At the time, construction of a railway could be considered a beneficial investment for the country as it could increase the population in the region. The proposed railway length in 1908 was about 140 miles and the cost was estimated £800,000. The line was proposed to proceed from Bairnsdale by way of the Lower Nicholson to Bruthen. “After crossing the Tambo River, it would be carried to near Nowa Nowa; the head of Lake Tyers, forward to Orbost. From Orbost it would proceed in a north-easterly way to the New South Wales border. There were different suggested routes between Orbost and the New South Wales border, the first was through Bendoc, another by the Cann River and another which is located between these two. This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. The Bairnsdale-Orbost railway was opened in 1916 to serve the agricultural and timber industry. Because of the decline in traffic and heavy operating costs, the line was finally closed in August, 1987. Her father, Mr. Newey, was a butcher; his shop was in Ford street and he took over from his grandfather. The family business, along with the local residents, was supplying the main government institutions in the region, like Mayday Hills Hospital and The Ovens and Murray Home, making a large percentage of his profit. Mr. Newey was also a captain of the fire brigade and Isabel mentioned that there were more fires happening in those days. The menace of a huge fire was impending in Beechworth for many years, due to the lack of adequate water supply and the absence of trained firefighters. The first fire brigade in the town was voluntary and was formed in 1858 under Superintendent Luke Reilly. A few other schemes deployed the following years, with all failing to sufficiently control the fires that occurred, until the creation of the first reliable fire brigade in the 1870s. The worst fire in the town's history happened on 23rd March 1867; it swept through many shops and the post office, leaving behind a damage cost estimated at £12,000. Isabel's mother was in a wheelchair, suffering from osteoarthritis; thus, Isabel had taken over the responsibility for looking after her mother and assisting her with daily living needs and personal care activities. She used to play golf and tennis and she was a member of the town tennis club. In terms of social life, Boxing Day was a big occasion for the town, with horse-races and games taking place. According to her narration, the use of cars was a turning point in the town's social activities, since people were able to visit nearby places and take day trips, such as having a picnic at Lake Kerferd or Buffalo. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke. Isabel's account of her life in Beechworth and the local area during the 20th century is historically and socially significant as it offers valuable information about the business activity in the region and provides a deeper insight into the operation of butcher shops and meat supply during the first half of the previous century. Additionally, it offers invaluable information about the everyday life of people living in Beechworth, and highlights aspects of the overall social life and activities.This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. The Tarnagulla Presbyterian church was built in late 1863 at an estimated cost of 650 pounds plus bricks, and opened for services June 19th 1864. The first minister was Rev. Hamilton. A Sabbath School also opened at this time. The success of gold mining in the area and the resultant population fluctuations, had an impact on the church and in 1866 it was only operating on an occasional basis. It closed in the late 1870's, reopening in 1882 as a mission station. In 1912, repairs and improvements valued at 150 pounds were carried out. In 1926, when the Laanacoorie church closed, the building was transported to Tarnagulla to become the Sunday School Hall. In 1975 it became the Uniting Church. 2. The union Bank was originally a sub-branch of Melbourne and built a brick building in 1859. In 1866 the Union Bank bought the two storied building seen in the photo, from the Colonial Bank. where it remained until 1888. Two newspaper articles from the Bendigo Advertiser, one from 22/08/1953 and the other from 29/06/1950 relating to the presbyterian church and the Union Bank in Tarnagulla. Smith, Principal of the Ballarat Technical Art School, was responsible for this plaque. "The design for the proposed Memorial Tablet to the late Principal Mr Maurice I. Copland is respectfully submitted for your approval. It is estimated to cost in oxidized copper and polished blackwood 8.00 pounds." The plant was quickly rebuilt at an estimated cost of ten thousand ...In 1878, J H Abbott bought the Edinburgh tannery from Mr Lambert and Mr Sibley in 1878 and set about expanding and modernising it. Soon it consisted of the necessary sheds surrounded by cottages built for the workers. The tannery buidings and processes consisted of :- 1. Hide shed that held 400-500 salted hides 2. Salt pots where the salted hides were soaked to remove all salt 3. Lime water pits where the hides were soaked to remove hair and all adherent flesh. 