The first Echuca Steam Rally was held in 1963 and grew in popularity over the following decades, especially after the arrival of the paddlesteamers Adelaide and Pevensey. This souvenir gazette may have been a new idea being published in 1976, which says 'Volume 1. No. 1', and consists of an editorial by Jack Prentice, Steam Rally Director, thanking people for their support, as the Rally had by then grown from a small fundraising event to a major event attracting people from 'all over the Commonwealth'. The Rally (and Rotary Park) allowed facilities and demonstrations for enthusiasts to restore and maintain irreplaceable machinery from the past. This certificate was issued to the First Warrnambool Scout Troop in January 1914 for gaining third prize in Fire Lighting and Billy Boiling at the First Australasian Rally of the Boy Scouts Association held in Melbourne. The Warrnambool Troop was founded by Evan Jones, a local stonemason and the Rev. Norman Crawford, the curate at Christ Church Warrnambool. The exact date is not known but it would have been some time between 1907 and 1913. Today there are two scouting troops for boys in Warrnambool, the Warrnambool Tooram Troop and the Warrnambool Norfolk Troop. This certificate is of considerable interest as it is a very early memento of the Boy Scout movement in Warrnambool.This is a certificate mounted on cardboard. The certificate is white with a black scroll edging. It has an image of a Boy Scout with black printing and handwriting in black ink (now fading). Change the Rules is an ACTU campaign starting in 2018 targeted at regaining fairness around right to strike, work, wages, job security, penalty rates, taxation (especially businesses that pay zero tax), equity for working women and younger workers.
