The Australian pilot vessel and steam yacht Alvina had a long and varied career. It was built in the UK as a private yacht, 1891 and in 1903 came to Australia to commence in the pilot service at Port Phillip Heads. This model of the pilot ship is held by the nearby Queenscliff Maritime Museum in Victoria. In 1923 the larger Akuna took over from the Alvina, which then served as an excursion steamer and ferry in Westernport Bay for another 10 years when in 1933 it was replaced by an ex-Sydney vehicular ferry displaced by the new Harbour Bridge. Alvina was not scrapped until 1961. ALVINA The new pilot steamer Alvina, which was recently purchased by the Port Phillip Sea pilots, was inspected on Thursday last by the members of the Victorian Marine Board and a number of gentlemen representing the leading shipping companies in Melbourne. The Alvina was formally the private yacht of Mr Marmaduke Fox a wealthy Yorkshire gentleman and is a trim craft of 145 tons register and a length of 18ft overall. Hitherto the sea pilots have managed to do their work with one steamer, the Victoria but it has long been apparent that a second vessel was required. The pilots upon whom the obligation of providing and maintaining their vessels devolves, thereupon made a successful bid for the yacht and, by an additional outlay of 700 pound, had her overhauled and refitted in Deane's Dock, Williamstown. On Thursday last the vessel made a trial trip to Point Cook for the purpose of satisfying the Marine Board and the underwriters as to her fitness for the work. She showed a speed of 11 knots and steamed smoothly and satisfactorily. During the trip the visitors assembled in the saloon and drank success to the new steamer. Captain Carrie, president of the Marine Board, congratulated the pilots on their acquisition, and said that the service was now second to none in the world. The new vessel which has been in the charge of Captain Wills is handsomely fitted up and contains two staterooms and four cabins for the pilots and sleeping accommodation for a crew of eight. In future one steamer will remain on the pilot grounds inside the Heads while the other will steam about outside Queenscliff. Her role as a pilot cutter was to sail with pilots on board to meet ships entering Port Phillip Bay. Pilots would be transferred by the Wyuna's workboat to the vessel requiring pilotage while it was stopped dead in the water, with shelter provided by the vessel itself. In the early 1970s the pilot service started using fast launches to allow pilots to board while ships were still underway, and in 1979 the Wyuna was sold to the Australian Maritime College in Launceston, Tasmania as a training vessel. HMAS Una was a Royal Australian Navy sloop that began its life as the German motor launch Komet. The ship and her 57 crew was captured by an infantry detachment of the Australian Naval and Military Expeditionary Force led by John Paton on 9 October 1914, with no loss of life. Komet was then sailed to Sydney as a prize. During the time in which the Una was in service under Australia, the sloop was used as a Patrol and General Purpose Vessel. The sloop was used to patrol the areas of New Guinea, New Britain, New Hebrides and Malayan waters. In December 1918, Una was sent to Darwin to protect Administrator John Gilruth, following the Darwin Rebellion. She arrived on Christmas Eve anchoring beneath the Government House cliffs until HMAS Encounter arrived in early 1919. After World War I, Una was decommissioned and taken to Port Phillip Bay, renamed Akuna and used as a pilot vessel. Introduced in 1953 and served with the Port Phillip Sea Pilots until 1979.The MV Wyuna served as a Pilots tender from 1953 to 1979 before fast pilot boats were introduced. During this time the Wyuna would lower a work boat to transfer a pilot onto a ship which would have had to come to a full stop to allow transfer, thus losing time and extra fuel. This photograph is a copy of an original painting by the Australian marine artist A V Gregory (1867-1957), also known as Arthur Victor Gregory. Gregory lived and worked in South Melbourne. He took over the Gregory Studio owned by his father, George Frederick Gregory, painting actively between 1899 and 1932. He usually signed his works as ‘A V Gregory’. Some of his original works have been sold for thousands of dollars. The barque "La Bella" was built in 1893 in Norway. On 31st October she commenced her maiden voyage. After six voyages, the vessel was offered for sale in Hamburg. After much negotiation, she was sold on December 1900 for £3,600 to Mr D C Turnbull and sailed back to New Zealand. The "La Bella" was primarily used on the Australian-New Zealand run, her cargo being timber, coal and produce. In October 1904, she ran aground at Owhira bay, New Zealand. The vessel was subsequently refloated. In November 1904, the "La Bella" attempted to enter Warrnambool Harbour without a pilot aboard. The vessel struck Annabella reef and many members of the crew