Photocopied file of corresponence and documentation relating to a claim by L.J. Mills, Nurseryman, that adjoining property owner, J. Collins, Farmer, assists with replacement of a vermin proof wire netting dividing fence destroyed by 1939 bushfire. File includes 1939 and 1940 detailed property inspection reports by Vermin and Noxious Weeds Branch, Lands Department, Lilydale, describing land use in the area and signs of vermin activity. Application approved 18th April, 1940. Appeal lodged by Mr Collins disallowed in May, 1940. File closed June, 1940 with Departmental suggesion that Mr Mills consider further legal action through a Solicitor as fence had still not been wire-netted. TRANSCRIPTS: Vermin & Noxious Weeds Inspection Reports "19/9/1939 (To) Superintendent (Department of Lands and Survey, Melbourne) Re L.J. Mills application for Vermin Proof Fence. I called on Mr Mills yesterday 18th instant in connection with this matter. Mr Mills has a flower farm and claims that rabbits and hares are damaging his flowers. He showed me a bed of carnations which he stated were being damaged by rabbits. There was evidence of some leaves being nipped off, but I am unable to say whether this is due to rabbits or grubs. Very little if any real damage is being done. The property is netted on the east and south boundary and on half the north and west boundary. The surrounding country is undlating and fairly steep in places. The land to the east across Grandview Avenue (sic) is all planted out in old established orchards and well cultivated. Cleared grass land adjoins the south boundary and bush land adjoins the north and west boundaries. I walked over a large area surrounding Mr Mills land and never saw any rabbits or hares or any indications of rabbits. This locality is not rabbit infested and very little wire netting is being used. I do not consider that a vermin proof fence is necessary between these allotments. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)." Follow up report following renewal of application for Certificate by Mr Mills, citing rabbits causing considerable damage to his flowers. He laid poison and obtained 9 carcases and stated that there is evidence of rabbit infestation from the adjoing land. "19/3/1940 (To) Mr Hannah (Superintendant, Department of Lands and Survey, Melbourne) Re L.J. Mills, Grandview Grove Ringwood, Lot 4 Grandview Estate Pt CG20 Ph of Warrandyte. I interviewed Mr Mills at his home on 15th inst. He showed me carcases of rabbits which he stated had been poisoned on his land. In places young plants had been nipped off apparently by rabbits. I made an inspection of adjoining properties and found one live burrow close to Mr Mills northern boundary. There were scratches and other evidence of rabbits on land north and west of Mr Mills property. In view of the present evidence of rabbits I consider that a vermin proof fence is now necessary to protect the flowers grown by Mr Mills. His land is netted on whole of east and south boundary and half way on west and north boundary. The Original Station Master's House, Circa 1905, Eltham Auction; Diamond Valley News, March 17, 1992 The advertisement states the house is circa 1905 which is approximately correct. When the railway first came to Eltham in 1902 there was no appointed Stationmaster. The Guard on the train was the general oddsbody who did everything including sell tickets and station master duties. There was some discontent about this situation. It was probaly a few years before a permanent stationmaster was appointed but no reference to that has yet come to light. The house form photos dated in 1983 certainly had the appearance of an Edwardian style (1901-1910). The advertisement also states the house was in the centre of Eltham till 1985 before it was shifted from its original site to 58 Park Road.. The auction date is scheduled for Saturday April 4th - which would have been 1992. Essentially the house was sold in 1986 for $1 to save it from demolition and was then relocated to 58 Park Road. A Bill McGilvray was Stationmaster and lived in the house in the 1960s. A check of the 1968 Electoral Roll (via Ancestry) shows William John McGillivray, Station Master at the Station Residence, Eltham. Also at the same address in 1968, Marjorie Jean McGillivray, home duties, Station Residence, Eltham and Dianne Marjorie McGillivray, teacher, Main Road, Eltham. From the available records digitised, William first appears at the Station Residence in 1963. William and family were still in the residence in 1977 but by 1980 William, still Station Master, was living in Bible Street, so not sure who was in residence if anyone between 1980-1986. This blood pressure monitor (sphygmomanometer) belonged to Dr William Roy Angus, surgeon and oculist. It was donated to Flagstaff Hill Maritime Village by his daughter, Berry McDade in January 2015. . It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. The approximate manufacture date of the blood pressure monitor coincides with the time when Doctor William Roy Angus had his practice in Warrnambool. The company Short & Mason Ltd. London used the brand name TYCOS between 1907-1969 and Rudolf Riester (the brand on the cuff) formed the company ‘Riester” in Germany in 1948, where he developed and produced the first mercury blood pressure monitors. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station.). Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (The duties of a Port Medical Officer were outlined by the Colonial Secretary on 21st June, 1839 under the terms of the Quarantine Act. Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne. In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. Their interests included organisations such as Red Cross, Rostrum, Warrnambool and District Historical Society (founding members), Wine and Food Society, Steering Committee for Tertiary Education in Warrnambool, Local National Trust, Good Neighbour Council, Housing Commission Advisory Board, United Services Institute, Legion of Ex-Servicemen, Olympic Pool Committee, Food for Britain Organisation, Warrnambool Hospital, Anti-Cancer Council, Boys’ Club, Charitable Council, National Fitness Council and Air Raid Precautions Group. He was also a member of the Steam Preservation Society and derived much pleasure from a steam traction engine on his farm. He had an interest in people and the community. He and his wife Gladys were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool.. