In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. It was at this Campus, in 1977, that VIOSH was conceived and from 1979, when the first intake of VIOSH students started, it became a significant course at Ballarat College of Advanced Education and continued to recent times.Colour photograph showing the Mount Helen Campus buildings.viosh, victorian institute of occupational safety and health, victorian institute of colleges, ballarat school of mines, university colleges, hon sir nigel bowen, minister for education and science, mount helen campus, ballarat college of advanced education

The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. As a non-artist it is hard to attempt to describe the artists' perspective of their working environment. Within the artistic community there is a great concern for individuality and this is expressed in the artists' work. The need for flexibility and spontaneity is a vital and intuitive part of the artistic environment. Consequently codes and standards of practice that would restrict this environment ethic are unlikely to be viewed favourably by artists. Document is a Draft Proposal for a Pilot Project to Develop a Databank of Successful Engineering Solutions to Health and Safety Problems. It has been written by Dr Dennis Else, Visiting Fellow, Ballarat College of Advanced Education. Dennis is also a Senior Lecturer, University of Aston, Birmingham, England. The document outlines the need for a databank and often ""our failure to control health and safety problems is from our inability to apply existing knowledge rather than because the knowledge does not exist." The control solutions would need to be technically vetted to ensure feasibility of the solution. An experienced group of specialists in aspects of health and safety and from engineering branches would be required. Ballarat CAE already has this blend of expertise. They have been responsible for the development of Australia's first tertiary course in Occupational Health and Safety and Occupational Hazard Management.Fifty-seven A4 pages - includes 27 pages of photocopied pages from reference books and 11 pages of Curriculum Vitae, Staff.viosh, victorian institute of occupational safety and health, ballarat college of advanced education, dennis else, databank, engineering solutions, draft proposal, visiting fellow, occupational hazard management, occupational health and safety, multidisciplinary team, dulcie brooke, max brooke, gerald fernandez, kathleen kent, peter mccarthy, tom norwood, roy schrieve, bill vermeend, derek viner, derek woolley
