Elgin Shoes Pty., Ltd., established a branch shoe factory in Beechworth in 1946. Managing director, Mr T Nagle Pitman, selected Beechworth as a suitable location for the factory due to the availability of labour in the town, particularly girls under sixteen years of age. At its peak, the shoe factory employed thirty six women and girls, which also included post-war migrants. After the Second World War, Australia admitted increasing numbers of immigrants in order to fulfil labour requirements for a rapidly inflating demand of consumer goods. These migrants were largely from European Countries in line with the ‘White Australia Policy’. In 1954 Beechworth had 170 migrants from the UK, 102 from Hungary, and 63 from Germany. The factory closed in 1961 as increased centralisation of both populations and industry in the larger nearby towns of Wangaratta and Wodonga lead to the closure of many factories in small towns in the 1960s and 1970s. This photograph is historically significant as it shows the working conditions in a factory primarily staffed by women at some point between the late 1940s and early 1960s. The two men were invested by the Queen at Buckingham palace as Knights, a prestigious honour for Australian soldiers, who for another 20 years would have no official recognition by the Australian government through the 'Order of Australia.' Sir Harold Winthrop Clapp KBE (7 May 1875 – 21 October 1952) was a transport administrator who over the course of thirty years had a profound effect on Australia's railway network. In two decades as its Chairman of Commissioners, he revolutionised Victorian Railways, with unprecedented attention to customer service and innovations such as more powerful locomotives, air-conditioned carriages, and faster services culminating in the introduction of the flagship Spirit of Progress express train. Seconded to the Federal Government in World War II, he played a pivotal role in the manufacture of fighter aircraft in the defence of Australia. As Director-General of Australia's Land Transport Board, he presented a report on railway gauge standardisation that ultimately led to the eventual linking of all Australian mainland capital cities by a uniform rail gauge. These employees were still with him thirty years later, with 650 others, making an ever-increasing range of products: silverware, stainless steel surgical equipment, plated goods and glass-washing machines. In 1929 he bought a larger factory in Queen's Parade, Fitzroy (since redeveloped), doubled his staff and introduced new lines. At the outbreak of World War 2 production was again stepped up and Luke became an honorary adviser to the Department of Supply and Shipping. Luke went on to achieve many major public roles. In 1938-55 he was president of the Carlton Football Club. A delegate (from 1935) to the Victorian Football League, he was its vice president (1946-55) and president (1956-71). Denis Gibbons (1937 – 2011) Trained with the Australian Army, before travelling to Vietnam in January 1966, Denis stayed with the 1st Australian Task Force in Nui Dat working as a photographer. For almost five years Gibbons toured with nine Australian infantry battalions, posting compelling war images from within many combat zones before being flown out in late November 1970 after sustaining injuries.
