WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much - loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. The construction on Lake Kerferd began in 1862 however it wasn't completed until 1874 due to engineering and funding issues. The lake was named after George Briscoe Kerferd (1831–1889) who was responsible for Beechworth's water scheme. George Briscoe Kerferd was born on 21 January 1831 in Liverpool, England and arrived in Melbourne April 1853. He spent his first years in Australia in Bendigo before settling down in Beechworth as a wine and spirits merchant. He married Ann Martindale on 17th December 1853 at St James Cathedral, Melbourne and between them they had three sons and five daughters. Kerferd began his political and legal career in Beechworth when he was first elected to the Municipal Council in May 1857. Later he would be elected to the Legislative Assembly for the Ovens District in November 1864, and continued to represent the area until February 1886. This photograph is historically significant as it provides insight into the water reserves of Victoria. Taken on Christmas of 1941, shown is a track to Lake Kerferd with forest on both sides. Cameron, Ewen Hugh, M.L.A.., J.P. Kangaroo Ground, is a native of Inverness-shire, Scotland, and came out to Victoria in the ship Hurricane, 13th September, 1853. In 1860 he purchased 80 acres of land at Kangaroo Ground, where he now resides, and later 160 aces of lands at Yarra Flats; he has also 600 acres rented, and is occupied in grazing and agricultural pursuits generally. Mr Cameron holds the prize given by the agricultural society for the best-kept farm in the district. In 1863 he was elected a member of the shire council, and has held the position to represent the Castlemaine mining board, which office he still holds, and in 1874, he was elected to a seat in the Legislative Assembly for the County of Evelyn, which seat he still retains, having the contested the constituency five times, and been elected once without opposition. from "Victoria and its Metropolis: Past and Present" written in 1888 by Alexander Sutherland. Trophy :Rose bowl, 1930s
This trophy was awarded in 1933 as a championship cup by the South Western District Rifle Clubs Union. Rifle Clubs have been operating in Warrnambool since 1860 and in 1904 the South Western District Rifle Clubs Union was formed. The donor of the trophy, James Fairbairn (1897-1940) was a pastoralist, aviator and politician. He served with the Royal Flying Corps in World War One and was injured and captured by the Germans. When he returned to Australia he acquired Mount Elephant Station near Derrinallum, Victoria and continued his interest in flying, becoming an expert on aviation. In politics he was firstly the member for Warrnambool in the Victorian Legislative Assembly and then held the Federal House of Representatives seat of Flinders. He was the Minister for Civil Aviation and in 1939 became the Minister for Air. He was killed in an aircraft accident in Canberra in 1940.This trophy is of considerable interest because it is a 20th century memento of the rifle clubs in the Warrnambool district and because of its association with James Fairbairn, a notable Western District personality in the first half of the 20th century. This is a silver-coloured metal bowl soldered on to a supporting stem on a circular base. There are two handles on each side of the bowl. The top of the bowl is covered with wire mesh with the original idea that the bowl could hold flowers (hence the name ‘rose bowl’). The bowl is inscribed on one side. Premier 23rd January 1893 – 27th September 1894. Born in Alnwick, England, Sir James Patterson (1833-1895) migrated to Victoria in 1852 to try his luck on the goldfields. After little success he turned his hand to farming, and later operated a slaughter yard at Chewton. Patterson served on the Chewton local council, being elected mayor four times before moving with his wife Anna and family to Melbourne in 1870. Patterson established a real estate business, and after two unsuccessful attempts to enter parliament in 1866 and 1868, he won the by election for Castlemaine in the Legislative Assembly in December 1870. He would hold this seat until his death 25 years later. Patterson served in Sir Graham Berry’s brief August to October 1875 government as Commissioner of Public Works and Vice-President of Board and Land Works. He repeated these roles two years later in Berry’s second government and additionally served as Postmaster-General, and in Berry’s third government was Commissioner of Railways and again Vice-President of the Board of Land and Works. In April 1889 after a time in Opposition, Patterson became Commissioner