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. The Tawonga South Tennis Club commenced in 1946 and was situated on the last property on the riverside before the Tawonga South bridge where there was also a kiosk. Tennis was very popular in the Kiewa Valley with the influx of players available from the Kiewa Hydro Electric Scheme. In the Bogong-Tawonga Tennis Association there were three Bogong teams - Cope, McKay and Beauty with the other teams from Tawonga called Wanderers, Rovers, Pines and South Tawonga. Reported in the SEC magazine, Oct--Nov. 1946 Page 45:- "The membership now totals eighty, and both Bogong courts are in continuous use during week-ends and in the evenings and early mornings." There were clubs & teams in Bogong, Mt Beauty and Tawonga. This trophy indicates that there was a tennis association at Tawonga South in 1950. In 1945 the Tawonga South school was set up to serve the children of the State Electricity Commission of Victoria employees. The school was extended from one room to two in 1955 to avoid congestion. This would indicate that the population would have been sufficient for a tennis club as well. In the SEC Magazine 1946 Page 45:- "South Tawonga Tennis Club has arranged social functions to raise funds, and working bees are busy on the erection of a tennis court. The president is Mr. N. Piera, the secretary Mr. H. Wilson and the treasurer Mrs. W. Griffiths.Tarnished metal trophy with cup and two, extending above the cup, handles either side. William Rutledge [born 1806, Ireland] was a self-made, larger-than-life man who involved himself prominently in business, municipal, political, community and social aspects of life. Eldest son of James and Martha [nee Forster], William arrived in Australia from Ireland in 1829 and within six years had sufficiently established himself to purchase land in New South Wales. He married Eliza Kirk in Sydney in august 1840. They had two sons and five daughters. In 1843 he began his association and life in Port Fairy and soon became prominent and influential in almost all aspects of that developing town. His interests encompassed mercantile, civic, pastoral, shipping, importing, exporting, immigration, politics and social aspects with in the district and colony. He was a major contributor to the building of St John’s Anglican Church, Port Fairy. He acquired three special surveys with historical importance in Victoria. In south west Victoria that interest being especially the Farnham Survey of 5120 acres between Dennington and Tower Hill/Killarney. This was farmed by immigrant tenant and lessee farmers, some of whom were brought to the Australia at William Rutledge’s own expense and by whom he was considered a kind and considerate landlord. His endeavours were not without failures and in 1862 his Port Fairy Company failed with debts of over £170,000. This debt was redeemed in full within a year. According to reported accounts, William Rutledge had a tempestuous manner with an “explosive” temper, although he did not hold grudges. This is countered by accounts of his kindness, generosity, honesty and practical, progressive outlook in all his undertakings. After the failure and closure of his Company, William Rutledge moved to his property at Farnham Park near Warrnambool where he concentrated his interest in breeding sheep and horses. Throughout his life his home was reputed to be convivial and hospitable. William Rutledge died at Farnham Park on June 1st, 1876. Margaret Jukes (nee McWilliams) married Alfred Meredith Jukes in Melbourne in 1853 and they moved to Warrnambool in 1856. She and Alfred had nine children one of whom died in infancy and four who died in young adulthood. Margaret was widowed in 1872, the year of the birth of their youngest child. A report of her funeral service in the Parish Record notes her "aged and much honored life". The hymns chosen "all were in quiet harmony with the remembrance of one whose daily life was an example and who held always a given trust in the over-ruling providence of God". It records the "peaceful closing of a well spent life".The Jukes name is associated with Jukes Street in East Warrnambool, and with the property named "Belvedere" in Ferguson Street, East Warrnambool. Their property "Wattle Brae" originally encompassed present-day Eltham Central Park and part of Eltham Library, extending north to include Andrew Park and the site of the railway station. An early photo shows that much of it was planted for crops. They also had cows; in 1913 Philip wrote to the local paper complaining about an earlier report that one of them had been killed on the railway line. "I give an emphatic denial to the report. It is not true." Their house Shillinglaw Cottage (built by George Stebbings) still exists, though it was moved with funding from local residents in 1963-64 when faced with demolition to make room for new Council Offices. Philip was actively involved with the Methodist Church as preacher, Church Steward and Sunday School teacher. A Sunday School picnic and a sports carnival were held on his paddock. Eight of his children attended Eltham Primary School. In 1908 he ploughed part of the schoolyard (possibly for use as a garden) free of charge. When Philip died in 1914, his funeral was described as one of the largest ever seen in Eltham. He and Sarah are buried in Eltham Cemetery. Devils' Bank was situated some two miles from Eltham. It is probably the section along the Yarra River where there are a series of rapids stretching past Petty's Orchard to Griffiths Park and the confluence with the Diamond Creek. Only three properties existed in this area in 1945 aerial maps, Worlingworth and the adjoining property on the bank of the Diamond Creek in Banoon Road and No. 2 Kent Hughes Road. Devils' Bank. The property was first settled in 1865 and held by four generations of the family always retaining its rural landscape. Family archives and historical newspaper reports supplemented with photographs from the collection of Nillumbik Historical Society have contributed to the telling of this family history and history of the property. Hailing from Cambridgeshire England, the Diamond Creek pioneer settler was Isaac Rooks. He, his brothers and descendants are all profiled. The story of the Maroondah Aqueduct which passed through the property is also discussed including the recent development of the Aqueduct trail. He sold the property and it was purchased for Mobil Service Station (since demolished in the 1990s). This photo was taken by Council in response to a request from the garage proprietor to cut down the trees, presumably based on a claim of visibility. Council's investigation indicated the trees on either corner did not impede visibility which was reported in Council minute 23 Nov 1959.Record of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire.
