(OCA) is a not-for-profit charitable organisation providing accommodation for those older Australians who are in financial need and risk, with no ingoing payment required and at a low rental. It manages a 42 Home retirement village at Charles Anderson Grove Ballarat. The village comprises single and double independent living units. Accommodation is offered at significantly below market rates. It has been providing low-cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. One of the first objectives of the Association was "to provide the shelter of a house for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years." The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxes of groceries to deserving pensioners, and in some cases payment of burial costs. File includes 1939 and 1940 detailed property inspection reports by Vermin and Noxious Weeds Branch, Lands Department, Lilydale, describing land use in the area and signs of vermin activity. Application approved 18th April, 1940. Appeal lodged by Mr Collins disallowed in May, 1940. File closed June, 1940 with Departmental suggesion that Mr Mills consider further legal action through a Solicitor as fence had still not been wire-netted. TRANSCRIPTS: Vermin & Noxious Weeds Inspection Reports "19/9/1939 (To) Superintendent (Department of Lands and Survey, Melbourne) Re L.J. Mills application for Vermin Proof Fence. I called on Mr Mills yesterday 18th instant in connection with this matter. Mr Mills has a flower farm and claims that rabbits and hares are damaging his flowers. The surrounding country is undlating and fairly steep in places. The land to the east across Grandview Avenue (sic) is all planted out in old established orchards and well cultivated. Cleared grass land adjoins the south boundary and bush land adjoins the north and west boundaries. I walked over a large area surrounding Mr Mills land and never saw any rabbits or hares or any indications of rabbits. This locality is not rabbit infested and very little wire netting is being used. I do not consider that a vermin proof fence is necessary between these allotments. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)." Follow up report following renewal of application for Certificate by Mr Mills, citing rabbits causing considerable damage to his flowers. He laid poison and obtained 9 carcases and stated that there is evidence of rabbit infestation from the adjoing land. "19/3/1940 (To) Mr Hannah (Superintendant, Department of Lands and Survey, Melbourne) Re L.J. Mills, Grandview Grove Ringwood, Lot 4 Grandview Estate Pt CG20 Ph of Warrandyte. I interviewed Mr Mills at his home on 15th inst. He showed me carcases of rabbits which he stated had been poisoned on his land. In places young plants had been nipped off apparently by rabbits. I made an inspection of adjoining properties and found one live burrow close to Mr Mills northern boundary. There were scratches and other evidence of rabbits on land north and west of Mr Mills property. In view of the present evidence of rabbits I consider that a vermin proof fence is now necessary to protect the flowers grown by Mr Mills. His land is netted on whole of east and south boundary and half way on west and north boundary. When the railway first came to Eltham in 1902 there was no appointed Stationmaster. The Guard on the train was the general oddsbody who did everything including sell tickets and station master duties. There was some discontent about this situation. It was probaly a few years before a permanent stationmaster was appointed but no reference to that has yet come to light. The house form photos dated in 1983 certainly had the appearance of an Edwardian style (1901-1910). The auction date is scheduled for Saturday April 4th - which would have been 1992. Essentially the house was sold in 1986 for $1 to save it from demolition and was then relocated to 58 Park Road. A Bill McGilvray was Stationmaster and lived in the house in the 1960s. A check of the 1968 Electoral Roll (via Ancestry) shows William John McGillivray, Station Master at the Station Residence, Eltham. Also at the same address in 1968, Marjorie Jean McGillivray, home duties, Station Residence, Eltham and Dianne Marjorie McGillivray, teacher, Main Road, Eltham. From the available records digitised, William first appears at the Station Residence in 1963. William and family were still in the residence in 1977 but by 1980 William, still Station Master, was living in Bible Street, so not sure who was in residence if anyone between 1980-1986. The firstimprovements at Fortuna were undertaken by the Ballerstedt family and consisted of a small mill and house. At the peak of the mining era (c.1860s) Fortuna was central to the deep alluvial gold mining operations of Bendigo. In 1871 Theodore Ballerstedt sold the house, mine and associated works to George Lansell 'The Quartz King'. During his time at Fortuna, Lansell owned 13 mines and directed a further 73 in Bendigo. The primary building on the site is the Fortuna Villa. With the wealth Lansell generated from gold mining he funded the continuous expansion of the Villa and surrounding grounds. The Villa is built in a number of architectural styles, namely Victorian Italianate and Victorian Free Classical, with Federation influences. The surrounding landscape featured up to seven decorative lakes in the early 1870s, including one larger lake which still remains today. The former lakes were originally used as disposal points for tailings produced in the gold processing activities at the site. Fortuna was occupied by the Department of Defence from 1942 and was compulsorily acquired for Army use in 1957. Since that time Fortuna has been occupied by the Army and other various Defence organisations. During Defence's ownership, additional buildings were constructed and existing buildings were modified for re-use. In 1992 Defence purchased the adjoining undeveloped property, commonly known as the Bush Block. This parcel of land adjoins the main Fortuna landholding. It is approximately 0.8 hectares in size and is predominately covered in vegetation regrowth. Heritage investigations note that the uniqueness of Fortuna lies in the mixture of architectural styles of the Villa.
