In Oct. 1957 the Bright Shire agreed to take over the running of the town At the time it was thought that the section of 'North Mt Beauty ' would disappear. By 1961 and again in 1975, the Shire was still struggling with money for administration and maintenance of the town, including the 'sub-standard' homes in North Mt Beauty. The papers state the agreements made over the years from 1957 to 1975 in order to come to a new agreement.Correspondence between the SEC and the Bright Shire in 1975 confirms that the Shire was struggling to maintain the high standard with increased costs, set by the SEC during construction. "Mt Beauty provides less income to the Shire and offers a poor medium for the reception of grants and CRB assistance'. The papers state the agreements made over the years from 1957 to 1975 with negotiations for a new agreement. This still seems to be a problem in 2021 - a second rate town compared to Bright which makes more money and gets more facilities.A variety of foolscap size papers bound by a rusty fastener. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of W. D. Birrell - Town Clerk of the City of Kew from 1936 -. The mounting and framing of the photograph follows a typical layout or style in that it each is framed in dark wood, glazed, and laid down on an inscribed board. The inscription identifies the name of the town clerk and the year/s that he served.W.D. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The penultimate section is focused on concurrent events in 2009 and how they play out through council in administration’s Sunshine Rising campaign to capitalise on the local potential of Sunshine’s rail upgrade and complementary infrastructure investments. ...The suburban municipality of Brimbank is strategically located across key transport corridors serving Melbourne’s rapid western and northwestern expansion. Brimbank Rising steps through local prehistory and history with attention to planning events from Hoddle’s 1840 survey to the recent Regional Rail Link which shape the area. Across five periods, this history sees planning as a contributory process to city shaping, with specific plans as snapshots in time of endorsed intentions, all through the lens of complexity, connectedness and contingency. Recent geological and ecological history had been productively harnessed by the Wurundjeri before all were disrupted by the arrival of unauthorised settlers from Tasmania and their livestock focused on serving markets in and using methods more appropriate to the other side of the world. Following colonial separation and the discovery of gold in 1851, the second part follows the expansion of heavy rail and the multifaceted influence of leading industrialist H V McKay’s Sunshine Harvester Works through and between the booms of the 1880s and 1920s. Postwar flooding of the Harvester Works, and of the region with migrants, demanded major infrastructure investment and municipal capabilities which were consistent with wider suburbanisation and growing dominance of road transport without challenging the area’s politically safe status. The penultimate section is focused on concurrent events in 2009 and how they play out through council in administration’s Sunshine Rising campaign to capitalise on the local potential of Sunshine’s rail upgrade and complementary infrastructure investments. Finally, there is discussion of current state policies and planning which relate to Brimbank and which the council and community need to continue to work with and advocate for further Rising to ensure Brimbank’s potential as service corridor for the Growth Areas is realised.Brimbank Rising From a History of Failed Local Councils, Officers and Administrators Promote and Support Sunshine Risingaboriginal, first nation, h.v. mckay, sunshine harvester factory -

During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today. This item is significant because it documents actions taken by the Falls Creek Tourist Area Management Committee in their role overseeing the Tourist Area.A circular from the Management Committee in response to confusion about the term "rates" used in a previous communication.
