It would appear to have been commissioned at the time of Chief Justice Mann's retirement. Charles Wheeler, had won the Archibald prize in 1933 and was the head of the art gallery schools during World War two. Chief Justice Sir Frederick Mann (1869-1958) studied the law and worked at the Crown Law Department before his stint in the Army during the Boer War. After the war, he practised as a barrister, mainly working in the common law and equity area including appearences in the High Court on constitutional matters. He was appointed to the bench in 1919 along with William Schutt, to help remedy a shortfall in the number of judges on the Bench, after measures of economy during World War One. He became Chief Justice in 1935 following the retirement of Sir William Irvine, and retired in 1944.The portrait is of interest because of whom it portrayed, it is a well executed work by a well known artist of the period.Half Length portriat painting in oils of Sir Frederick Mann, seated and balancing a book on his knee. In 1875 he went to South Africa and formed and commanded the Mounted Infantry in the Griqualand West expedition and the Frontier Light Horse in the Ninth Frontier War in 1877. In 1878-1879 he commanded the Transvaal Volunteer Force against Sekhukhune and the Cape Mounted Riflemen in the Basuto Gun War of 1881. In 1885 he was in command of the 2nd Mounted Infantry when he accompanied Sir Charles Warren expedition to Bechuanaland. The Infantry soon became known as "Carrington's Horse". He became military adviser to the High Commissioner in the First Matabele War and commanded the British Force in the Matabele Rebellion in 1896. During 1899-1900 he was back in Ireland but returned to South Africa in 1900 following the outbreak of the Second Boer War and was appointed on the staff of the South Africa Field Force with the rank of lieutenant-general. he was in command of the Rhodesian Field Force during the war. He saw action in the Cape Frontier Wars, for which he was appointed a Companion of the Order ofthe Bath, 1878, and in the Anglo-Zulu War. In 1880 he returned to Britain but in 1882 returned to South Africa. From 1884 he served in Bechuanaland and in 1886 was appointed Companion of the Order of St Michael and St George for services in that protectorate. During service in Egypt in 1890 he was knighted and promoted to a Knight Commander of the Order of the Bath. He left Egypt in 1895. In 1899 he returned to Africa, becoming General Officer Commanding Cape Colony and acting as lieutenant general in command of Lines of Communication, South Africa Field Force, 1899-1901. The Commander-in-Chief in South Africa, Lord Roberts, mentioned Forestier-Walker in espatches in 1900. He was promoted to Knight Grand Cross of the Order of St Michael and St George. It is published by the Field Naturalists Club of Victoria and is received as part of the membership subscription of that club. From 1881, club proceedings and papers had been published in the Southern Science Record and Magazine of Natural History before the first issue of The Victorian Naturalist appeared in January 1884. The journal publishes peer-reviewed research articles, research reports, "Naturalist Notes", and book reviews. The journal was published monthly until 1976, since then it has been published bimonthly. In that period several special issues have been published. These covered particular natural history topics or significant centenaries: of the club (1980), the death of Ferdinand von Mueller (1996), and the establishment of Wilsons Promontory National Park and Mount Buffalo National Park (1998). The journal was abstracted and indexed by Scopus in 1980 and 1984 and from 2008 to 2014. In 2001 there was a special issue on Sir Frederick McCoy, KCMG who was the first president of the club. Sir Frederick was an Irish paleontologist, zoologist, and museum administrator, active in Australia. It retains not only the main house but also the stables and mature garden setting with driveway and gates. He was born in England in 1834 and arrived in Melbourne in 1850. He soon joined his father's wholesale soft goods firm, spending some time as its manager on the goldfields. Sargood entered the Legislative Council in 1874. He was Victoria's first Minister for Defence in 1883. Sir Frederick Sargood was created CMG. In 1885 and KCMG in 1890 as a reward for his contribution to public life. He died suddenly in 1903. Rippon Lea was designed by the leading firm of architects, Reed and Barnes. Joseph Reed had travelled in Europe in 1863, including northern Italy. When he returned he introduced the use of polychromy. While not the first examples, Rippon Lea and the Independent Church in Collins Street were the best and set a fashion which became a distinctly Melbourne style, particularly used for houses and churches. Its popularity was possible because of the new availability of different coloured bricks. Reed's fine Lombardic Romanesque details soon became debased by others. As Sargood's family grew and his fortunes prospered, Rippon Lea was extended to include 33 rooms - a complete mansion. The cast iron porte cochere and the northern conservatory were added in 1897. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. Many alterations have changed the interior and exterior during the ownerships of Benjamin Nathan and later his daughter Mrs Louisa Jones in the 1930s and are in their own right of significance. Sir Thomas Bent owned the property from 1903 until 1911 but never lived there. He subdivided much of the land. The original garden dates from about 1868, and it seems that William Guilfoyle of the Botanic Gardens was involved. It was redesigned in a more natural style in the 1880s by Sargood and his head gardener, Adam Anderson. The lake, waterfalls, fernery, hill and grotto are balanced by mighty deciduous trees and conifers. These are interspersed with, but never dominated by Australian species such as eucalyptus and other exotics. The sinuous drive with its carefully prepared approach to the house is notable. The original vegetable gardens, orchard and outer paddocks no longer survive. The shade house is important as the largest known in Australia and possibly the world. Its curved plan and form of construction are particularly notable. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. Many alterations have changed the interior and exterior during the ownerships of Benjamin Nathan and later his daughter Mrs Louisa Jones in the 1930s and are in their own right of significance. Lieut Governor of Victoria. ...Three colour photographs, one view of Pioneers Memorial and two of the stone plaques. The memorial photo looks freshly painted. The plaques illustrate that the foundation stone was laid by Lord Huntingfield in c 1935 while the other plaque is dedicated to the Pioneers of Stawell and Districts in c 1938.
