Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Newspaper reports relating to the Australasian Association for the Advancement of Science, Hobart, 1892. "Australasian Association for the advancement OF SCIENCE. Several members of the Australasian Association for the Advancement of Science arrived in the city yesterday by the inter colonial steamers, some of whom went direct to Hobart, while others remained in the city, but leave for the capital this afternoon. Amongst those who arrived were Baron Von Mueller, the dis tinguished scientist, who has taken some interest in this colony's re sources, Professor W. Baldwin Spencer, M.A., professor of biology at the Melbourne University, who was general secretary at the Melbourne meeting; the Rev. Lorimer Fison, an able worker in the South Sea mission fields; Dr. Robert Giffen, L.L.D., C.ll.; Captain Pascoe, R.N.; Mr Napier Bell, C.E.; Professors Hutton, Nerich, Smith, and Morris, and Mr Richard Teece, F.T.A., the well-known actuary of the A.M.P. Society. A large number of other distinguished members also arrived. Judge Dorkerwho also arrived, was con ducted over the Exhibition in the after noon, and expressed pleasure with what he saw. His Honor leaves by express train to-day for Hobart. The hon. Dr. Campbell was met by Mr Arthur Day, the official agent for Great Britain to the Exhibition, an old friend, who conducted him over the Exhibition. The doctor confined his attention principally to the dry ore concentrator, in which he takes a great interest. He will, however, visit the Exhibition again after the meetings in Hobart has been brought to a termination. What he has seen of the Exhibition has impressed him favourably. The fourth congress of the Australasian Association for the Advancement of Science was commenced in Hobart at 11. o'olock on Thursday by the general Council assembling at the Royal Society's rooms, at the Museum. There was a good attendance, including the Governor, Sir B. G. Hamilton. In the absence of the president, Sir James Hector, the chair was occupied by Baron Von Muellor. In the afternoon Lady Hamilton gave a garden party at Government House to 600 guests, including the members of the association, the Judges, the members of the Ministry, and leading citizens." Author W M Smart, M.A., D.SC., F.R.A.S. (William Marshall Smart), (1889-1975) Regius Professor of Astronomy in the University of Glasgow, Instructor-Lieut. in the Royal Navy during World War I. and John Couch Adams Astronomer in the University of Cambridge. In 1943 he was elected as a fellow of the Royal Society of Edinburg. From 1949-1951 he was President of the Royal Astronomical Society and a member of the Royal Institute of Navigation. In 1958 he was awarded the Lorimer Medal of the Astronomical Society of Edinburgh. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book was sold by Collins Book Depot which was founded by Frederick Henry (Harry) Slamen in 1922. In 1929 the form became a Proprietary Limited Company with an additional two stores, at 95 Elizabeth and 361 Swanston Streets, Melbourne. Collins Booksellers is still owned by the Stamen family. It is the largest Australian-owned bookselling chain.The book is significant due to its connection with navigation at sea. Its author W M Smart was a learned astronomer and an Instructor-Lieutenant for the Royal Navy during World War I. Bird, eldest daughter of Mr George Bird, of "View Hill," Eltham, to Mr Ernest Edward Pepper, of Diamond Creek, was celebrated at the residence of the bride's parents on Wednesday, 9th November, 1904. The ceremony took place at 4 p.m. and was performed by the Rev Percey Knight, B.A., of Alphington. The bride entered the drawing room with her father who gave her away, and the Wedding March, was nicely played by Miss Wild. The bride was prettily dressed in creme voile nicely tucked and gathered, trimmed with guipure lace and silk ruching, sprays of orange blossom, wreath and veil, and she carried a shower bouquet. Her travelling dress was a very pretty blue. The brides-maids were Miss Ethel Barker dressed in pale green voile trimmed with creme guipure lace and silk ruching; and Miss Button in creme voile, guipure lace, silk ruching; both carried pretty bouquets. The groomsmen were Mr Lorimer, of Diamond Creek, and Mr George Bird, brother of the bride. Between forty and fifty relatives and friends partook of a bountifully provided and nicely laid out breakfast. The usual toasts were honored, and congratulations were freely tendered "to the happy couple". The decorations were very tastefully executed by Miss Beatrice Nelson, and Mr Sayers. The evening was very pleasantly spent in singing, recitations, games, and other suitable pastimes, while others "tipped the light fantastic toe". About 10 p.m., "while all was merry as a marriage bell", the bride and bridegroom departed secretly "to cheat surprise and prying eyes".
