Colin Jackson, Phil Harrison and Garry Snowden were in Parliament House, Canberra, on the evening of 20 August 1996, to hear the Budget Speech by the new Federal Treasurer, Peter Costello MP, who announced: “…the Government will provide $42 million over the next three years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” Soon after, the Commonwealth advertised a tender for a manger for the new program. Phil Harrison orchestrated a flurry of faxes between Brisbane and Ballarat, as Colin Jackson, Madeline Townsend, Garry Snowden and John Fenton fine-tuned the document. National reach and credible record won ATCV the job to administer and manage Green Corps for the whole of Australia for five years (1997-2002) was won in November and the contract was signed on the eve of Christmas, 1996. At the national launch of Green Corps – Youth for the Environment held in sweltering Adelaide on 12 January 1997, Colin Jackson assure the responsible Minister, Senator Amanda Vanstone, that thirty six projects were already in place and that recruiting was going well. Those who were there recall with awe the remarkable celebration that was the National Green Corps Conference on 21-24 February 1998 in Canberra. One hundred and one participants representing 71 past and current teams from around Australia, Treasurer Peter Costello, three other Commonwealth Ministers, and several “captains of industry” were on hand. Board member Sue Campbell remembers feeling “deeply moved” when Travis Schicchitano explained to the audience how much joining Green Corps had meant to him. Kurrum Yallock - the Plenty River is Melbourne's third river. It is a defining feature of the region weaving its way through local suburbs and parklands. It is often hidden from general view, emerging at bridges and along its extensive trail network. While diminished since European settlement, the River provides an important environmental, wildlife corridor and recreational resource, along with many links to its settlement heritage. From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. "A number of specific items, which have been useful in the day to day operations of the Chalet, remain in the building with each complementing the other to provide context, meaning and character to their setting. Items such as the hall porter bell, the many signs providing information to the guests, the wall clock, barometer and dinner bell point to the Chalet being a well-run social institution with a pleasant environment for rest, recreation and congenial company." ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. May Excursion – Edendale Environs Edendale Community Environment Farm in Gastons Road, Eltham now operates as Nillumbik Council’s environmental centre. The historic homestead has undergone a significant restoration and there is on-going development of the site consistent with its community education purpose. The house and the gateway sculpture “The Fences Act” are covered by a Heritage Overlay in the Nillumbik Planning Scheme. Our May excursion will comprise a walk through the farm property and will radiate to other nearby places of historic interest. These will include the site of the Eltham North Adventure Playground to discuss its history and destruction by fire (see page 1 article). Also nearby is Colemans Corner where the early road system has undergone some unusual changes. THE AUSTRALIAN TRUST OF CONSERVATION VOLUNTEERS, ONE OF 14 INDIVIDUALS AND ORGANIZATIONS, TO RECEIVE UNITED NATIONS ENVIRONMENT AWARD NAIROBI, 1 June 2000 - The United Nations Environment Programme (UNEP) announced today that the Australian Trust of Conservation Volunteers of Australia (ATCV), has been elected to the prestigious ranks of its Global 500 Roll of Honour for outstanding contributions to the protection of the environment. ATCV is one of 14 individuals and organizations to receive this honour in 2000. Founded in 1982, ATCV is a national, not-for-profit community organization, whose mission is to attract and manage a force of volunteers in practical conservation projects for the betterment of the Australian environment. ATCV completes more than 4000 week-long conservation projects in urban, regional and remote areas of Australia each year. Activities range from bush regeneration, tree planting, seed collection, endangered species protection, weed control, flora and fauna surveys, walking trail construction, fencing, environmental monitoring and the protection of world heritage areas. ATCV community participation has resulted in more than 1.8 million trees being planted in 1999, and in more than 7.3 million trees planted over the past 10 years. Community involvement totalled 200,000 project days in 1999 and more than 700,000 days since 1989. To encourage the involvement of young people, ATCV developed and manages the federal government-funded programme Green Corps. Green Corps is a six-month traineeship for 17 to 20 year-olds, which incorporates conservation projects and accredited training. Since 1997, more than 4,000 trainees have completed the Green Corps programme. ATCV is a founding member of the International Conservation Alliance, which brings together organizations working in conservation volunteering, and is a member of the World Conservation Union (IUCN). " The award will be presented in Adelaide, Australia, at the World Environment Day ceremonies on 4 June 2000. World Environment Day, which is celebrated in some 120 countries around the world on 5 June, was established by the United Nations General Assembly in 1972 to focus global attention and action on environmental issues. Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. The Hepburn Pool was built in Spring Creek during the 1930s by the Zelman's of Bellinzona Guest House. Alberto Zelman's paid for local workers to construct the pool to their specifications so the visitors to local guest houses could swim on hot days. The Hepburn Pool was used for the Victorian Swimming Championships, with 6 stones marked at one end for each lane . It is 50 yards long, the length required for competitions. In 1969 the Daylesford Olympic Swimming Pool was constructed so this 'old swimming pool' was neglected, fortunately in 1993 local volunteers associated with the Savoia Hotel returned the pool to its former glory with the help of old photos and a lot of hard work. Two well known swimmers swam at the pool in the Victorian swimming Championships, they were Annette Kellerman and Frank Beaurepaire. The Pool was named Victoria's Favourite Built Place in 2004 as part of the Victorian Government's involvement in the International Year of the Built Environment. The Hepburn Pool was built in Spring Creek during the 1930s by the Zelman's of Bellinzona Guest House. Alberto Zelman's paid for local workers to construct the pool to their specifications so the visitors to local guest houses could swim on hot days. The Hepburn Pool was used for the Victorian Swimming Championships, with 6 stones marked at one end for each lane . It is 50 yards long, the length required for competitions. In 1969 the Daylesford Olympic Swimming Pool was constructed so this 'old swimming pool' was neglected, fortunately in 1993 local volunteers associated with the Savoia Hotel returned the pool to its former glory with the help of old photos and a lot of hard work. Two well known swimmers swam at the pool in the Victorian swimming Championships, they were Annette Kellerman and Frank Beaurepaire. Former Police Station dragged around to rear of Police Residence (prior to August 1967) to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. 1981 Shire of Eltham take over management of old Police Residence in Eltham. It remains unoccupied for a period of time whilst its future is discussed in Council. 1981-1985 Used for community job creation scheme 1985 Shire of Eltham Parks and Environment occupy the residence. Council improve the driveway but later add a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Also add a rear toilet facility between the Police Residence and former Police Station, which was doubling up as a lunch room. Council also commence discussions to re-establish a replica Police Station. c.1986 November. Former Police Station demolished; believed to have been suffering termite damage. c.1989 After some years of discussion a replica Police Station is built, based on photographs, to act as a lunch room and meeting room for Parks and Environment staff and volunteers doing community service. 1996 Eltham District Historical Society in discussions with Nillumbik Shire Council commisioners throughout the year regarding a home for the Society.
