As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. Born on the 5th of August,1926, Margaret Gwen Hardy was the very first Commissioner of the Melbourne Metropolitan Board of Works (MMBW) and was appointed in 1975, a major victory for women at the time. This was the first time in the 84 year history of the organisation. Hardy had also been a Lilydale Councillor and went on to become the first female Shire President. Along with her work commitments as part of the Board, Hardy was the wife of Dr. Bill and had three children, two sons and a daughter. Next door to her home in Mt Evelyn was her husband’s surgery, where Hardy also worked part-time as a Manager. Hardy was also involved with the Lilydale High School Mother’s Club, she was the President of the Mt. Evelyn Environment Protection and Progress Association, on the Advisory Council of Monbulk High School and was the Secretary of the Lilydale Citizens Advisory Service at the time. This staff newsletter highlights the historically significant achievement of Cr. Gwen Hardy becoming the first female commissioner to work at the Board in 84 years. Sir Archie Michaelis was born on 9 December 1889 in St Kilda and died on 22 April 1975. He married Claire Esther Hart on 14 January 1920. They had 3 daughters. He represented the electorate of St Kilda in the Victorian Legislative Assembly from 1 May 1932 to 1 0ctober 1952. He was Speaker of the house from 1950 to 1952. Before entering politics he worked with the family firm Michaelis Hallenstein and Co., leather merchants, from 1909. He also served in the Royal Field Artillery 1914-1919, in Egypt, Aden and Salonika. Other roles included: president of the St. Kilda Hebrew Congregation, a leading Orthodox synagogue in Melbourne; President Vic. branch 1945 and Chairman Patriotic Funds Council 1947-1951; President Vic. Jewish Advisory Board 1939-1940; Vice-president Kipling Society, London, and President Vic. branch; member English Public Schools Association, Vic. Association of Jewish Ex-Servicemen; Vice-president Alfred Hospital 1935-1972; Patron St Kilda Welfare Organisation, Claire Esther Michaelis was born on 20 Jan 1893 and died on 8 October 1973. The Australian Association of Teachers of the Blind (AATB) noted in the minutes on 17/1/1958 that the Council on behalf of the Association invite the New Zealand teachers of the blind to join AATB. The New Zealand teachers had accepted to join AATB and the name of the organisation had been updated to The Australian and New Zealand Association of Teachers of the Blind (ANZATB). The membership comprised of Honorary Life Members, Professional Members, Associate Members and Affiliate Members. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Secretary, Eltham District Road Board 1858-1871 Secretary for the Shire of Eltham 1871-1904.
