Image, Evicted - Homeless, 1864, c1864
Absentee landlords were common in Ireland and for many landlords the primary focus was income rather than the conditions of their tenants. Many landlords realized that they could get a higher income by turning their properties to pasture than to continue with the old practice of collecting rents from tenant farmers. Evictions was the most common way of getting rid of unwanted tenants. The tenant frequently built his cottage himself from local materials. However, his rent was higher if he had windows, if his door was over a certain height and if he made any type of improvements or enlargements to the dwelling. The landlords practiced "Rack Renting" in order to get rid of unwanted tenants. Rents were raised to the point that the tenant could not afford to pay them. The landlord then had the tenant evicted for non payment of rent. There were no appeals and no mercy shown. Although the only legal reason for eviction was non payment of the rent there were numerous examples of landlords who evicted tenants if they did not conform to the landlord's wishes.[http://www.maggieblanck.com/Mayopages/Eviction.html, accessed 13/12/2013] This image was also printed in he Illustrated London News, April 17, 1886, with the title 'all that is left, scene at a Mayo Eviction. Document - Copy, Flyer, Will's Plenty Estate, Whittlesea, 1888
The Will's Plenty Estate containing about 4,056 acres, surrounding the Township of Whittlesea, was originally purchased by Thomas Wills in 1839, and divided into tenant farms. The sale of the Wills Estate was one of the earliest functions conducted in the Whittlesea Mechanics Institiute on Thursday 20th May, 1886. Thomas Wills (1800-1872) was a J.P., and a son of Edward Spencer Wills an influential Sydney merchant. In 1840 he purchased 176 acres of land at the junction of Darebin Creek and the Yarra River, in what is now Alphington, and there he built a two-storey house named 'Lucerne', the grandest home of its day. In later years he built another large home just across the river from Lucerne which he called Willsmere. He was a good friend of Governor La Trobe who is said to have been a frequent visitor.1 sheet, photocopy, a plan of subdivision showing the sale by auction of allotments with map showing location of tenants and layout. Melbourne Legacy
Photograph, Hibernian Hall, 30/6/1947
A photo of the first property owned by Legacy, at 342 Swanston Street. After receiving money in memory of David H Dureau to purchase premises, Legacy purchased the old Hibernian Hall. However there were many issues with the property, including its suitability and the inability to gain vacant possession from the existing tenants. So eventually the property was sold and the money used to buy the current Legacy House, still formally known as the David H Dureau Memorial Building as per the bequest instructions. The notes on the back of the photo say it was sold to Sir Bernard Evans and then to RMIT and it was renamed Storey Hall. The full story of the donation has been pieced together from several sources. Part of the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Mr Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). L/ Grattan took Mr Edwards to Market St (where Legacy was situated at the time) and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed and the building was to be named in memory of David H Dureau, who had died at sea during the war. The donation was £27,059. The property purchased was 'Hibernian Hall' in Swanston St (later called Storey Hall when it was acquired by RMIT). After the war it turned out not to be suitable and a new building was required. An act of parliament was required to enable the sale (01262) and consent from the donor was also sought before the sale (document still to be catalogued). Money raised from the sale was used to purchase 293 Swanston St.A photo of the first property purchased by Legacy as a result of a generous donation.Black and white photo of the old Hibernian Hall in Swanston Street.Handwritten on back 'The old Hibernian Hall purchased by Melbourne Legacy and later sold because of inability to secure vacant possession from tenants. Financial record - Housing Commission Victoria House Purchaser's payment book, C. 1950's
The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing.
