Mr Alfred Morton with his sisters, brothers and friends camping at Carrum in the 1890's. This area was later called Chelsea. Alfred Louis Morton (known as Louis) was born in Geelong in 1866, the fifth of eleven children of Mark Morton and Eliza nee Heard (married 1898). Alfred began work for the Post Office at South Yarra in the 1890s. In the late 1800s it was common for people from Melbourne and north of the city to travel to Chelsea area beaches for their holidays and many liked the area so much that, like the Mortons, they moved here permanently. In the 1890s Alfred’s sister, Mrs William Ashmore, built a weekend house at the foot of what is now Foy Avenue in Chelsea. The Morton family, including Alfred, visited the area often, camping on the foreshore during the 1890s. In 1911 Alfred moved his family permanently to a house on the corner of Morton Grove and Main Road Chelsea (now known as the Nepean Highway) on property that extended from the main road to the beach. This house was destroyed in the fire of 22 December 1913 which raged amongst the ti-tree on the foreshore between Aspendale and Chelsea. Many buildings were destroyed in this fire. The Argus newspaper reported on Wednesday 24 December that 94 houses were burnt with glowing embers blown a mile and half inland. According to the Argus but for the wide break provided by the Point Nepean Road (now the Nepean Highway) and the railway line, the scrub on the other side might have caught. The Morton children, Elsa and Ivan, attended Chelsea State School (now Chelsea Primary School) and Mrs Morton was active in the establishment of St Chad’s Church of England in Chelsea. At the age of 80 in 1945 Mr Morton was concerned about reports that English children had lost their toys due to the war and so he made (as part of a wider effort in Australia) 100 toy engines that were sent to England. A photo of Harelands in the 1960s. Harelands was a residence run by Melbourne Legacy to take care of children whose fathers were deceased servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for education. Harelands generally looked after children up to the age of 14. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. The David Christmas memorial is situated on the south side of One Tree Hill Road, at Watsons Creek. As a young man, Welshman David Christmas had been transported to Van Dienman's Land for a relatively minor offence. In 1836, having received a pardon, he came to Port Phillip, where, in 1842, he was hired as a shepherd by district pioneer, Joseph Stevenson. In 1992, a roadside plaque commemorating the shepherd who gave his name to the district was set in place over his presumed bush gravesite. The plaque was unveiled by two of Stevenson's grandsons, Bruce and Don Ness.
