Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. The society had no official connection with any proposal to retain the building or any part of it on any other site. The issues involved were part of a wider consideration of the matter of preservation of historic buildings. In this case the Society and in particular the committee had been aware for some years of the impending demolition. The possibility of the preservation of the building had been canvassed on a number of occasions. The Society’s view was that whilst the baker’s shop was an interesting old building which contributed to the character of Main Road, it was not of sufficient importance to wage an organised campaign for its preservation. In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. Franics Read known as Jock, was a life time resident of Eltham. He served in the Navy in WW2. He was well loved as a long time school crossing supervisor and member of EDHS with a remarkable memory of his life's experiences. Contents 1. Various short pieces of writing, some dated, earliest 1971, latest in 1997. Gwen Baker (1928-2005) was a foundation member of EDHS. See Also Newsleter 162, May 2005 GWENDOLINE MARGARET BAKER NEE BOWES 1928- 2005 Gwen Baker as we knew her, often used her full name in her writings and even acknowledged her maiden family name as a means of reinforcing her own personal identity. Gwen died on 28 Februrary 2005 and has been buried at Arthurs Creek Cemetery in accordance with her wishes. It is typical of her humour that after visiting the site she wrote: "I have seen the Cemetery, so if I wake in sleep it has a nice view" Gwen was a foundation member of our Society. We remember her mainly for her contribution to our meetings, her witty comments or questions to our speakers and, of course, her collection of plants that she contributed to help the finances of our Society. Her friends in the Society also remember her cards and brief letters on a wide range of subjects. Gwen's wide range of interests included pottery, poetry and of course her gardening. She was an active member of many organizations including the Red Cross, Catholic Church, Nillumbik Garden Club and the former Eltham Arts Council. Her small self- published booklet of poems and writings starts with tins item written at 2am on Easter Sunday 1975. THOUGHT The seeming steady stillness of this quiet night has varied sound to one who sits and thinks of life. Of times of your of pleasant things and if the future has in store a place to be - a reason to exist. One hears a bird upon the roof scratching at his mate while in the distance a car goes by returning home quite late. A neighbours dog goes forth and bark! then stillness once again, like sunshine after rain. and so the thinker having heard and thought, carefully turns out the light and goes to bed. 41 pages (20 A4 pages cut in half). Sending postcards to family and friends including short messages was a common form of communication in the early 20th century from 1905 to the 1940s. Many were collected and kept in albums. This scene is viewed looking north along Main Road from near Bridge Street. The old Baker’s shop (Burgoyne’s store) on the corner of York is on the right. Also visible is the footpath dug by hand c.1906 between Yoirk Street and Bridge Street. On the left is ‘Derril’ or more commonly known as the Gahan House after it was purchased by Walter Ernest and Alice Miriam Gahan in 1924, on the western side of Main Road near the present-day site of Shillinglaw Cottage where they remained till about 1960 when Walter died. The house was demolished in 1968 during the widening of Main Road. In the distance on the bend is the Shillinglaw cottage with the Shillinglaw trees out front of the cottage. On the eastern side at the top of the hill (visible immediately to the left of the bakery) is the new St Mary’s Catholic Church on Henry Street near Main Road. The church site was relocated c.1912 from further south along Main Road (near Wingrove Cottage) in order to be more central to the congregation following the shifting of the township away from Little Eltham and closer to the railway station. It was subsequently destroyed by fire in 1961.