4.Beam shed where hides were hung so they could be scraped clean with double handled knives 5. Water baths that soaked the hides to remove the lime 6. Tan yard where there were 10 pits containing tanning liquid made from ground wattle bark. The entire process could take up to 9 months depending on the type of leather required. A forward thinking initiative of this tannery was the lack of waste. The left over flesh was boiled down to make tallow, trimmings from the hides was used to make glue, hair was washed and used by saddlers and upholsterers and the lime was mixed with tanning liquid to produce fertilizer. The tannery was producing about 240 sides of leather a week, with about two thirds of this being sent to England where it was in great demand because of its quality. In December 1894 the plant was destroyed by a fire believed to have started in the engine room. The plant was quickly rebuilt at an estimated cost of ten thousand pounds. The estimated cost of the building ...Taken in the year 1900, this glass slide captures an image of St. Joseph's Church, a Roman Catholic Church that is still present today at 9 Church Street, Beechworth. This was one of many churches that was established in Beechworth during the second half of the nineteenth-century. This trend began with a focus on Anglican faith; however, in the early 1850s, Father Patrick Smyth, a priest from Maynooth, Ireland, advocated for the establishment of a Roman Catholic Church in the town. Roman Catholicism quickly grew to be the second largest religious group in the area; this was primarily due to the work of Father William Tierney, a priest from Dublin who arrived in Beechworth in 1859. Tierney personally fostered the growth of many Catholic schools and churches in Beechworth, as he viewed it to be a significant area for the prosperity of the religion. St. Josephs Church was officially established in 1866, with the Bishop of Melbourne, Dr Goold, laying the foundational stone of the building. The estimated cost of the building in its entirety was approximately twenty-thousand pounds. Further additions to the building - including a second aisle, tower and spire - were proposed for the church, but were ultimately never built. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide captures social and historical significance as it represents the development of Beechworth as a prosperous and thriving town; a development that occurred during the second half of the nineteenth-century. It also shows the development of religious institutions in the area, specifically the growth of Catholicism. Thin translucent sheet of glass with a circular image printed on the front and framed in a black backing. The copy has been scanned as two separate images (because it was too large for the scanner). the second image is stored under "Additional Images". HISTORY OF HALL'S GAP HALL: No village, no matter how small, could possibly survive without a public meeting place, and Hall's Gap was no exception, even in 1899-1900. Actually it was the locals of Stony Creek village, as Hall's Gap was known for a short time, who decided to hold a meeting to find out how much interest there was in building a town hall! They soon found out that support was overwhelming, as can be seen by the fact that 14 gentlemen nominated for a position on the committee of four! Several motions were moved at that meeting, mainly with reference to the materials to be used, for instance that no "wattle and daub", but rather slabs of bark and local bush logs be used. The walls were to be constructed of slabs, 6 feet long, 9 inches wide and two inches thick. Uprights were to be 9 feet high and at least 9 inches thick. Sheets of bark, all 32 of them, had to be 8 feet by 8 feet. Tenders for the building materials were called on 9 March 1899 and, 21 days later, McKeon Brothers won the right to supply all the material for the princely sum of 4 pounds 10 shillings. The size of the hall was to be 20 feet by 10 feet. The first hall served the community well for the next thirteen years, being regularly used as a place of entertainment and religious worship. The growing community soon realised the need for a larger venue, with better facilities, so once again the townsfolk rallied to raise funds for a new hall, realising their dream around 1913. In 1921 a schoolteacher was provided by the education department but as there was no school building she was expected to use the hall. Mainly lessons were held in the kitchen as it was much warmer than the hall itself, and it was not unusual for up to twenty children to be taught, ranging in age from 5 to 14 years. It was not until 1928 that an official school was built. 1955-56 were years of great excitement. The Progress Association was in charge of deciding the format for the new hall, and there were many rowdy meetings beforehand. Some members had much more vision than others, and to some the amount of money required seemed astronomical. Two hall committee members resigned over differences of opinion but amazingly it all came together in the end, albeit at a greater cost than had been anticipated. There is only one record of a grant being made for the building,1500 pounds, and it came for the Minister of Public Works. Estimated cost of the building was around 8,000 pounds, and when finally finished it was just slightly over, but bank charges and interest took it to well over 9,000 pounds. An electric light generator was included and lighting installed. There are two ...This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. John died in 1867 and freehold was granted to his son John in 1873. The farm was known as ‘Laurel Hill’. John Junior was an Eltham Shire councillor and sometime president from 1887 up