perished. The "La Bella" captain was later charged and found guilty of negligence. In 1905 he was charged and tried for manslaughter. This Engine Room section of a ship's telegraph system was part of the equipment of the Ports and Harbour ship the SS Rip. The vessel serviced and maintained the lights and buoys at Port Phillip Bay and Queenscliffe. The SS Rip was possibly the former gunboat "Albert". The ship’s communication system that was used from the late 19th century to early-to-mid-20th-century is called an Engine Order Telegraph (E.O.T.) or ship’s telegraph. The system has two parts, the Bridge Section and the Engine Room Section. The Bridge Section is usually mounted on top of a pedestal, and the Engine Room Section is often attached to a vertical surface. The standard commands printed or stamped onto the dial are the directions of AHEAD and ASTERN, and the speeds of STOP, FULL, EASY, STD. BY. and FIN. ENG. The ship’s pilot on the Bridge of a vessel sends his Orders for speed and direction to the to the Engine Room with the E.O.T. He moves the lever or levers, depending on the number of engines the ship has, to change the indicator on the Bridge Section’s dial to point in the new direction and speed of travel. This change causes the Orders to be duplicated on the Engine Room Section’s dial and a bell to signal the change simultaneously. The engineer then adjusts the ship’s engines and steering equipment to follow the pilot’s Order. The manufacturer, Mulne Bros., was a copper and brass works at 166 Sussex Street Sydney, in December 1892, and previously from 1870 at 128 to 130 Sussex Street. The company made and sold a wide range of equipment including machinery and gauges for the Railways.The Engine Room section is significant for being part of the communications system on the ship SS Rip, owned by Melbourne's Ports & Harbours department and used to service and maintain the navigation signals of Port Phillip Bay and at Queenscliffe in the mid-20th century. The dial is an example of marine equipment made in Australia and used for the safety of Victorian vessels. Casino was a passenger and freight steamer built in Dundee, Scotland, in 1882 for the Newcastle and Hunter River Steam Navigation Company of N.S.W. The vessel weighed 425 tons gross with a length of 160.4 feet, a beam of 24.1 feet and a depth of 10.2 feet. Accommodation for 35 people was provided in the saloon, and 25 passengers in the fore-cabin, plus room for 300 tons of cargo. On May 30th 1882 the S.S. Casino called in at the Port of Warrnambool for coal, narrowly escaping being swept ashore in gale-force winds due to the pilot's quick action. At that time, still at anchor, the directors of the Belfast and Koroit Steam Navigation Company were so impressed that they bought the S S Casino immediately; being ideally suited for trade along the West Coast of Victoria; Belfast is the original name for Port Fairy, South West Victoria. The Belfast and Koroit Steam Navigation Company was first managed by Messers Saltau and Osburne, and after the passing of Mr Osburne, by produce merchants Messers H. Sautau and Sons, owners of a hay and corn store and shipping agency was on the corner of Liebig and Koroit Streets in Warrnambool. The S.S. Casino was named “the most famous steamer to operate in Victorian waters along the West Coast” by maritime author Jack Loney. Captain Boyd was her first Master, followed by Captain Chapman, who stayed with her from 1890 until 1924. Captain W. Robertson followed for a short term, and then Captain Middleton took command from 1925 to 1932. The S.S. Casino had several mishaps during her life. One was on 3rd January 1898 when the ship collided with the S.S. Flinders in Apollo Bay with minor damage. Another was on 24th October 1924 when the Casino was grounded on a reef at Point Hawdon near Grey River and most of her cargo of Christmas goods had to be dumped into the sea. Then in February 1929, the Casino was ‘holed’ when it struck a submerged object as it entered Lady Bay, Warrnambool. On the morning of 10th July 1932, after attempting to berth at Apollo Bay jetty in heavy seas, Captain Middleton decided to take S S Casino out into the bay and wait until the seas abated. It was not realised that the anchor that steadied the ship during a manoeuver had pierced its hull, and it sank as it headed for the beach. Captain Middleton and nine others lost their lives, but nine people were rescued including the two female passengers. Captain Middleton had been in charge of the S.S. Casino for seven years. He was the first ship’s Master to lose his life in a shipwreck in the West Coast trade. In the years following the turn of the century, the S.S. Casino remained the only regular trader with normal passenger accommodation along the West Coast. From 1882 it had made at least 2,500 voyages on the one run. Flagstaff Hill’s collection has a portrait photograph of Captain Chapman, a ship model of the S.S. Casino that shows both forms of power under which