The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. Scenes include Yarra River, rural settings and urban settings, housing estates, Shillinglaw Cottage, Pigeon Bank at Kangaroo Ground, the Eltham Railway Trestle Bridge with reference to the fight by locals in the 1970s to save it from replacement, Montsalvat, mudbrick making and its use as a building material, the use of mudbrick in the Eltham Community Centre blending harmoniously with the environment. Emphasises people living in the area due to the qualities of life provided. Also the Living and Learning Centre, St Andrews Markets and other local markets, the Eltham Leisure Centre, cricket and horse riding at Eltham Lower Park, the Infant Welfare Centre (part of the Eltham War Memorial), how residents are mindful of protecting their historical heritage, the CBA bank and Allwood House at Hurstbridge, Tracey Naughton about the Eltham "As we are" Community Banner project and the “River of Life banner”, the Parks and Gardens office in the former Police Residence building (now the Local History Centre), Alistair Knox Park, road planning and types of roads, tree canopy, Peck's Dam, green carparks, road drainage, Gordon Ford's garden and natural landscapes, and Were Street shops in Montmorency. Series consists of one folder of photographs relating to Art in Public Places awards. The folder is divided into two parts: I) Presentation and Installation - 1992 Award. Photographic record of overseas places visited by local resident who was a member of armed service during WW2. Des Nicholson was born in Northcote in 1909. He enlisted in the military in mid 1940, having already served 2 years in the Citizens’ Forces. Before he signed up, he lived in Kew with his mother, Isabella. His enlistment documents indicate that he was employed as a transport driver, although his discharge papers state that he was a hairdresser. His photo album shows pictures of him demonstrating skills in that area in various deployments overseas; his enlistment documents refer to his unit being the 8th Division Petrol Company, while for much of his service he was assigned to Nursing Duties in the 2/7 Australian General Hospital. His overseas postings included travels through India to the Middle East, Egypt and Greece. While fulfilling these duties, he was an interested photographer, keeping records of the sights he saw in many of the places he visited, as well as photos of the military living conditions and the people he worked with on a day-to-day basis. The ‘tourist’ photos Des took would be of particular interest as a current-day comparison for those folk who might be familiar with the locations he passed through. After the war, Des again lived with his mother but eventually, in 1953, he married Kathleen Watson who lived in Eltham. The wider Watson family was well-known in the area, and the sisters Kathleen and Ruby were residents in the Glen Park area in Eltham North. After Des and Kath married they continued to live in Kath and Ruby’s house near where the current soccer and cricket sporting complex is now located. Ruby never married and they evidently stayed in the same place until, one by one, they each died in the early 2000s.
