Photograph of three Junior Legatees that have joined the Victorian police force. "Penny" (left), Andrew and Sally Graham were once junior legatees after the death of their father. With Legacy's support they all went on the join the police force. Presumably the photo was used to promote the successful work of Legacy. The middle man, dressed in a jumper, shirt, pants and polished shoes walks to his outer left, possibly holding the elbow of the man in front of him.
