Shire of Phillip Island managed the Phillip Island Penguin Parade during this era, and made several improvements for visitors including the building of a kiosk for food and beverage and some souvenirs. The building was located on a bitumen area at the base of the hill along with a brick toilet block. The area was actually raised from creek bed adjacent to the bitumen area, with Little Penguin rookery either side. The Shire tendered out the contract for the running of this kiosk on a 3 yearly basis.This small public notice from a Wonthaggi newspaper at a time when no local newspaper was being published on Phillip Island, marks the time when the Shire of Phillip Island began to increase provision of tourist facilities at the Penguin Parade. The number of visitors being 100,000 for the previous year is also an excellent indication of the popularity of the Penguin Parade. Documents and Photograph donated by the Woodhead family. Dorothy Edhouse was the only child of James & Frances Hill, who were Sylvia Woodhead's grandparents. "James Hill (Jimmy) came to Phillip Island in 1920 and purchased the Hotel, known as Woods Family Hotel. (Later, the Phillip Island Hotel in Walpole Street, now demolished). A milestone occurred whilst in his capable hands, when he installed an electric light plant, (32 volt), the first on the Island. He also made hundreds of cement bricks, when he built his own home. Later he purchased a building in Thompson Avenue, where he established a Billiard Saloon, with a small shop attached. He died in 1937, aged 68. His only child Dorothy Edhouse, is now 95 and has made arrangements to have her ashes added to her fathers' grave." This was added to the photograph of James Hill and Frances Edith Hill - not sure what date it was compiled by Richard Woodhead. Frances died in 1960. On 29 November 1940, a suspension bridge opened between San Remo on the mainland and with Newhaven on Phillip Island. The 540 metre bridge had two lanes but no footpaths, instead having six pedestrian refuges. The main span was 168 metres long. The cables had previously been used on a bridge on Sydney's North Shore. Because of weight restrictions, tourist coaches had to offload their passengers.
