A mining safety cage was used in a mine lift. It was fitted with mechanisms to prevent the cage from dropping if the lifting rope broke. In the 1870s in Victoria, deaths and injuries from falling cages in vertical shafts of gold mines were a major problem. The inventor of this safety cage was Robert Allan, a machinery maker of Creswick Rd, Ballarat. He said his cage featured a ‘dissolving’ fulcrum. Others called it an eccentric (off centre) system. Note the pair of clutch levers designed to grab the side guides if tension ceases in the suspending rope from the poppet head pulley. Also, the hinged ‘lids’; designed to protect miners trapped in a braked cage from falling rope, and to enable rescue of the miners. This model was presented to The Ballarat School of Mines Council in November 1876. By 1878 an Allan Safety-Cage was in operation in the Number 6 shaft of the Band and Albion Consols mine in Ballarat. This cage was judged the best inspected by the Victorian Board of Inquiry by 1879, p. 39.Mining was a big industry in Ballarat in the late 1800s and a lot of deaths were recorded because of mining accidents, the development of the mining safety cage brake limited the deaths and injuries from falling cages in vertical shafts. The model also has links to the Ballarat School of Mines, being presented to the council in 1876. In 1883 the Ballarat School of Mines made some changes in order to make better use of the services of the teachers and to extend "as far as practicable the special educational advantages already afforded" by the School. One of the changes was the introduction of a three years course of training under the professors to qualify students for the following three professions: Analyst and Metallurgist, Electrician, and Geologist and Mining Surveyor. The Council was to confer the distinction of Associate. (Warren Perry, The School of Mines and Industries, Ballarat, 1984, p77) Students who took single subjects or pursued such courses as those for certificate of either mine manager or assayer were not required to pass an entrance examination. Students who wished to qualify for an associateship in once of the courses were expected to have a general education of matriculation standard and to have attended all the prescribed courses of instruction unless they were able to produce to the satisfaction of the School's Board of Examiners evidence of having attained elsewhere the degree of proficiency which was required in any particular subject or subjects. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. This photograph is a copy displayed in the Australian Dictionary of Biography. The original photograph is in the La Trobe Collection in the State Library of Victoria. William Henry Gaunt (1830-1905), judge, was born on 27 July 1830 at Leek, Staffordshire, England, son of John Gaunt, banker, and his wife Mary, née Bakewell. Educated at Leek Grammar School and Whitchurch, Salop, he migrated to Melbourne, and entered the Victorian public service and was rapidly promoted. By March 1854 he was chief clerk at Beechworth, the administrative centre of the Ovens goldfield. In July 1855 the resident warden commended Gaunt as 'a highly valuable public servant' with an intimate knowledge of the district and the 'temper and disposition of the miners'. Appointed sub-warden in the Beechworth district in January 1856 and a Chinese protector in August, he was given control of the extensive Woolshed district. When European miners attacked a party of Chinese at the Buckland River diggings in May 1857 Gaunt was sent to restore order. One of his proclamations, issued in Chinese characters, concluded 'W. H. Gaunt, your protector—tremble and obey!' In June he was appointed a police magistrate and next month was sent to take charge at the Buckland where the Chinese had been expelled from the diggings; the police force assisting him was led by Robert O'Hara Burke. In January 1858 Gaunt was appointed a warden, in November was transferred to Chiltern, north of Beechworth, and in August 1859 was made a commissioner of crown lands. In February 1860 Gaunt was appointed a coroner of Victoria, acting at Indigo, near Chiltern. In April 1865 he was transferred to Beechworth, became visiting justice of the gaol and later moved to Sandhurst. In January 1869 he was appointed returning officer for the mining district of Ballarat and visiting justice of the gaol. He was associated with this area for the rest of his life and won high repute for his integrity. In 1874 he chaired the inaugural meeting of the first Australian competitive swimming club. For years he studied law and was called to the Bar in December 1873. He was one of the many public servants dismissed by Graham Berry on 9 January 1878 (Black Wednesday). After petitioning the Queen in vain over his dismissal he began practice in Ballarat as a barrister. He soon became a leading authority on mining laws; one of the cases in which he was involved was the lengthy inquest on the bodies of the twenty-two miners drowned in the New Australasian mine disaster at Creswick in 1882. He was appointed a temporary judge of the Insolvency Court in 1889 and a County Court judge in 1891. In 1900 he was chairman of the royal commission which considered Metropolitan Board of Works matters, and in 1902 was president of the inquiry into the unification of municipalities in Victoria. In 1860 Gaunt married Elizabeth Mary, the youngest daughter of Frederick Palmer; they had nine children. Of the surviving five sons and two daughters, Ernest Frederick Augustus and Guy Reginald Archer both became admirals and were knighted; Cecil Robert became a lieutenant-colonel, Clive Herbert a government advocate in Rangoon and Mary (Mrs H. L. Miller) one of the first women students to enrol at the University of Melbourne (1881), although she did not complete her degree; she became a successful novelist. Gaunt died on 5 October 1905. An anonymous colleague said: 'I don't think he was ever excelled as a police magistrate, and during the many years he was on the County Court bench he earned the highest regard. His capacities were as unquestioned as his integrity, and more could not be said of any judge'. Richard Bell was born in Dumfermline, Scotland in 1850, arriving in Victoria with his family as a child. He worked at the grocery store of W.L. Wilson, Skipton Street, Sebastopol for six years before opening his own grocery business on the corner of Drummond and South Streets, Ballarat. The business was successful and he retired 15 years later. He was elected to the Ballarat City Council in 1891, and in 1892 he started an auctioneering and sharebroking business in partnership with Mr Lambert. Organisations such as the Ballarat Woollen Company and the Ballarat Tramway Board benefited from Richard Bell's association with them, and he was the Director of many mining companies. He was a member of the Old Colonists' Association of Ballarat, the Ballaarat Mechanics' Institute and the Commercial Club. Richard Bell was interest in erecting statues in Sturt Street to the memory of the poets Burns and Moore, and served on the relevant committee to that end. He was a long term truster of the Miners' Association, and took a very active part in the South Street Debating Society. In April 1874 Richard Bell married Jessie Scott, and the couple had two sons and seven daughters.
