The certificate was issued by the City of Bendigo to AHQ Survey Regiment awarding the Regiment "Freedom of Entry" on ceremonial occasions. The certificate recognises the long service and close association between the Regiment and the City. Three certificates with seals were produced. One held by the City of Bendigo, one held by the Regiment and one was held by Ian Wallace who produced the certificates when he was part of the City's Engineering Department. The Freedom of Entry to the City was first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. The unit then exercised its freedom by marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The parade generally concluded after formal inspections of the troops. Regiment members were often treated to a civic reception at the City Hall after the ceremony. This item is a Certificate of Merit awarded to Leslie Arthur Tinker for bravery in risking his life in going to the rescue of passengers on the motor launch "Nestor " on the Hopkins River at Warrnambool On January 09 1921. Leslie Arthur Tinker was 31 years of age at the time of this rescue of passengers from the launch"Nestor". Les Tinker was the third son of Jessie and Frank Tinker. He was caretaker at the Town Hall for many years and lived on site. He was married to Elsie Moore and they had one son Donald born 1928. The sinking of the Nestor claimed 10 lives in Warrnambool that day and was a tragedy for Warrnambool. Two long remaining survivors were Janet Glass Dickson who died in 2011 at 97 years of age and A Mr Jim Russell who was still living in Warrnambool in 2011 at the age of 94.This certificate has strong historical and social significance with strong links to one of Warrnambool's larger families. The event itself was a tragedy for Warrnambool with ten people losing their lives. The award comes from The Royal Humane Society of Australasia and as such is a national recognition. The Loyal Victoria Lodge was established in Warrnambool in1862. It was a Lodge connected with the Friendly Society Manchester Unity Independent Order of Oddfellows. Friendly Societies were established to give members assistance in times of illness and hardship and to offer insurance against such events. The MUIOOF had its origins in Manchester, England. The Warrnambool Lodge built the Oddfellows Hall in Koroit Street in 1869 and in 1872 it joined with other friendly societies and established the Friendly Societies Park in Koroit Street. The MUIOOF joined with the Australian Natives Association and today the new name in Australian Unity. No details are available on W. A. McLean but the certificate indicates that he served his country during World War Two.This certificate is of considerable interest as the Loyal Victoria Lodge was a pioneer friendly society in Warrnambool with its history going back to 1862. It is also a good example of the certificates given to Warrnambool residents who had rendered significant war time service in World War Two.Framed Certificate featuring text and a coloured picture.
