Sixty five page, plus manila covers, bound with a brown coloured comb binder report titled "Single-ended tram operations - A Feasibility study for the Bourke St and Collins Street routes". Looks at the background for the proposal, operational issues and an economic evaluation, including loading and unloading, a CBD loop and capital costs. Report has a note on page 2 that it was prepared prior to tendering for new trams.
