The North Kew Centre was the third established at North Kew. It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." The two-storey house at 104 Peel Street, known locally as The Mousehouse, was built in 1890 of stucco-rendered handmade bricks. The ground floor façade suggests that the front door originally opened directly onto the street. Prior to 1915, the house was numbered 184, but the street number changed to 104 in that year. Early residents included Henry Martin, Mrs Henrietta Blythe and A. R. Chaffer, the two latter being shopkeepers. The eminent dentist Samuel E. Wills, who had rooms in Collins Street, moved to the house in 1897 and lived there for six years. He was reputed to have conducted a dental practice in the cellar. Wills proposed the establishment of a Dental College in Melbourne and helped to frame Victoria’s dental rules and by-laws. An image from the Herbert Richmond collection, gifted in 1982 to the Ballarat Library. The collection contains approximately 200 photographs of Ballarat and district in the 1940s, 50s and 60s, as well as photo albums, glass negatives and other memorabilia. Herb Richmond was a keen photographer, a foundation member and a life member of the Ballarat Camera Club, and a photographer with the Ballarat Courier during the 1940s. The Ballarat Camera Club named an annual award after him. Mr Richmond died in 1981 aged 79.