it sailed, steam and sail. The ship is painted green and flies three flags. This photograph was taken close to the time of the wreck of the "Edinburgh Castle". The “Edinburgh Castle”, three-masted iron barque, was built in Glasgow, Scotland, in 1863 by J.G. Lawrie. She was 53.7 meters long and weighed 627 tons. She was owned by shipping company T Skinner and Co and registered at Liverpool, England. She sailed from 1863 to 1885 along the trade route between Scotland, China, and Singapore. In 1887 the Master, Captain J.B. Darling, sailed the “Edinburgh Castle” for its new owners Gifford & Nicholson from London to Warrnambool. Her cargo was 4,900 casks of cement for the construction of the new Warrnambool Breakwater. Over the three month journey, the ship met with rough weather and even a hurricane. On January 15th 1888 the “Edinburgh Castle” approached Lady Bay where a welcoming crowd gathered. The Port’s relief Harbour Master, Pilot Carless took over to complete the docking. As he tried to guide her, the Lighthouse Keeper signalled that the ship was too close to shore. The pilot continued on his course, causing her to ‘miss stays’ (make an incorrect tack). The crew dropped anchors and tried to lighten the load by throwing some of the casks of cement overboard but this was to no avail, and she drifted sideways in calm waters, lodging in the sand. A distress signal was sent to the coastal steamer “Julia Percy”, which spent several hours trying to pull the stranded ship away, but it would not budge. Those involved hoped to re-float the ship but efforts to save the vessel were useless. The captain and some crew stayed on board. When the weather became rough the rocket crew brought its lifesaving gear to the shore, ready to launch a line to the ship. The three men on board sent those onshore a message in a bottle to assure the on-lookers that they were quite comfortable to stay aboard. After a night of bad weather, the crew were glad to accept the rocket crew’s help and were in turn safely hauled to shore in a breeches buoy. The ship broke up quickly. Very little of the cargo could be saved. A week later all that could be seen of her was the bow and some of the stern. The beach was littered with wreckage, including cement cask fragments, for weeks. Ironically, on the morning after the ship ran aground, the very same “Edinburgh Castle” was offered for sale at an auction in Melbourne, billed as “a sound ship with all the fittings and in the best order.” The sale was completed before they heard the news that the ship was totally wrecked! Over the decades the shifting sands concealed the wreck of “Edinburgh Castle”. However, in October 1985 two local divers, Peter Ronald and Colin Goodall discovered her near the Hopkins River mouth. Peter said in his book ‘Exploring Shipwrecks of Western Victoria’, “In the midst of this sand-cloud I could clearly see row after row of neatly stacked barrels”. He remarked, “I am privileged to have had at least a glimpse of one of Warrnambool's most significant wrecks.” Some 15 – 17 ships are believed to have sunk in Lady Bay, but only two have been discovered on the seafloor; the “Edinburgh Castle” and the “La Bella”. Both wrecks are popular diving sites and are preserved as significant historical marine and marine archaeological sites. The sailing ship “Edinburgh Castle” is of local and state and national significance. It is one of the only two shipwrecks discovered in Lady Bay, Warrnambool, out of the 15-17 shipwrecks in the bay. The “Edinburgh Castle” is significant for being one of the largest vessels lost in the bay. The significance of the wreck of the “Edinburgh Castle” was recognised by being listed on the Victorian Heritage Database VHR S209. She was declared an Historic Shipwreck on 17th January 1989 under the Commonwealth Historic Shipwrecks Act (1976). The “Edinburgh Castle” wreck is also significant for the connection of its cargo with the building of the Warrnambool Breakwater, also listed on the Victorian Heritage Database VHR H2024. The “Edinburgh Castle” is included as one of the shipwrecks in Heritage Victoria’s Historic Shipwreck Trail on Victoria’s West Coast. This photograph was taken close to the time of the wreck of the "Edinburgh Castle". The “Edinburgh Castle”, three-masted iron barque, was built in Glasgow, Scotland, in 1863 by J.G. Lawrie. She was 53.7 meters long and weighed 627 tons. She was owned by shipping company T Skinner and Co and registered at Liverpool, England. She sailed from 1863 to 1885 along the trade route between Scotland, China, and Singapore. In 1887 the Master, Captain J.B. Darling, sailed the “Edinburgh Castle” for its new owners Gifford & Nicholson from London to Warrnambool. Her cargo was 4,900 casks of cement for the construction of the new Warrnambool Breakwater. Over the three month journey, the ship met with rough weather and even a hurricane. On January 15th 1888 the “Edinburgh Castle” approached Lady Bay where a welcoming crowd gathered. The