Ballarat College of Advanced Education made a preliminary submission for a Post Graduate Institute Course in Safety and Loss Control in 1975. This was forwarded to the External Advisory Panel and other experts for comment, etc. Comments were constructive and some modifications were made. These have been incorporated in this Second Draft dated August 1976.