until 1897. He added Lot A Section 16 to the farm in ca1888. John and his younger brother James arranged to rent/purchase Lot B Section 17, across Diamond Creek to the west, in ca1900. It appears that John and James farmed separately for a few years, with a new homestead built for James ad family on the high point of Lot B Section 17 in ca1910. John sold off Lot 5 Section 17 in 1912. When John died in 1912 James took over the land on both sides of the Diamond Creek. The old homestead on the west side of the Creek disappeared. A farm bridge over Diamond Creek from this period may have been located close to the northern boundary of the farm. John Langlands, owner of the farm known as ‘Ihurst’ on the west side of Diamond Creek to the south of the Murray’s land, died in 1907. In 1909 his land was then subdivided into 100 lots to become the ‘Glen Park Estate’. Other similar subdivisions of nineteenth century farms around Eltham in this period included the ‘Franktonia (or Beard’s) Estate’ to the northeast and ‘Bonsack’s Estate’ between Eltham and Greensborough. Soon after the opening of the railway extension line from Eltham to Hurstbridge in 1912, Glen Park and nearby residents including James Murray agitated for a railway station or siding to be located half-way between Eltham and Hurstbridge, so that the Glen Park residents who used the railway daily did not have to walk into the Eltham or Hurstbridge stations. Some believed Coleman’s Corner (opposite Edendale Farm) was an appropriate spot for the platform. James Murray was among those who thought the railway should be located on his land, closer to half-way between Eltham and Hurstbridge stations. The Railways Commissioners warned that the locals would have to fund these works themselves. The Glen Park Estate residents initially had difficulty accessing Eltham by road, with only an old low-level bridge over Diamond Creek at the south end of their estate. A new timber trestle bridge across the creek, now on Wattletree Road, was opened in 1915. Road access to the north was gained in 1927 when the new Murray’s Road, which crossed the Murray’s land, was built. Residents continued to agitate for a Glen Park station. By 1926 the Railways Commissioners’ preferred site was on the Murray’s land. They arranged an estimate of cost of a full-length platform. The estimate was too much for the locals, who in 1928 argued unsuccessfully for a shorter and hence cheaper platform. By 1929 Murray had agreed to donate the land, but the locals would still have to fund the works. Murray decided, unilaterally it would appear, to commence work on a timber trestle road bridge over Diamond Creek to link the new Murray Road to the proposed station. Late in 1929 he stopped work on the bridge, for reasons unknown, but started work again and completed the bridge in 1931. There is no further newspaper evidence of the campaign for the Glen Park station until 1939, when Murray and another local, Mr Maxwell, met the Railways Commissioner. The Glen Park locale now included 45 homes on the west side of the creek and 20 on the Eltham side. Most of the residents used the train every day. The Commissioner remained adamant that only a full-length platform could be built for safety reasons. It appears the campaign dissolved at this point. Heritage advice obtained by Nillumbik Shire Council, following a suggestion by the Eltham District Historical Society (EDHS), is that the original bridge appears to have been a simplified version of the Country Roads Board’s (CRB) standard timber bridge design of the early-to-mid 1920s. In c1990 Murray’s bridge was renovated with three recycled steel girders as part of a bike/pedestrian path in the reserve. During these alterations many parts of the bridge were removed, and some were replaced. Heritage advice indicates the condition of Murray’s bridge is poor. The remaining original parts are all in poor condition, with severe weathering, splitting and rot, especially to the stringers retained on the bridge. Heritage advice is that Murray’s Bridge does not have sufficient significance in the cultural history of the Nillumbik area to warrant inclusion in the Nillumbik Shire Heritage Overlay and also does not have sufficient significance as a rare survivor to warrant inclusion in the Nillumbik Shire Heritage Overlay. There are no indications in the historical record that this site was individually important to the cultural history of this area. EDHS is comfortable with the heritage advice provided to Council and has worked closely on this project with Council. EDHS has suggested some of the removed timbers be used in the vicinity of the bridge for landscaping and possibly seating, so as to retain these remnants close to the site of the original bridge, which is the last old timber bridge along the lower reaches of the Diamond Creek. The old farmhouse was demolished in ca2014. * * * A theory posted on local community Facebook groups was that the bridge was built in the 1860s and was built to be more robust than was necessary for the movement of cows from one side of the creek to the other. It was suggested the robustness was necessary to support the weight of gold ore being transferred from a mine on Murray’s land to a railway siding near Murrays Bridge (presumably for transfer and processing at Diamond Creek). Perhaps this may have been one of the motivators for Murray, who really knows? Knowing when mining operations ceased on his land