Port’s relief Harbour Master, Pilot Carless took over to complete the docking. As he tried to guide her, the Lighthouse Keeper signalled that the ship was too close to shore. The pilot continued on his course, causing her to ‘miss stays’ (make an incorrect tack). The crew dropped anchors and tried to lighten the load by throwing some of the casks of cement overboard but this was to no avail, and she drifted sideways in calm waters, lodging in the sand. A distress signal was sent to the coastal steamer “Julia Percy”, which spent several hours trying to pull the stranded ship away, but it would not budge. Those involved hoped to re-float the ship but efforts to save the vessel were useless. The captain and some crew stayed on board. When the weather became rough the rocket crew brought its lifesaving gear to the shore, ready to launch a line to the ship. The three men on board sent those onshore a message in a bottle to assure the on-lookers that they were quite comfortable to stay aboard. After a night of bad weather, the crew were glad to accept the rocket crew’s help and were in turn safely hauled to shore in a breeches buoy. The ship broke up quickly. Very little of the cargo could be saved. A week later all that could be seen of her was the bow and some of the stern. The beach was littered with wreckage, including cement cask fragments, for weeks. Ironically, on the morning after the ship ran aground, the very same “Edinburgh Castle” was offered for sale at an auction in Melbourne, billed as “a sound ship with all the fittings and in the best order.” The sale was completed before they heard the news that the ship was totally wrecked! Over the decades the shifting sands concealed the wreck of “Edinburgh Castle”. However, in October 1985 two local divers, Peter Ronald and Colin Goodall discovered her near the Hopkins River mouth. Peter said in his book ‘Exploring Shipwrecks of Western Victoria’, “In the midst of this sand-cloud I could clearly see row after row of neatly stacked barrels”. He remarked, “I am privileged to have had at least a glimpse of one of Warrnambool's most significant wrecks.” Some 15 – 17 ships are believed to have sunk in Lady Bay, but only two have been discovered on the seafloor; the “Edinburgh Castle” and the “La Bella”. Both wrecks are popular diving sites and are preserved as significant historical marine and marine archaeological sites. The sailing ship “Edinburgh Castle” is of local and state and national significance. It is one of the only two shipwrecks discovered in Lady Bay, Warrnambool, out of the 15-17 shipwrecks in the bay. The “Edinburgh Castle” is significant for being one of the largest vessels lost in the bay. The significance of the wreck of the “Edinburgh Castle” was recognised by being listed on the Victorian Heritage Database VHR S209. She was declared an Historic Shipwreck on 17th January 1989 under the Commonwealth Historic Shipwrecks Act (1976). The “Edinburgh Castle” wreck is also significant for the connection of its cargo with the building of the Warrnambool Breakwater, also listed on the Victorian Heritage Database VHR H2024. The “Edinburgh Castle” is included as one of the shipwrecks in Heritage Victoria’s Historic Shipwreck Trail on Victoria’s West Coast. In an article from the Argus, Monday 7 March 1927, page 21: "Surprise was caused on the waterfront yesterday by the appearance of the Reardon Smith line steamer Buchanness, which armed in Hobson's Bay with a list to port of more than 15deg. The vessel anchored off Gellibrand yesterday morning, and a consultation was held concerning the advisability of attempting the passage up the Yarra. The list changed to 12deg. before the tug James Paterson came alongside the Buchanness, and the steamer was piloted to a berth at No 18 South Wharf by Captain K.A. Forbes. The list was caused by the consumption of the fuel oil from bunkers below the waterline and the consequent overbalancing of the vessel by the heavy deck cargo. This wass not considered dangerous by either the master of the vessel or the pilot, both of whom stated that a ship carrying timber was liable to become unstable to some extent without showing any tendency to heel over. The Buhanness comes from North Pacific lumber ports with 4,300,000 super feet of red wood, oregon, and spruce timber, all of which will be discharged at this port to the agency of C.A. Wilms and Son. Captain Charles Ferguson was born in Scotland in 1813. He was the Master of the "Rajah" from 1838 to 1850 on voyages from England to Australia and vice versa. He became the First Chief Harbour Master for the port of Melbourne in 1852 after being the first Harbour Master and Water Police Officer in Geelong for 12 months. On the 5th of April 1841, the Rajah sailed with James Donovan M.D. as Surgeon Superintendent, and the Rajah sailed from Woolwich with 180 female convicts. The Rajah arrived on the 19th of July in Hobart, with 179 females (one died during the voyage) and 10 children. Miss Kezia