This is a 1991 program for the City of Warrnambool Eisteddfod. This Eisteddfod was first held in 1975 when the Rotary Club of Warrnambool organized a community festival attracting 150 entrants. Following this the Warrnambool City Council became the organizer of this event. Today the Warrnambool Eisteddfod is dedicated to showcasing local talents in speech, drama, music, dance, calisthenics and debating in an annual event that goes over 40 days and has over 1000 entrants. A highlight is the Aria Award for the best senior vocalist. This program is of some interest as it gives details of the events held in the Warrnambool Eisteddfod in 1991. This is a booklet of 84 pages. It has a blue and white cover and printed material. This includes office bearers of the Eisteddfod, advertisements, a program of events with the names of entrants, a list of sponsors and some annotated pages indicating the winning entrants. In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Written by George E Scott who was born in Creswick March 1900. Moved to Vaughan in 1904. Attended Yapeen State School utill 1913 then to Castlemaine high school and technical schools. Poem written in 1950s.There is a lift to the old boys step tonight, and is feeling young and gay his eyes are bright and his heart is light, and his thoughts are far away. Back in his dear old Castlemaine, or out in the hills around living the days of his youth again feeling his pulses bound. For he's just answered the call that comes to the loyal hearts every year insistent, clear as the beating of drums it falls on the listening ear so the old boy went and his mates went to back home in their hundreds strong and years were bridged in at long day through in story and speech and song. At at the Bush school love so well he gathered with his comrades gay, old Lads and Lassie's with tales to tell of memories tucked away. And bright eyed children had joined them in there happy young faces shone, as they showed old scholars are pride and care in the school that was handed on. Around them the bushland was bright with flowers, and the dear little orchid blue Bloom there with bright, in the sunlit bowers- for it is our emblem true. So the old boy drained through that day again, and it lifted his heart like a song, then Knight came down on the old home town and the hall, with its happy throng. In long brave lines they had mustered there as they had on the days of yore, and as they answered the roll - but the years take toll- there were mates who would come no more. The toast called, and the speeches made, when, trooping into the hall, with faces bright, and their eyes alight, came the girls- the toast of them all. So they broke up and wandered and formed into groups, while many have time for a song, But bashing the ear was permissible here, and they kept at it- steady and long. So the hours flitted by happiest notes of memories sweet old refrain, old friendships renewed - past doing's reviewed, the old boy was feeling strain. For his ears had been punished, his hand had been wrung, his voice was hoarse as a crow, with an ache in his jaw- "I can't take any more, while I'm all in one piece, mates, I'll go." A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. A set of notes compiled by L/ Frank Doolan about the Intermediate Legacy Club (ILC). He spoke at the 1974 reunion and perhaps these notes formed part of his speech. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. Then classes for the widows and later the girls. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. A book about the fighting around the French village of Pozieres in 1916. Many of the early legatees fought on the Western Front and some, including founder Stan Savige, fought at Pozieres. There is a photo in the book of Brigadier-General Gellibrand and his staff, including Savige, eating breakfast in a shell hole. Back in Australia after the war Gellibrand inspired Savige to found a club like the Remembrance Club he had founded in Hobart. Thus Savige founded Legacy. Speeches by Legatees Kemsley and Armstrong in later years showed they had also fought in the Pozieres area. Some research has shown: The fighting around Pozières was part of the brave actions of the Australians during the battle of the Somme from July 1916. Between 23 July and 5 August 1916, the Australian 1st and 2nd Divisions captured Pozières village and Pozières heights, a ridge 500 metres east of the village. The 4th Division then continued the attack north along the ridge, the Australians in ten days of continuous action reached Mouquet Farm. The farm resisted capture until 26 September 1916. In less than seven weeks in the fighting at Pozières and Mouquet Farm three Australian divisions suffered 23,000 casualties. Of these, 6,800 men were killed or died of wounds.