and how that fits the overall timeline would be useful but at the time the bridge was built, local gold production was minimal at best. The known facts are: • The railway line came to Eltham in 1902. • The extension of the railway from Eltham to Hurstbridge was constructed in 1912 so no railway line even existed through Murray's property until 1912 and the Victorian Railways maps at the time show no such siding on Murray’s property. • In 1923 a new company was formed in anticipation of the old Diamond Creek Gold Mine being re-opened. The mine had been previously closed and flooded. It was noted in the press at the time that the mine was within a mile of the railway. Nothing really came of this. • Construction of Murrays Bridge was commenced by James Murray in early 1929 in anticipation of a proposed flag station being nominated on his land, but work ceased shortly afterwards. The proposed flag station was commonly referred to as Glen Park as the residents of the Glen Park Estate wanted Option 1, located near them with the platform adjacent to Colemans corner. This was probably never going to fly as it was virtually in eyesight of Eltham station. Allandale Road was the third option, but the Commissioners' preferred option was No. 2 - on Murray's property. • The Railway Commissioners were not going to finance any such station and the works had to be funded by private landowners and residents, hence Murray investing in this himself. • Murray recommenced work two years later and finished his bridge in 1931 but unfortunately for him, the proposed flag station never eventuated. The bluestone siding you reference may well have been built by Murray as part of the proposed station platform. • Up until then, apart from the Main Road bridge, which was washed away in 1924, virtually all local crossings over the Diamond Creek were low lying bridges – Kaylocks Bridge at Brougham Street, Diamond Street bridge, Glen Park Road bridge. It is expected that Murray also had a low-lying bridge to connect his land either side of the creek. These were all washed away or severely damaged multiple times in the 1920s. Lessons were learnt, and Murrays Bridge appears to have been built in accordance with Country Road Board standards of the time. Flood damage was ongoing, and even more recently constructed raised bridges kept getting washed away, e.g., the new Wattle Tree Road bridge in 1958 just months after completion. Murray’s bridge was reinforced with steel some 30 years ago presumably to provide additional floodwater resistance, given the history of bridges disappearing in floodwaters. • In March 1932 it was reported in the Advertiser that there were still some prospectors operating around Eltham North who apart from further scarring the face of the earth over the previous two years had gained significant experience but little gold - hardly a driving factor for constructing a dedicated railway siding and bridge to transfer gold ore. It is far more probable that James Murray was hoping to have the railway station located on his property and invested his money by building the bridge to lead to it as well as a station platform. Had the station eventuated, it may well have driven up the value of his land for subdivision and new housing estates like the Glen Park Estate. That did not eventuate. Whilst the bridge was indeed old (90 years), the core structure being completed in 1931, it had been modified substantially from original and hence had no significant historic value – i.e., it was not a representative example of its type, construction, and age. Given that the bridge was not worthy of saving, the Eltham District Historical Society with Council’s support, and the Eltham Woodworkers group endeavoured to see what suitable sized timbers were salvageable to fabricate a commemorative seat. Unfortunately, the experts at the Woodworkers group were unable to salvage any suitable length/width timbers to fabricate the seat due to the presence of rot. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The letter concerns the possibility of writing a history of the first ten years of the Graduate Diploma in Occupational Hazard Management. He outlines the estimated time-line to produce the history, that it be done by the Injury Research Project and the costing for the project. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. In 1975, 120 years after the sailing ship Schomberg was wrecked, Flagstaff Hill divers (Peter Ronald, Colin Goodall and Gary Hayden) found an ornate communion set amongst the wreckage. The set comprised a jug, ciborium, lid, chalice and plate. The items, apart from the lid, were then displayed at Flagstaff Hill Maritime Village. The lid had etchings that did not match the chalice and sat in storage for several years. Then in 1978, while the marine concretion inside the lid was being examined, a surface layer came loose and revealed a glint of gold that was assumed to be a piece of brass. The layers of concretion were carefully removed and a ring-like band emerged. Further treatment exposed a 'large faceted stone in an intricate gold setting. Weeks later a detailed examination estimated the value of the ring, known as the Schomberg Diamond, to be $7000. When the Schomberg was launched in 1855, she was considered the "Noblest” ship that ever floated on the water. Schomberg's owners, the Black Ball Line had commissioned the ship for their fleet of passenger liners. She was built by Alexander