Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. Kew Library history: 1860: Kew's first library was the Kew Literary and Scientific Society, which opened on 6 August 1860. 1884: Kew Town Hall was extended and the library transferred to a room on the upper floor. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. The building includes a foyer with a fireplace suitable for displays including artwork; a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists will be added externally and internally to the building. The library floor area is approximately 1200 sq metres and houses a collection of 50,000 items. The community multi-purpose room, foyer and community display area totals approximately 300 sq metres. These areas will be available to the community for such events a~ meetings, displays, classes, functions and art exhibitions. The Toy Library and Adult Literacy Group will also be based in the new complex. The sculptor of the Shakespeare sculpture was Andor Meszaros of Kew, Melbourne. The unveiling was undertaken by Mayor Arthur W. Nicholson. The statue was presented by L.F. North, general Manager of the Fidelity Trustee Company Limited, representing the late H.P. Stevens as one of the benefactors whose generosity enabled the Statue to be erected. The "portrait statue" shows how people saw Shakespeare as he wanted to be seen; as author-actor bowing to the applause. His position implies modesty, the knowledge of his own worth; majesty. his movement is at once humble and royal. The statue was positioned so people approaching or leaving Ballarat Civic Hall will see the statue full face, and the bowing attitude enables them to continue to study the face even from a few feet distant. The base in in the form of an Elizabethan stage, and is designed so that its sides correspond to the existing angles of its position. The proposal to erect a Statue of Shakespeare in Ballarat stemmed from a movement in 1889, when a committee was formed and a meeting held to inaugurate the proposal. At the initial meeting 258 pounds was contributed to the fund, which was later built on by further donations. In 1935 the fund stood at 945 pounds. In 1939 a bequest of 100 pounds was received from the estate of the late Frank Gale. In October 1952, the Fidelity trustee Company Limited notified of an extract of the will of Harry Person Stevens, in which be bequeathed the sum of 2,000 pounds to the fund for the erection of a Statue of William Shakespeare. In 1957 it was felt the fund had accumulated to an amount sufficient to carry out the intentions of the fund. at that stage the money in hand was approximately 4,000 pounds.A small committee was appointed to further the proposal. In May 1959 a panel of adjudicators met to determine the winner of a limited competition amongst sculptors. The committee comprised Cr G.L. Scott, Cr K.C. Webb, Cr W.E. Roff, J.H. Heinz representing the Fidelity Trustee Company Limited, and R.P. Evans of the Ballarat Fine Art Gallery. Norma Redpath, the nominee of the Victorian Sculptors' Society was present in the capacity of an adviser.
