Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph showing the entrance to the E. J. Document, Mount Helen Campus Arboretum, c1992
A trail travels through the Arboretum where you may see resting kangaroos and wallabies, crosses a creek that holds a vulnerable colony of frogs commonly known as Victorian Smooth Froglet (Geocrinia victoriana), and admire the grass trees (Xanthorrhea australis) that grow on the campus behind accommodation. In 2018 2000 native trees planted by State Library Victoria and Federation University in the Arboretum .Planted with the help of locals, students, and kindergarten children as part of the joint project the plantings included indigenous trees, shrubs and grasses native to Ballarat. Federation University student Clancy Meaney is managing the tree planting project as part of her studies. “The arboretum is a fantastic resource that is used extensively by Federation University students as an outdoor classroom,” Ms Meaney said. “Being situated in between two main forests, our campus is also an important connection for native animals. These new trees will help migrating wildlife to move from one forest to the other.” State Library Victoria Project Management Office Director, Sarah Slade said the project was a wonderful opportunity to work with Mount Helen residents and the University to help protect the native landscape. “We’re thrilled to be able to give back to students, local residents and native flora and fauna through this valuable environmental initiative,” Ms Slade said. The tree planting project is a result of State Library Victoria’s ongoing partnership with Federation University. Construction of the Library’s second state-of-the-art storage facility, BOSS2 (Ballarat off-site store 2), is currently underway on the Federation University site. The existing storage facility at the Mount Helen Campus already holds more than half of the State Library’s collection, including newspapers, books, journals, textiles, paintings, architectural drawings, furniture and photographic glass plate negatives. In addition to State Library collection, BOSS2 will also provide two dedicated storage areas for the University’s collection. When completed, BOSS2 will provide additional storage of 25-30 linear kilometres, the equivalent of driving from Ballarat to Clunes or running 175 lengths of the MCG. Plan - Architectural Plans, Australian Natives' Association Ballarat Branch No 4 Architectural Plans
Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. He was responsible for the design of a number of buildings in the district. This item is the "Specification of work required to be done and materiaals required for construction of the new A.N.A. Building at the corner of Sturt, Albert and Lewis Streets, Ballarat. Prepared by and to the satisfaction of P.S. Richards, A.R.V.I.A. Architect and subject to the General Conditions of Contract." "BALLARAT CITY A.N.A. BALLARAT, Wednesday — The Ballarat City branch, A.N.A., which was formed nearly 50 years ago, ranks fourth on the association records, but several of the members were prominent in establishing the association in Melbourne a year or two earlier. Court House, Main Road, tallest building on right. Photographer: J.H. Clark John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. There are a couple of images of Eltham taken by Clark Bros. in the Eltham District Historical Society collection, one such example being Hunniford’s Post Office with Miss Anne Hunniford out front (EDHS_00140 - marked on the back of the print, Clark Bros., 25 Thomas St. Windsor), which would date this image between c.1894 and 1914. Other early images of Eltham taken by John Henry Clark are marked on the face “J. H. Clark Photo” and it is assumed these are dated between 1914 and 1930. It is noted that the Grant of Probate for John H Clark of Eltham South dated 5 April !957 (513/387) records his occupation as "X Photographer". Source: Mr. L. Photograph, John Collins, Shillinglaw Cottage on its original site, 17 Oct. 1963
Shilinglaw Cottage in its original location on Main Road Eltham with the “Shillllinglaw trees”. This image was taken shortly before its relocation. Believed to be have been taken by John Collins, 17 Oct 1963 as per other images held by the State Library of Victoria Author / Creator: John T Collins 1907-2001 , photographer. J.T. Collins Collection, La Trobe Picture Collection, State Library of Victoria. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Advertiser (Hurstbridge, Vic. : 1922 - 1939), p. 5. Retrieved February 25, 2022, from http://nla.gov.au/nla.news-article56743657). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw.