Elizabeth Hayter was the matron on board. On page 28 of the "Sailing directions for Port Phillip, in the colony of Victoria including the ports of Melbourne and Geelong", a mention is made of the Mariner's Hospital and Floating Church soon to be established. There were discussions to built the hospital in Williamstown but instead the Government decided to build it in Melbourne. The Harbour Master and a commiittee decided to use the water police hulk, Emily, left unsold in 1856, to create a floating church: the Bethel was open in July 1857 with Reverend Kerr Johnston as Chaplain. Latrobe wrote a letter to Captain Cole in 1869, a few months after learning his death : "To Captain George Ward Cole † [from a draft in another’s hand] Clapham House, Lewes, Sussex, January 28th, 1869. My dear Captain Cole, Last mail will have taken out the sad intelligence of the death of our excellent old friend, Captain Ferguson. This will have been a terrible blow to his children and to his friends in the colony, who may have held reason to expect his early return to his home, with a not unreasonable prospect of ultimate restoration to health and activity. In the course of last October I went up to town with one of my children, mainly with the purpose of finding my way to Pinner, where he and Mrs. Ferguson were staying with an intimate friend. I found him in excellent health and spirits, and enjoying the prospect of a speeding resumption of the service to which he had devoted his best days, and upon the furtherance of which his entire energy was still directed. A week or two later Captain and Mrs. Ferguson went to Dover for change of air, and being still under the impression received from the advisers by whom they had been guided during their residence at a hydropathic establishment at Matlock, felt encouraged to plan almost immediate return to the colony by the Jerusalem early in December. However, certain misgivings in the mind of a medical gentleman, then in England, under whose care Captain Ferguson had at one time placed himself in Williamtown, led them to consider it judicious before departure to take the advice of some surgeon of eminence in London. Accordingly they came up to town at the close of November. The first London practitioners they consulted shook their heads, and advised consultation with Sir Wm. Ferguson. The result was that amputation, without loss of time, was pronounced necessary. The rest is soon told. He received the painful intelligence with calmness and full resignation to God's will, and underwent the operation at King's College Hospital with exemplary firmness and Courage on the 28th of November. Perfect success seemingly attended it, and there seemed, humanly speaking, to be every prospect of a prompt cure and early convalescence; everything seemed in his favour. A few days later, however, all was clouded by symptoms of hospital fever (pyoe æm ia). This resisted all control, and finally carried him off on the 27th of December, just one month after the operation. He had lived a Christian life, and his death was the peaceful and resigned death of a Christian. It was a melancholy satisfaction to me to be able to join a few friends in following his remains to their resting place in one of the outlying London cemeteries on the last day of the year. You know Mrs Ferguson well, and will be prepared to hear me say that her whole conduct and demeanour throughout this period of suspense and bitter trial has been worthy of her high character and steadfast principle. Come what will, and happen what may, I have the fullest conviction that neither the widow nor the children will be forsaken, however doubtful and clouded the future may appear, in consequence of the irreparable loss which, they have sustained. And now, dear Captain Cole, it is possible that you may already have heard all this from other sources, but I have dictated it to you under strong impulse, for I feel assured that there is no member of the community in which you live who will more sincerely deplore the loss of Captain Ferguson on private grounds; at the same time that there is no one who, from long acquaintance with his official character and services, will be in a better position to estimate their real value or the loss which the colony has sustained. The circumstances in which Captain Ferguson's family are left not only demands the utmost display of sympathy and interest on the part of friends, but may call for decided and prompt action; therefore I cannot rest satisfied without discharging what I consider my duty, and seeking to strengthen your hands as far as I may in bringing the character of his long services before the existing colonial authorities. Of his private career previous to his entering the service of the Colonial Government in 1851 nothing need be said. Captain Ferguson was appointed as the Harbour Master at Geelong in April, 1851 – a few months before the separation of the colony from New South Wales. He there did excellent service in a variety