The Australian Tramway Employees Association commissioned in 1915, a banner for use in marches or events. It was painted in 1916 by George Grant with its first public appearance at the Eight-Hour Day Diamond Jubilee on 10 April 1916, celebrating the 60th anniversary of the introduction of an eight-hour working day in Victoria. The reference gives a detailed history of the banner, it significance and the background to its painting. It is now held in the collection of Museums Victoria. The ATEA was the forerunner to the Australian Tramway and Motor Omnibus Employees' Association, now part of the Rail Tram and Bus Union. A copy of an Anzac Day Address at the Anzac Commemoration Ceremony for Students in 1939, given by the Eric Russell, President of Legacy. It was stored with documents about the building of the Shrine and another speech from a students' service. Legatee Russell had served in World War 1 so was very close to the events he was talking about. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The ceremony is usually attended by representatives from schools throughout the state and the Governor of Victoria. The text says: 'Over twenty years have passed since the events that we are commemorating today took place. As time goes on, our memory of incidents grows dimmer, but our understanding of the whole war and of the tremendous efforts that were made at Gallipoli grows clearer. Particularly do we realise, when we look back, that Australia grew to be a nation during those years of anxiety and endeavour, of which Gallipoli was for us the beginning. . . . "A record of a ceremony at the Shrine for school students. The text of the speech is significant in that it was written by a man who had served in World War 1 and knew first hand what it meant to be part of the first Anzacs. Since 1988, Legacy has held a public speaking contest called the Junior Plain English Speaking Award, later called Legacy's Junior Public Speaking Award. Schools were eligible to send along representatives that competed. This certificate was issued to participants. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. Charity organisation, Ladies' Harbour Lights Guild, was formed within The Missions to Seamen Institute to provide a home away from home, for visiting seamen. These cards illustrate the rules for different type of Members and the suggested Intercession. St Andrews Primary School was one of thirteen primary schools and one high school to participate in the banner project. A picture of the St Andrews Primary School banner was included in page 10 of The banner habits of the Eltham tribes : Eltham Shire "as we are" Community Banner Project report /​ by Jacky Talbot. The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. The project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable.