for Trade and Customs in Duncan Gillies’ Government. The following year he returned to the familiar positions of Public Works, Board of Land and Words and Postmaster-General. By 1891 Patterson was leader of the opposition, and when William Shiels’ government succumbed to a motion of no confidence, led by Patterson, he became premier on the 23rd of January 1893. During his premiership, James Patterson was also Chief Secretary and Minister for Railways. His term as premier coincided with a period of severe economic depression, and his enforced economies earned Patterson few public admirers. In May 1893 his government attempted to prevent a run on bank withdrawals and stabilise the sector, by declaring a 5 day 'bank holiday'. Patterson was awarded a knighthood in May 1894, however this did not increase public confidence in his government who were not returned to power in the August 1894 election. Again leader of the opposition, James Patterson died suddenly of influenza on the 30 of October 1895.This portrait was presented to Sir James Patterson by 'grateful citizens of Victoria' in appreciation of his services during the land boom depression. The Hon. Nathaniel Levi (1830-1908) was the first Jewish Member of the Parliament of Victoria. He served in the Legislative Assembly from 1861-1867, representing the electorates of Maryborough (1 Jan 1861 - 1 Dec 1865) and East Melbourne (1 Feb 1866 - 1 Dec 1867). He later served in the Legislative Council for the North Yarra electorate (1 Sep 1872 - 1 Jan 1904). Born in Liverpool on 20 Jan 1830, he arrived in Melbourne in April 1854 on the Matilda Wattenbach, opened a store and established a career as a businessman. In 1858 he joined the firm of John Levey & Son, Melbourne and Maryborough. He pioneered the coal and sugar beet industries; established the firm of Nathaniel Levi & Company c1867; commenced auctioneering and agency business c1870; obtained contract for railway advertising c1875; with his two sons (Joseph and John) as partners, the firm became Nathaniel Levi & Sons c1884. He commenced a short-lived newspaper, the Daily News, in Oct 1885. He was a founder and trustee of the Chamber of Manufactures, and its President 1893-1895. He married Sarah Levy in 1855. Nathaniel Levi was prominent in the Jewish community and was President of the Melbourne Hebrew Congregation in 1880–82 and 1904–05. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Tenders were called for the work in 1863 and the work was completed in 1864 by contractors Collier and Barry Apart from the line contractors, other firms directly involved were J Shire law and Co (sleepers), R Fulton, Langlands Brothers and Co, William Crossley (water supply), B Moreland, Langlands Brothers and Co (platelayers lorries), E Chambers (iron pins, traversers), Miller and McQuinstan (luggage vans and steam engines) and various contractors for building works. Brian James Dixon (born 20/05/1936) is a former Australian rules footballer and Victorian politician. Dixon played 252 VFL games for Melbourne between 1954 and 1968, playing mostly on the wing. He had a stellar football career, playing in five premierships, winning Melbourne's best and fairest in 1960, while in 1961 he was selected in the All-Australian team and he also won the Tassie Medal for his performances at the 1961 Brisbane Carnival. In 2000 he was named in Melbourne's Team of the Century. Despite still playing football for Melbourne, he entered parliament in 1964, as the member for the now abolished seat of St Kilda, representing the Liberal Party. Being from the moderate wing of the party he clashed with then Premier Henry Bolte, especially over the hanging of Ronald Ryan which Dixon strongly opposed.[1] After Rupert Hamer took over as Liberal Party leader and Premier, Dixon was promoted to the ministry. He variously served in several portfolios including youth, sport and recreation, housing and Aboriginal affairs. His most remembered achievement was introducing the iconic Life. Be in it. program.