of ways calculated to advance the interests of the port, and to introduce www.latrobesociety.org.au 27 order, where, from circumstances, but little order had hitherto prevailed. His was the first appointment of this class in that locality. The separation of the colony from New South Wales took place in the month of July following. Shortly after, the late Captain Bunbury resigned the Harbour Mastership of Port Phillip. Captain Ferguson was at once (February, 1852) appointed to succeed him, and from that time performed all duties of Chief Harbour Master of the colony. The previous year (May 1851) the first gold discoveries in New South Wales had taken place, and in the month of August those of our colony followed. At the time of Captain Ferguson’s taking charge of the Port of Melbourne their influence had begun to be fully felt, and in no department more seriously than in that of the Harbour Master. This is no place for statistical details, but they must bear me out in reminding you of a few facts connected with our late friend’s career. At the time of separation that department comprised only 30 individuals of all ranks, and when he took charge the number was much reduced. There were at that time, according to the returns, no fewer than 54 vessels, registering 26,785 tons, in Hobson’s Bay alone. The crews on arrival numbered 1,235 men. Of this number only 463 remained on board, 500 having deserted, and the rest having been discharged by arrangement or pure necessity. For the first six months after Captain Ferguson’s assumption of office as Harbour Master the duties of Police Magistrate and Chief of the Water Police were superadded, and how much labour they involved may be surmised from the fact that from 1st of April to the 31st July, 1852, four months only, no less than 236 marine cases were brought before the bench at Williamstown - sometimes as many as 30 in a day. A year later (March 1853) the returns show that the number of vessels in the harbour in Hobson’s Bay alone were 91, tonnage 43,754; and passing on to the still later returns of May, 1853, two years after Captain Ferguson’s assumption of office, we find from the records that the number of ships in port had increased to 129; tonnage, 63,292; crew on board on arrival, 2872, and at the date of report, 1628; the amount of desertions at that time having, however, proportionally diminished, in consequence of the abatement of the gold fever, caused by the non-success attendant upon the labours of thousands at the goldfields. The above numbers take no account of the large number of vessels and amount of tonnage lying at the wharves at Melbourne or elsewhere. From these figures alone it may be judged what must have been a struggle in which the Chief Harbour Master was engaged from the very outset to secure order, and answer the innumerable calls on every branch of his department, at the same time that there was for many months an almost complete impossibility of securing subordinate agency, such as boatmen, pilots, and police, at any price. But I may bear witness to the untiring diligence, energy, and self-devotion with which Captain Ferguson grappled with the difficulties of his position, and the seemingly insurmountable obstacles which stood in his way. Ashore and afloat he was always ready, showing the same directness of purpose, intelligence, and forgetfulness of self. He shunned no responsibility, and turned his hand from no work, whether within or beyond the ordinary scope of his duty, which the hard necessity of the times forced the Government to bring under his notice. Already in 1852, when the overflowing of our gaol and stockade rendered the adoption of other methods of restraint absolutely necessary, and addition to the existing buildings could not be thought of, it was Captain Ferguson who first suggested the employment of hulks; and it was with his personal assistance and supervision, and under his unflagging energy, that the three first of these – the Success, the President, and the Sacramento – were purchased, fitted up, and made available for the purpose in view, and the rules and regulations for the employment and safety of the men afloat and ashore prescribed and carried out. He carried the same energy into every branch of his department, and his influence was soon apparent. His subordinates of every class became actuated by his spirit. As time moved on, the range of his duties, both ordinary and extraordinary, increased. In the formation of the quarantine station at the heads, in the management if not the erection of lighthouses, sailing directions, port and wharf regulations, buoys, signal stations, www.latrobesociety.org.au 28 steam dredging &c., he was the main and most active agent. The whole pilot establishment and regulations, men, and vessels, were under his charge; and when I left the colony in May, 1854, the entire range of ports outside Port Phillip Heads from Point Lonsdale to Portland, as well as that of Geelong had felt the influence