 9121 used the AMIGO command set. The 9121 was obsoleted in November of 1987. You can use your PC's hard drive (with an HP-IB board installed) to emulate this drive with vintage HP computers. This Hewlett Packard 43120A monitor defribulator electro cardiograph equipment was trialled around 1981/1982 to Gren Sylvester at the Ambulance Officer Training Centre. Having proved successful, it was introduced to non-MICA (Mobile Intensive Care Ambulance) ambulances in Victoria. It was used successfully for at least 15 years and was noted for its reliability and also for its ability to keep working after being dropped. It was later replaced by lighter equipment. The Bruck Inhaler is a modification of the Clover Inhaler, designed by Lambert Bruck. Bruck added a glass dome which enabled the level of ether to be monitored during administration. This was a revolutionary change as it removed guess work from the process.The inhaler is oval shaped with two halves. One half should be made of glass [missing] to allow observation of the ether level. A vertical cross tube, 22mm in diameter passes between the face-piece and the bag [broken]. There is a stopcock for admission of oxygen or nitrous oxide opposite the bag attachment.