[2] In 1979 Dixon won St Kilda by an extremely narrow margin, which crucially gave the Hamer Liberal government a majority of one seat in the Legislative Assembly and meant that the Liberal Party did not need to form a Coalition with the National Party with whom relations were traditionally poor in Victoria. However, in 1982 Dixon was defeated as the Liberals lost government after 27 years in office. After his defeat, Dixon has worked predominantly in sports administration and he currently runs public speaking seminars. Brian currently travels the world representing TAFISA and ASFAA. Mary Forrest Gardner married Joseph Bartlett Davies on 6th February 1872 at St. Andrew's Presbyterian Church Launceston, Tasmania. She was the sister-in-law of Sir Matthew Davies, first Australian-born Speaker of the Legislative Assembly. Her father was the Rev. John Gardner. She died on 28th October 1887 and was buried at the Boroondara Cemetery. The Mentone Presbyterian Church was built as a memorial to her. The foundation stone of the church was laid by J. This document is a speech titled "Empire Day 1933. A message to the children at Olinda School from their member". It is signed G H Knox. It was written by Sir George Hodges Knox and read to the children at Olinda School as part of the Empire Day celebrations in 1933. Sir George Hodges Knox (1885-1960) was a veteran of WW1 and was elected to the Ferntree Gully Shire Council in 1922. He held this post until 1927.The City Of Knox is named after him. He won the Victorian Legislative Assembly seat for Upper Yarra in 1927 for the Nationalist Party. He became Speaker for the Victorian Parliament in 1942 and remained there until 1947. Between 1945 and his death in 1960 he held the seat of Scoresby. He was knighted in 1945. The celebration of Queen Victoria's birthday on May 24 was renamed Empire Day in 1903 after her death in 1901. Empire Day was observed in state schools from 1905 with a program of addresses, pageants and patriotic songs, with children swearing allegiance to King and Empire with a loyal declaration. The last celebration of Empire Day in Australia took place in 1958. A number of significant mansions in Kew were owned at various stages by members of the immediate family and or their descendants. This particular grave is located in Section PRES A 0058 and holds the remains of James Balfour and his wife Frances Charlotte Henty. James Balfour was a Scottish-born Australian merchant and politician, member of the Victorian Legislative Assembly 1866 to 1868 and of the Victorian Legislative Council from 1874 to 1913. In 1859, he married Frances Charlotte, eldest daughter of Hon. James Henty, M.L.C. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. In 1961 Bruce Evans was elected to the Victorian Legislative Assembly as the member for Gippsland East. He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. The Chairman visited Shire Councils in study areas to explain the role and the functions of the Land Conservation Council and to invite submissions on the use of public land in these areas. This ledger was used bt the Shire of Orbost local government to record Country Roads Board accounts 1950's and 1960's. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. This ledger is a hand-written record of accounts for the Orbost Shire local council. It pre-dates computer records. The Orbost Shire Council no longer exists having been absorbed into the East Gippsland Shire Council.A heavy brown coloured ledger with covered wooden covers. it has steel metal binding. Inside are strips of paper marking pages. It contains blue ink hand-written records of monies in/out (?) to Shire of Orbost Council. This ledger was used by the Shire of Orbost to record transactions with the Country Roads board in 1950's and 1960's. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. This item is a hand-written record of accounts of the Orbost Shire local Government. It pre-dates computer records,The Shire of Orbost Council no longer exists having been absorbed into th East Gippsland Shire council.A heavy brown coloured ledger with steel bindings. The Electoral Act 1856 was passed through Parliament o March 13, 1856. Victoria was the first Australian colony, and the first legislature anywhere in the world, to adopt the practice of the secret ballot. Victoria's constitution prescribed that the Parliament was to be bicameral, consisting of an upper house, the Legislative Council and a lower house, Legislative Assembly. Men were entitled to vote according to the qualifications described in this book - the right to vote in each house was dependent on status - educational qualifications, income and for either literacy. Two names are registered for the Orbost district: James Dickson and J.C. McLeod.This item is a useful research tool.A 16 pp paper back book which has a clear plastic cover. The covers are beige coloured with the title "Gippsland Electoral Rolls for 1856 and Stock Assessment Payable" in blak print. On the left hand side is a vertical pattern in black print. The book contains an alphabetical list of persons claiming or supposed to be entitled to Vote in the Election of a Member for the District. It lists the needed qualifications of electors followed by the Voters Roll for Legislative Assembly, 1856 and the Voters Roll for Legislative Council, 1856 . It then lists the Stock Assessments, 1856.voting-registers-victoria
