This report is the result of and inquiry into infrastructure and the development of Australia's regional areas by the House of Representatives, Standing Committee on Primary Industries and Regional Services. The foreword to the Committee's report states that the title 'Time running out' reinforces the urgent need to firstly acknowledge the deficiencies in infrastructure that exist throughout regional Australia and secondly, the need to remedy that lack of infrastructure. Action is needed to ensure that many regional communities don't just survive but learn to thrive once again. Chapters focus on major issues of leadership and local skills; policy, planning and coordination; and finance and investment. Denis Gibbons (1937 – 2011) Trained with the Australian Army, before travelling to Vietnam in January 1966, Denis stayed with the 1st Australian Task Force in Nui Dat working as a photographer. For almost five years Gibbons toured with nine Australian infantry battalions, posting compelling war images from within many combat zones before being flown out in late November 1970 after sustaining injuries. In 1975 the Melton Fire Station opened in McKenzie Street. In the 1950s with the introduction two-way HF and later VHF very high frequency radio sets. Melton Rural Fire Brigade was part of the Bacchus Marsh Group. Radio sets where located in the Melton Fire Truck, and in the house of the Barrie family at Ferris Road. This was an ideal location to observe a 360 degree view in all directions when smoke appeared on the horizon. An antenna was erected beside the house. The set OX 7 was located in the kitchen and monitored 24 hours by the family. When an electrical fire occurred at the junction of the electricity to the house there was time to radio the fire station and summons the men working in the paddocks, thus saving the house from possible destruction. With the introduction of UHF – ultra high frequency Vinten Radios the signal was clearer and static and interference lessened and radio traffic became easier to read, and reduced noise levels in the household. In 1974 when the family moved to First Avenue, another antenna and a small building were erected adjacent to the residence and used to house the equipment, maps. Radio traffic consisted of regular schedule times and communication with adjoining groups of brigades such as Bacchus Marsh, Mt Macedon and Little River Groups. "On 5 July 1936, locals in Melton South saw a plane emerge from behind clouds above the railway station, in heavy wind and rain. Engine roaring, the plane went into a spin and disintegrated into pieces in mid-air, before crashing to the ground near Arnold’s Creek. The pilot, young Australian aviator Jimmy Melrose, and a passenger, Alexander Campbell, were killed.Jimmy Melrose was a popular figure in international aviation, having been the youngest and only solo pilot to finish the London to Melbourne Centenary Air Race in 1934. His death, at the age of just twenty-two, caused an outpouring of sorrow. He was honoured with a state funeral two days later at St Paul’s Cathedral in Melbourne, which was attended by thousands of people. Locals Maisie Arthur, Ted Wickham and Bill Cahill gave eyewitness accounts of the accident to the authorities, and an inquest found that it was the result of structural failure and poor weather.
