This Citizens' Handbook was posted to all citizens of Warrnambool in 1983. It contains an introductory message from the Mayor of the time, Cr. Ron Anderson and information relating to council run facilities and services. There is a page explaining the Warrnambool Bike plan and a section on how to save water. The blue centre pages explains property valuations and how to pay council rates. The rear page lists the contact details for councillors from each of the four municipal wards (Albert, Hopkins, Merri, Victoria) This booklet is an example of information provided to all City of Warrnambool citizen's in 1983. It gives an overview of council run facilities and services in 1983 and will be useful for researchers.A 20 page stapled booklet. Sixteen pages are printed on glossy white paper with black print. Bob (Herman) Hymans (a former member of the Royal Netherlands Navy) was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today.This item is significant because it documents actions taken by the Falls Creek Tourist Area Management Committee in their role overseeing the Tourist Area.A circular from the Management Committee in response to confusion about the term "rates" used in a previous communication. These required payments are not the same as municipal "rates". These payments are to referred to as "Levies".
