In 1851 he founded the Warrnambool Examiner newspaper which he operated until the end of 1880. Osburne was much involved in civic and community affairs of the town, and he set himself the task of recording the history of the city's early pioneers. In the introductory pages of the book the author refers to himself as "The Father of the Warrnambool Press". Only 1,000 copies of this edition of the book were printed. In September 1980 a facsimile edition was printed with the addition of illustrations from the period, an index and relevant annotations by local historian T.A. Wicking (Tom Wicking). This book is a black and white facsimile of the coloured, commemorate album presented to Queen Victoria on her Diamond Jubilee in June, 1897, celebrating the 60th Anniversary of her reign on the British throne. The Municipalities also received original copies, each numbered as limited editions. The first two pages of the album are an address to Queen Victoria from the Municipalities of the Colony of Victoria, Australia, written in fancy Old English calligraphy. The remaining twenty-three pages display images representing each of the 208 municipalities as in 1897 and include a medallion of their Coat of Arms and statistics such as population, size and valuation, signatures of the Shire Presidents and Secretaries. The album’s publisher, Sands & Mc Dougall Limited, was first established in Sydney. This book was published by the Melbourne Branch. Richard Osburne (1825-1895) came to Warrnambool in 1847, a pioneer resident in the new settlement. In 1851, with John Wilkinson, he founded Warrnambool’s first newspaper, the Warrnambool Examiner, and issued it weekly for some months until he left the town for the goldfields. Returning in 1853 he resumed publication of the Examiner and continued it, intermittently in its last few years, until 1880. He was acknowledged in his day as the Father of the Warrnambool Press and was a dominant figure in Warrnambool’s early history. He was associated with the establishment of the Aboriginal Reserves, Fire Brigade, Mechanics’ Institute, Warrnambool Council, National School, Presbyterian Church, Public Wants Committee, Villiers Building Society, Fish Protection Society, Dramatic Club, Cricket Club, Otway Gold Exploration Syndicate and other institutions. In 1882 he went to live in Melbourne, returning to publish his ‘History of Warrnambool’ in 1887, a Queen’s Jubilee publication. Richard Osburne’s book is a seminal work of the 19th century history of Warrnambool and its importance cannot be over-emphasized. The original copies of this book are now hard to get and are very valuable.
