This scale is one of a number of items in a fishing basket that belonged to Arthur Rosser, son of Felix Rosser who was one of the early fishermen of Torquay. Peck, Stow & Wilcox was founded in 1870 by the merger of three different industrial tool manufacturers specializing in tin-processing equipment. Their factory complex was at 217 Centre Street in Southington, Connecticut. The company grew rapidly, and was by 1890 producing a diversified array of tools. It was also the town's largest employer. The plant was substantially enlarged in 1912, which is the period when most of the buildings surviving in 1989 were built. By that time, the complex was operated by Ideal Forging. That company went bankrupt in 2003, and the plant was acquired by real estate developers not long afterwards. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884 to ca 1916, originally named Lady of the Lake), a steamer ferry (1884 to 1920s), and a government lighthouse tender steamer HMV Lady Loch (1886 to 1962). The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom, to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale is marked HMV SS Lady Loch. It would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket are then pulled downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. The Hughes’ Family Scale No. 48 is a spring balance scale. It uses the Imperial measurements of ounces and pounds. There are 16 ounces (OZ) in one pound (LB), and each pound equals approximately 454 grams in Metric measurements. Scales have been used to measure and compare items for value for centuries. A weight was placed on one side of a balance and the object was placed on the other. This is a pocket spring balance. It would have been used last century in our district by market gardeners, hawkers and other itinerant workers and possibly also used in some small businesses. In households it could also be useful for weighing jam fruit, vegetables etc. Spring balances are still in use today.This item is retained as an example of a spring balance manufactured 80 or more years ago.This is a set of spring balance scales. This instrument was manufactured in 1969 to a design developed in 1905. It was used in private practice in the eastern suburbs of Melbourne. It was donated to the Optometry museum in August 2000. The instrument's inventor, Hjalmar August Schioetz (1850-1927) was born in Stavanger, Norway. He graduated in Medicine in 1877 in Kristiania. He studied ophthalmology in Vienna and in Paris. He was appointed professor of medicine with the obligation of teaching eye medicine in Kristiania in 1901. He demonstrated his tonometer in 1905 and for the next half century it was generally accepted as a reliable means of measuring intraocular pressure.Many examples of Schiotz tonometers can be found in near-mint condition as they were superseded in the latter half of the twentieth century.
