Bridgewater is a situated 39km northwest of Bendigo and 170 km from Melbourne. It was established as a crossing point over the Loddon River for gold diggers en route to the Inglewood gold diggings. As gold began to dry up in the district the town of Bridgewater developed due to its proximity to the river which it relied on for industries such as brewing, farming and market gardens. As demand on the water supply grew, the Water Works were established to ensure supply and manage the quality of the water for drinking. Decorated hand operated cast iron embosser with 40mm seal head attached. Gold and orange painted decorations extend from top edge of handle to sides of base. Denis Gibbons (1937 – 2011) Trained with the Australian Army, before travelling to Vietnam in January 1966, Denis stayed with the 1st Australian Task Force in Nui Dat working as a photographer. For almost five years Gibbons toured with nine Australian infantry battalions, posting compelling war images from within many combat zones before being flown out in late November 1970 after sustaining injuries. He was born in 1849 London. He worked in the publishing room of the 'Bendigo Advertiser' c1863 - 1865. Was an apprentice plumber and was later foreman on the Hepburn Mineral Water Supply Works at the age of 20. In 1871 he opened a shop in Williamson St, later Williamson St and then Hargreaves St until a fire on 21 Dec 1912 destroyed his business. In 1891 he was gazetted a Justice of the Peace. In 1902 he contested the South Sandhurst Seat, narrowly missing out. The original Coliban Water Works were designed in 1863 by the Irish engineer Joseph Brady. The following history of the Young family and their descendants who lived at the Springs is provided by Phil Wilkin. His Great Grandparents were Frances Young and August Wirth. Phil has also provided notes on the Wilkin Family and some history of the gold mining in Sedgwick. Frances Young's parents Joseph and Margaret Young owned the property called "The Old Place, Preston Vale or Wellington Flat" at Sedgwick near the Springs. Joseph Young owned and Managed the Standard Brewery which was located at Campbells Creek during the late 1800’s early 1900’s. Joseph and Margaret are buried in the Harcourt cemetery. In 1880 August Wirth lived at Mosquito Creek (Lake Eppalock, Victoria) when he married Frances Young. In 1902 they moved to part of Joseph Young's property. They milked cows and sold cattle for a living. One of their children Charles Wirth (Phil Wilkin's Grandfather) bought the land in 1935 after his parents had died. Charles Wirth was a councillor and also was president of the Shire of Strathfieldsaye. The "Old Place" was part of the property owned by members of the family. The old house at the Springs was burnt out by bushfire in January 1944 and much of the stonework was later vandalized by campers. The 19th of May marks the anniversary of the turning of the first sod of the outfall sewer. In 1888, a Royal Commission into Melbourne’s public health led to an ambitious plan to construct a sewerage system of underground pipes, sewers and drains to carry sewage from homes and factories to a sewage treatment farm. The commission also supported the establishment of the Melbourne Metropolitan Board of Works (MMBW), the authority that would build the sewerage system and manage Melbourne’s water supply. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply.
