The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. Primarily known as a portrait artist he is also known for his landscapes, still lifes, nudes, and sculptures. Robert Hannaford has commented: "Portraiture is an exploration of character that goes beyond photography. It is an ongoing thing over a long period of time. You get elements of various emotions that can be sensed in the painting." Framed academic portrait of Dr Tom Kennedy who was the Director of the Gippsland Institute of Advanced Education (GIAE) from 1984 to 1989, and the inaugural Chief Executive Officer and Pro Vice-Chancellor of Monash University College Gippsland (MUCG) from 1990 to 1992. The Council’s Common Seal (1) The Chief Executive Officer must ensure the security of the Council's common seal at all times. (2) The Council's common seal may only be used on the authority of the Council given either generally or specifically and every document to which the seal is affixed must be signed by the Chief Executive Officer or a senior officer authorised by him or her. (3) Any person who uses the Council's common seal without authority is guilty of an offence. (4) Any person who uses any replica of the council’s seal without authority is guilty of an offence. It is part of a series of paintings commissioned by the AFB/VAF Board to commemorate the work of past presidents of the organisation. Mr Daubney wears a navy suit, pale blue shirt and navy blue Kiwi tie. Mr Malcolm Daubney has worked closely with blind and vision impaired people for many years. In the 1980s Mr Daubney was “volunteered” by John Wicking to the Vision Australia’s Kooyong Committee. Shortly after his appointment he was posted to Singapore for business, where he served on the committee of the Singapore Association for the Blind for five years. Upon his return he rejoined the Kooyong Branch Committee.