of his intelligent supervision and care. The entire department of Chief Harbour Master, which I have numbered at the period of separation about thirty individuals, then numbered 230. The character of Captain Ferguson’s unbroken service during the fourteen years which have elapsed since I left the colony must be well known to the Government and the people he has served so long and so faithfully. I confine myself to recalling to mind those earlier, and what must have been the hardest and most difficult, period – none can know how difficult but those who were in that fierce struggle for the maintenance of order under so many disadvantages; and on this subject I have spoken advisedly and with reason, for I may truly say he worked under my own eye. I had sincere regard for the man, and just pride in the qualities of his heart, head, and hand. Whatever mistakes may have been made by the Government of the colony in those hard and difficult times (and I am quite ready to admit that there were many, especially if the past is to be judged by the light of the present), I never have hesitated in believing that, in appointing Captain Ferguson to the office he has so long filled, it was the right man in the right place. I shall be heartily rejoiced to find that the Government and inhabitants of the colony admit that this has been the case, and to learn that they have not forgotten the strong claims of one who has served them so long and so faithfully, and who, removed by God’s providence, so to say, in the maturity of his powers, has left a widow and young family behind him. I have done, I leave you to make use of this communication, or any portion of it, which you may think judicious and called for. There may be among Ferguson’s friends those who may not be sorry to be reminded of facts. By-the-bye, I may mention as a proof how completely Captain Ferguson’s mind was engrossed by devotion to his public duty, that while in Dover, only ten days before the operation, he took an opportunity to drag himself up into the lantern of the S. Foreland Lighthouse, and made a most careful scrutiny of the whole apparatus and arrangement, with a view of the adoption of any hint for the perfection of those under his charge in the colony. And now, goodbye. I trust this will find you in good health, and in comparative vigour. Believe me ever, dear Captain Cole, Yours very truly, C. J. Warrnambool was officially made a Port of Entry in 1855 and by the 1870s had became the dominant port in the Western District. Sadly, due to an increasing problem with silting in the harbour, by the 1890s only small vessels could navigate the harbour. Men with the position of Pilot and Harbourmaster in Warrnambool were employed by the government to enforce government regulations and to help guide vessels safely into the port of Lady Bay, which was difficult to navigate. Some of the Pilots and Harbour Masters of Warrnambool were – - Captain Christopher Gwatkin, the first Harbourmaster for Warrnambool (1857 - his death in 1859). - Captain Helpman was Warrnambool’s second Harbourmaster 1859-1869 - James Nicol was Harbourmaster in Warrnambool for a time, including 1906 (b. 1840 – d. 1926) - Thomas Smith Drewett (1853 - 15-3-1905) past Captain of the Helen Nicoll, Pilot and Harbourmaster of Warrnambool. Warrnambool’s Tourist Guide of 1888 advises that “At the Port of Warrnambool there are two Leading Lighthouses. A licensed sea pilot, Captain Drewett, is stationed at the Port.” In 1915 plans for the Pilot’s Quarters were drawn up for the Department of Public Work. It was at that time, when personnel was short due to the First World War, that apparently the Pilot and Harbourmaster was also responsible for maintaining the light (lighthouse). The new Pilot and Harbourmaster’s house would be built on the site at 88 Merri Street, overlooking Lady Bay and right beside the Flagstaff and the Lady Bay Upper Lighthouse. Other Pilot and Harbourmasters were - - James Menzies was the Pilot and Harbourmaster at Warrnambool in 1929 . In 1932, he was appointed to the position of Acting Secretary to the Warrnambool Harbour Board. A hundred or so years later Flagstaff Hill Maritime Village has fully renovated the former Harbourmaster’s quarters, changed the name to Lighthouse Lodge, and is now allowing guests to stay in the home, which is still neighbour to the operational Lady Bay Lighthouses, now over 150 years old. The association of the old Pilot and Harbourmaster’s Quarters (currently renamed as Lighthouse Lodge) with the Port of Warrnambool, and its maritime activities, is historically significant. The Pilot’s quarters are connected to a time when access to Warrnambool’s Port was important to the colonial settlers for income and supplies. Plan of Pilots Quarters, Warrnambool. The Launch Master Frederick Heather was licensed to be Master of Launches within the Port of Launceston. Amongst the vessels that he captained was the S.S. ROWITTA. Fredrick’s son is one of the volunteers at the Low