This low-lying northern-most tip of Queenscliff saw its physical origins in 1863 with allotments let to a burgeoning fishing community previously accommodated on the site of the current railway station and whose construction in 1879 necessitated eviction. Among this community, Chinese fishermen are thought to be of the first international settlers. The success of the fishermen’s settlement was due in part to commercial trading prospects the railway afforded and the size of catch available to those fishing in Bass Strait. Found in garden shed of Mr Harry Barratt [WWI Gallipoli] and donated by his grandson. In 1877 Swan island was designed to defend shipping in Port Phillip and Hobson's Bays. The scheme, involving massive expenditure, comprised a forward defence system of forts at Port Phillip heads dominated by Fort Queenscliff and South Channel Fort (artificial island), and a network of coastal batteries. Some development of fortification had occurred in the 1850s, but it was the impetus of the Jervois-Scratchley reports which led to major work being undertaken in the 1880s. The overall defence plan involved a combination of guns, mines (known as electric torpedo) and ships to defend the entrance to Port Phillip Bay. Swan Island Fort would be used to protect the minefields in the harbour, Naval observation countermine charge 500lbs wet G.C Standard mine from 1877 to 1905 when charge was removed and mines used as buoys. HMS J3 (later HMAS J3) was a J-class submarine operated by the Royal Navy and later the Royal Australian Navy. After the war, the British Admiralty decided that the best way to protect the Pacific region was with a force of submarines and cruisers. To this end, they offered the six surviving submarines of the J-class to the Royal Australian Navy as gifts. J1 and her sisters were commissioned into the RAN in April 1919, and sailed for Australia on 9 April, in the company of the cruisers Sydney and Brisbane, and the tender Platypus. The flotilla reached Thursday Island on 29 June, and Sydney on 10 July. Because of the submarines' condition after the long voyage, they were immediately taken out of service for refits.
