This life jacket was issued by the Australian Government's General Naval Store in N.S.W.. It was inspected in 1940. Life Jackets - Life jackets were part of the equipment carried by the Life Saving Rescue Crew of South Western Victoria, including Warrnambool, from around 1858 until the 1950s. The purpose of a life jacket is to keep the wearer afloat until he or she is rescued from the water. Life jackets were first invented in 1854 by Captain Ward of the Royal National Lifeboat Institution in Britain. The early life jackets were filled with cork, which is very buoyant. However, many times he cork caused the jacket to rise up quickly with a force that caused unconsciousness, sometimes turning the person face down in the water , causing them to drown. After the tragic loss of the ship RMS Titanic in 1912 and the lost lives of those onboard, a woman named Orpheus Newman designed the Salvus life jacket (Salvus means safe), which was filled with kapok instead of cork. Kapok comes from seed pods of the Ceiba Pentandra tree and is waterproof as well as buoyant. These Salvus jackets were used by the Royal Navy until new synthetic materials became available around the time of World War II.This life jacket is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Life jacket, canvas covered, with two padded compartments filled with kapok. Designed to slip over the head. it has shoulder straps and straps for tying under the arms. An inscription and symbol is stamped on one shoulder strap. Long khaki coloured heavy coat. Thick, sharp angled collars. Right collar has a hook and eye attached in the lapel split. Collar has zig zag stitching and two plastic buttons on each the left and right sides. Each shoulder has a lapel that is fastened with a plastic button. The coat is double breasted. Three buttons on the right side, held in place by metal loops on the interior rather than stiches; mirrored on the left side. Left interior has oval shaped fabric buttoned to the interior with two brown (possibly bakelite) buttons. A larger brown button sits atop the smaller as a means of closing the jacket from the inside. There are two pockets on the front that are angled with the highest point near the centre and the lowest point near the hips. The arms, underarm and upper back section contains an inside khaki coloured lining of thinner, most likely cotton fabric. Above this there is a thin strip of fabric attached at either short end to use for hanging the coat on a hook. At the back of the coat there is a single pleat stretching from the base of the neck to the base of the coat. Approximately half way down the pleat there is a split in the fabric that is fastened with two plastic buttons. In the description of the Hume Dam the following emendations have to be made. The total length will be 5,300 feet of which 4,258 feet will consist of an earthen embankment. The maximum depth of water conserved will be 24 feet more than originally intended with an additional allowance of 9 feet for surcharge, the total capacity will be 2,000,000 acre feet, the water surface at full supply level 44,000 acres, and provision is being made for a flood discharge of 182,000 cusecs. For handy reference, the main dimensions and figures and comparisons with other dams throughout the world are given in a tabulated statement attached. The Hume Reservoir will be the largest in the British Empire. Photographs showing the work at various stages of construction are appended.
