This letter to the editor of an unknown newspaper probably dates from the late 1960s or early 1970s. At that time the Victorian government’s Liberal Party Premier was Sir Henry Bolte. In a reference to the major industrial valley in Germany, he and his government had a vision to make Western Port and Hastings into “the Ruhr of Victoria”, if not Australia. While this letter does not refer to Western Port, but apparently to Wiliamstown, the situation was similar in both bays. Substantial land was zoned in Hastings by the Bolte Government for industrial purposes, where BP built a refinery for oil imported through the Port of Hastings. The large oil tankers entered Western Port Bay via the western channel, which required dredging to accommodate them. It became a common site to see globules or patches of oil washed up on beaches around Western Port, and oil-affected wildlife. It is impossible to know how many wildlife were affected directly by oil spills and other forms of pollution in the Bay during that era. Sufficient numbers of oiled Little Penguins were found to prompt numerous references to the problem in newspapers, including letters, articles and even major features. The refinery eventually closed, with tanker traffic dramatically reducing in Western Port from the late 20th century.Statement of significance: This letter to the editor is significant in making reference to pollution caused in Port Phillip and Western Port bays by tanker traffic and the presence of oil refineries on industrial land in the bays. It is also indicative of the emergence of many conservation-related community groups of volunteers in Australia during the 1960s and 1970s in response to growing concern around conservation issues. With the establishment of the large heavy industrial zone at Hastings in the late 1960s, which included the BP oil refinery using the Port of Hastings at the north-western arm of Western Port, a number of environmental problems predicted by both scientists and conservationists arose. The main shipping channel on the western arm of Western Port was dredged, causing suspended particles affecting seagrass beds. With inadequate regulation around discharge of bilge water within the bay, and oil spillage, oil pollution affecting both seabirds and coastal areas was not uncommon. This report of 40 penguins actually known to have been killed by an oil spill event was typical of reports at the time. The 2 men quoted – Vernon Johnson and Ken Pound – were well known conservationists. Vernon and his wife Nora owned the Kingston Gardens picnic and zoo business where they cared for many injured wildlife. Ken was a Phillip Island counsellor for a few years, and instrumental in the establishment of the Phillip Island conservation Society. He also contributed various documents and newspaper cuttings to this archive.This article is significant for being a record of an exact number of penguins found dead from oil spill pollution in Western Port. Also as a record of conservationists in the early years of community and environment movements both locally and in Australia. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and into the 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, so the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981 and closely resembles the Williamstown chapel. This round, stained glass window, titled "Christ Showing the Helmsman the Way", was installed in the St Nicholas Seamen's Church at 139 Nelson Place, Williamstown, Victoria. The window was referred to as the Sanctuary Window and was installed in the chapel above the altar. This memorial window has significance as a part of Victoria's War Heritage and is listed on the Victorian Heritage Database. The window was donated to St Nicholas Seamen’s Church as a memorial to the members of the Merchant Navy whose lives were lost in the Second World War, 1939-1945. The donor was the Williamstown Lightkeepers Auxiliary, an independent ladies association working with the Williamstown Missions to Seamen (the Missions to Seamen organisation was re-named the Mission to Seafarers in the year 2000). The window was officially dedicated on December 14, 1947 by Geelong's Anglican Bishop, Rt. Rev. J.D. McKie. In the early months of 1948 a bronze plaque was also placed in the chapel above the altar. It recognises the lost souls of the Merchant Navy during World War 2, as well as the donor of the window, the Williamstown Lightkeepers Auxiliary. The inscription impressed on the rectangular bronze plaque, 20.4 x 10.2cm, is as follows: “IN MEMORY OF THE MEMBERS OF THE MERCHANT NAVY WHO WERE LOST IN THE SECOND WORLD WAR 1939-1945 FAITHFUL UNTO DEATH. THE WINDOW ABOVE THE ALTAR WAS ERECTED BY THE WILLIAMSTOWN LIGHTKEEPERS AUXILIARY 1947.” The Williamstown St Nicholas Seamen’s Church ceased operation in 1966. In 1979 the Victoria Missions to Seamen donated this round, stained glass window and the memorial plaque to Flagstaff Hill Maritime Village, along with many other items and furnishings. These items have been used to simulate the Williamstown Mission and Chapel as much as possible. This early 1880s Mason & Hamlin reed organ was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. It was donated to the Williamstown St Nicholas Seamen's Church by the Joy Club for Fighters around the time of the opening of the church. The front panel displays the front and back of six medallions, showing the year and location of exhibitions that Mason & Hamlin participated in, adding perceived notability and prestige to the value of this organ. These medallions date from 1867 - 1881: Paris 1867, Vienna 1873, Philadelphia 1876, Paris 1878, Sweden 1878 and Milan 1881. MASON & HAMLIN Mason & Hamlin organ manufacturer was founded by Henry Mason and Emmons Hamlin in Boston, Massachusetts in the 1850s, making about 450 organs per year. By 1905 the annual turnover was around 10,000 instruments. The Cable Co. purchased the company in 1911, which in turn was taken over by the American Piano Co. in 1924. By 1927 the production reed organs had ceased. Mason & Hamlin, like many other manufacturers, publicised its instruments at county fairs and exhibitions. They were quick to advertise any awards they won, or even recognition for displaying at these events, by adding matching medallion decals to their products. JOY CLUB FOR FIGHTERS The Joy Club for Fighters was formed in Williamstown in 1940 to raise funds to support Australians fighting in Australia and overseas in World War II. Activities such as dances were organised in venues such as Mechanics' Institutes, and enthusiastically supported. Donations were given to several hospitals and other care facilities, and local fighters, for distribution to the servicemen. Items such as food hampers and cigarettes were amongst the tributes given. THE MISSIONS TO SEAMEN (Brief History: for more, see our Reg. No. 611, Set of Pews) The Missions to Seamen, an Anglican charity, has served seafarers of the world since 1856 in Great Britain. It symbol is a Flying Angel, inspired by a Bible verse. Today there are centr4es in over 200 ports world-wide where seamen of all backgrounds are offered a warm welcome and provided with a wide range of facilities. In Victoria the orgainsation began in Williamstown in 1857. It was as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’. Its location was an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In the year 2000 the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. This book, The Australian Psalter, was part of the furniture and furnishings from the St Nicholas Church, Williamstown. It was used in the worship service there until the church closed. The items from the church and the Missions to Seamen were then donated to Flagstaff Hill and are known as the St Nicholas Seamen's Church Collection. The publisher, Novello & Co., of London, published the book in 1903. One reference noted that "It was printed in response to a desire expressed by the Diocesan Synod of Sydney in 1903" (National Library of Australia Catalogue).
