In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of W. D. "The Kew Advertiser , published by WD Vaughan Pty Ltd, commenced publication in January 1926 and, before the year's end, a modern printing plant had been established at 128 Denmark Street (demolished). This later became the nerve centre for publication of four other local newspapers: The Hawthorn Standard (1932), the Eastern Suburbs Advertiser (1934), the Coburg Courier (1935) and the Brunswick Sentinel (1936). The last two were later sold to another publisher, and the remaining three merged in 1959 to form the Eastern Suburbs Standard. This, in turn, continued under that name until 1974, when it merged with a counterpart from Doncaster, the Whitehorse Standard, and then carried on (under various names) until 1980." This is a trophy awarded by an association of Friendly Societies in Warrnambool in 1933. Friendly or Benefit Societies have operated in Warrnambool since 1860 when the Manchester Unity Independent Order of Oddfellows Lodge was formed. Benefit societies such as this were set up mainly for social reasons and to assist members in times of sickness or to provide insurance in case of illness or hardship. Other societies had specific aims such as the promotion of temperance or allegiance to a particular church or country. The Australian Natives Association (A.N.A.) the winner of this trophy was set up in Warrnambool in the late 19th century and it was an active society with regular meetings, discussion groups, lectures and campaigns for the social justice issues of the day. The A.N.A. in Australia was influential in promoting nationalism and campaigning for Federation. The A.N.A merged with the M.U.I.O.O.F some years ago and operates today as the benefit group, Australia Unity. The trophy won by A.N.A. in 1933 was for quoits, a popular indoor game in the 1930s and still played today, mainly on social occasions. This trophy is of interest as it dates from the 1930s and is connected with the Warrnambool Friendly Societies of the time and especially the Australian Natives Association (A.N.A.)This is an electro plated nickel silver cup with two side handles, a short stem and a round silver base. An inscription is on one side of the cup. This diary was written by Cpl William Donald McDonald 3403 who served from July 1915 to November 1918. The diary covers the period August 5th 1916 to December 31st 1917.William McDonald was stationed in England mostly at the Salisbury Plain for the entire period. This item was mistakenly identified as as the J A G Brass diary, with 11Lieut J A G Brass being written inside the front cover of the diary. However J A G Brass was a distant cousin of W McDonald who still lived in Scotland and along with other names inside the front cover were contacts for the writer. Among the names are A W Hardy, J W Jolly, I J Windsor, Pte H A Jessop. The book itself is a modified British Service notebook, having been cut down by the author to make it a more manageable size. William McDonald was 35 years of age when he enlisted and was a tailor before enlistingThis diary has historic significance as it records daily life during the first world war. It relates daily life in the army ranks. It also has strong links to local families.Modified Service notebook of the type issued for use in the British Army of World War 1. It would have originally measured 5” x 7”, but has been cut down by nearly removing the fly end of the pages to reduce them about 3.5”. The author, who was a painstakingly neat and fastidious man, has also re-rounded the corners, to prevent them ‘dog-earing’. The aim of the modifications is likely to have been to make the item easy to slip in or out of a tunic pocket. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance.