Head Pilot Station Museum, Frederick Heather is also related to a Harry Heather from Tasmania and was also a ship master, one of his ships being the "Alma Doepel", a sailing schooner built in 1903 and sailed by Harry for about 21 years until his death in 1937. Flagstaff Hill’s collection includes a painting of the Alma Doepel. SS ROWITTA: - The 1909 steam ferry, SS Rowitta, was installed as an exhibit at Flagstaff Hill in 1975 and was enjoyed by many visitors for 40 years. Rowitta was a timber steam ferry built in Hobart in 1909 using planks of Huon and Karri wood. It was a favourite of sightseeing passengers along Tasmania’s Tamar and Derwent rivers for 30 years. Rowitta was also known as Tarkarri and Sorrento and had worked as a coastal trading vessel between Devonport and Melbourne, and Melbourne Queenscliff and Sorrento. In 1974 Rowitta was purchased by Flagstaff Hilt to convert into a representation of the Speculant, a historic and locally significant sailing ship listed on the Victorian Heritage Database. (The Speculant was built in Scotland in 1895 and traded timber between the United Kingdom and Russia. Warrnambool’s P J McGennan & Co. then bought the vessel to trade pine timber from New Zealand to Victorian ports and cargo to Melbourne. It was the largest ship registered with Warrnambool as her home port, playing a key role in the early 1900s in the Port of Warrnambool. In 1911, on her way to Melbourne, it was wrecked near Cape Otway. None of the nine crew lost their lives.) The promised funds for converting Rowitta into the Speculant were no longer available, so it was restored back to its original configuration. The pilots certificate book was used to record vessels arriving and leaving port and was part of the maritime regulations that Harbour master had to adhere too. Record had to be kept of the vessel it's draft and from where it had sailed from the masters name and other relevant information on the vessel. The system has two parts, the Bridge Section and the Engine Room Section. The Bridge Section is usually mounted on top of a pedestal, and the Engine Room Section is often attached to a vertical surface. The standard commands printed or stamped onto the dial are the directions of AHEAD and ASTERN, and the speeds of STOP, SLOW, HALF, and FULL. The ship’s pilot on the Bridge of a vessel sends his Orders for speed and direction to the to the Engine Room with the E.O.T. He moves the lever or levers, depending on the number of engines the ship has, to change the indicator on the Bridge Section’s dial to point in the new direction and speed of travel. This change causes the Orders to be duplicated on the Engine Room Section’s dial and a bell to signal the change at the same time. The engineer then adjusts the ship’s engines and steering equipment to follow the pilot’s Order. The manufacturer, A. Robinson & Co. This is the Bridge Section of a ship’s telegraph and is a Duplex Gong model, made by Chadburn & Son of Liverpool. This duplex gong model would sound two signals whenever the navigational commands were given by the ship’s pilot to change the speed or direction. CHADBURN & SON, Liverpool- Chadburn Brothers, William and C.H., were joint inventors and well-established makers of optical and scientific instruments and marine gauges. The firm was granted the Prince Albert Royal Warrant in the late 19th century. In 1870 William Chadburn applied for a patent for his navigational communication device for use on ships. By 1875 Chadburn & Son was producing the brass Engine Order Telegraph in its plant at 71 Lord Street, Liverpool. In 1911 the ship RMS Titanic was launched, fitted with Chadburn & Sons E.O.T. The Chadburn Ship Telegraph Company Limited was registered in 1898 to take over Chadburn & Sons. In 1903 a large factory at Bootle, near Liverpool, and their products were being sold overseas. In 1920 electric-powered telegraphs were developed. In 1944 the name changed to Chadburn’s (Liverpool) Limited. In 1968 the company became Chadburn Bloctube Ltd. In 2000 the company, now Bloctube Marine Limited, was still manufacturing ship telegraphs. An oval brass maker’s plate is attached to the top of the case. The dial’s faces have inscriptions that indicate speed and direction, and the front face and plate include the maker’s details. The steamship, SS Australia, was built in Greenock, Scotland in 1892, for the P & O Steam Navigation Company. Australia was considered to be one of the most luxurious vessels afloat and she held the speed record from England to Australia at the time. On 21st June 1904, due to pilot error, the Australia hit the notorious Corsair Rock, part of the Point Nepean Reef, on the eastern side of Port Philip heads, opening a gaping 5 meter hole along her keel. The ship was built in 1953 by Ferguson Shipbuilders of Port Glasgow, Scotland for the Port Phillip Sea Pilots organisation as a pilot cutter. Her role as a pilot cutter was to sail with pilots on board to meet ships entering Port Phillip Bay.
