Archive ...Various PartiesReference, Research, InformationArranged by Secondary Values (value of records to users)Dr. Edward Robertson (1870-1969) was a English-Scottish medical practitioner that moved to Kew from his birth place of Benalla. After completing high school at Wesley College, he would go on to study medicine at the University of Melbourne, eventually moving to Edinburgh to complete the course. After qualification, he studied public health at King’s College in London, then earning a Diploma at Cambridge. He would become a fellow of the Royal College of Surgeons in Edinburgh in 1901, and at the Royal Institute of Public Health in 1902. Edward would become engaged in the Victorian Department of Public Health, working within the Victorian government in the health sector until 1937. This would most notably involve a 24-year stint as the Head of the Victorian State Health Department, between 1913 until his retirement. He would oversee the reaction to the Spanish Flu epidemic, being largely responsible for much of the emergency services that would come into fruition to treat the state during this time. He would later study in the United States, which helped to inform him of amendments to be made to sections of the Health and Pure Foods Acts and would take part in many Commonwealth and State conferences. He would also serve as chairman for the Fourth Commonwealth and State conference on uniform standards for food and drugs. Additionally, he had roles in many institutes and councils throughout Australia. In his retirement, he would also write a comprehensive history on Boroondara that included extensive research on the settlement and early pioneers of the area, as well as an emphasis on the Studley Park Bridge. While practising there, he married the local postmistress Catherine Millington Baynes. Their first child Vera (born at Linton in 1889) also became a doctor, served overseas during World War 1 and was later recruited by the Victorian Health Department to establish Infant Welfare Centres around the state. The Scantlebury family moved to Cheltenham in1889.Black and white photograph. Head and shoulders portrait of a man with receding hair and a moustache, wearing a suit and tie. He married Catherine Millington Baynes who was Postmistress at Linton. The family moved from Linton to Cheltenham in 1889. Vera Scantlebury was born in Linton in 1889 just before the family left for Cheltenham. The Scantlebury's other three children were all born in Cheltenham - George Clifford (Cliff) in 1890, Dorothy (Dot) in 1893, and Ethel Eileen (Eileen) in 1899. Vera Scantlebury (afterwards Vera Scantlebury Brown) also became a doctor. She was instrumental in the establishment of the Infant Welfare Division of the Victorian Health Department, and was first Director of Infant Welfare. Vera undertook medical training at Melbourne University between 1907 and 1913. After serving in the British Army Medical Unit during World War I, she worked in various positions in Melbourne hospitals and then studied in the US and Canada. In 1926 she was appointed Director of Infant Welfare by the recently established Victorian Department of Health, and became responsible for the development of maternal, infant and pre-school services in Victoria. In 2023 a statue of Vera Scantlebury was erected in Linton's Avenue of Honour in Denison Street. This copy of the book appears to have been owned/used by Barbara Safstrom of Linton.Textbook for nursing students and other health professionals. First compiled by Dr Vera Scantlebury Brown and published as a "Guide to Infant Feeding". Book revised (with Kate Campbell) in 1941, 1951 and 1958. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry.. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. VIOSH conducted a Certificate Course in Occupational Safety and Health for the Fijian Department of Labour and Industrial Relations in 1996. The course was held in the Government Training Centre Fiji. The group was made up of Labour and Factory Inspectors. Steve Cowley led this program. It was from 23 September to 18 October, 1996. Victorian Department of Health and Human Services ...On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Approval was given for the development of a non-university education course. The course would not be delivered in a traditional manner. A co-operative mode was used to describe it for accreditation. During 1977 and 1978 work continued on the development of a course proposal. The first intake of students was in 1979. Key staff included Derek Woolley - Dean of Engineering; Tom Norwood - Head of Engineering Department, Derek Viner - Course Co-ordinator and Zig Plavina - Engineering staff; Max Brooke from the Faculty of Business and Dr Eric Wigglesworth who was at the forefront of OHS education in Australia from 1963. He led the push to get the first formal safety education curriculum and was pivotal in getting the Graduate Diploma in Occupational Hazard Management at Ballarat College of Advanced Education. He continued to support this until he retired in 1998.