Hall of Aberdeen at a cost of £43,103 and constructed with 3 skins. One planked fore and aft and two diagonally planked, fastened together with screw-threaded trunnels (wooden rails). Her First Class accommodation was simply luxurious with velvet pile carpets, large mirrors, rosewood, birds-eye maple and mahogany timbers throughout, soft furnishings of satin damask, an oak-lined library with a piano. Overall she had accommodation for 1000 passengers. At the launch, the Schomberg's 34-year-old master, Captain 'Bully' Forbes, had promised to reach Melbourne in sixty days stating, "with or without the help of God." Captain James Nicol Forbes was born in Aberdeen in 1821 and rose to fame with his record-breaking voyages on the famous Black Ball Line ships; Marco Polo and Lightning. In 1852 in the Marco Polo, he made the record passage from London to Melbourne in 68 days. Unfortunately there were 53 deaths on the voyage, but the great news was off the record passage by Captain Forbes. In 1854 he took the clipper “Lighting” to Melbourne in 76 days and back in 63 days, this record was never beaten by a sailing ship. He often drove his crew and ship to breaking point to beat his previous records. He cared little for the comfort of the passengers. On this, the Schomberg's maiden voyage, he was determined to break existing records. Schomberg departed Liverpool on her maiden voyage on 6th October 1855 flying a sign that read "Sixty Days to Melbourne". She departed with 430 passengers and 3000 tons cargo including iron rails and equipment intended to build the Melbourne to Geelong Railway and a bridge over the Yarra from Melbourne to Hawthorn. She also carried a cow for fresh milk, pens for fowls and pigs, 90,000 gallons of water for washing and drinking. She also carried 17,000 letters and 31,800 newspapers. The ship and cargo were insured for $300,000 a fortune for the time. The winds were poor as she sailed across the equator, slowing Schomberg's journey considerably. Land was first sighted on Christmas Day, at Cape Bridgewater near Portland, Captain Forbes followed the coastline towards Melbourne. Forbes was said to be playing cards when called by the third mate Henry Keen, who reported land about 3 miles off. Due in large part to the captain's regarding a card game as more important than his ship, it eventually ran aground on a sand spit near Curdie's Inlet (about 56 km west of Cape Otway) on 26th December 1855, 78 days after leaving Liverpool. The sand spit and the currents were not marked on Forbes's map. Overnight, the crew launched a lifeboat to find a safe place to land the ship’s passengers. The scouting party returned to Schomberg and advised Forbes that it was best to wait until morning because the rough seas could easily overturn the small lifeboats. The ship’s Chief Officer spotted the SS Queen at dawn and signaled the steamer. The master of the Queen approached the stranded vessel and all of Schomberg’s passengers and crew disembarked safely. The Black Ball Line's Melbourne agent sent a steamer to retrieve the passengers' baggage from the Schomberg. Other steamers helped unload her cargo until the weather changed and prevented the salvage teams from accessing the ship. Later one plunderer found a case of Wellington boots, but alas, all were for the left foot. Local merchants Manifold & Bostock bought the wreck and cargo but did not attempt to salvage the cargo still on board the ship. They eventually sold it on to a Melbourne businessman and two seafarers. In 1864 after two of the men drowned when they tried to reach Schomberg, salvage efforts were abandoned. In 1870, nearly 15 years after the wreck parts of the Schomberg had washed ashore on the south island of New Zealand. The wreck now lies in 825 meters of water and although the woodwork is mostly disintegrated the shape of the ship can still be determined due to the remaining railway irons, girders and the ship’s frame. A variety of goods and materials can be seen scattered about nearby. The actual lid in which the ring was found has not yet been completely identified and could belong to a coffee pot, sugar bowl or maybe a jug or something similar. Although all survived the wreck no-one came forward to claim the valuable diamond. The Schomberg Diamond is currently on display in the Great Circle Gallery. Other artefacts salvaged from the wreck include ship fittings and equipment, personal effects, a lithograph, tickets and photographs from the Schomberg. One of the Schomberg bells is in the Warrnambool Library.The Schomberg Diamond is particularly significant in that it played a crucial part in having the legislation changed to protect shipwrecks, with far tighter control over the salvaging of items from wreck sites. This ring is registered as Artefact S/105 in the Schomberg collection, the Schomberg collection as a whole is of historical and archaeological significance at a State level. Flagstaff Hill’s collection of artefacts from the Schomberg is also significant for its association with the Victorian Heritage Registered shipwreck (VHR S 612). The collection is of prime significant because of the relationship between the objects salvaged, as together they help us to interpret the story of the Schomberg. The collection as a whole is historically significant for representing aspects of Victoria's maritime history and its potential to interpret social and historical themes. She acceded to the throne at the age of 25 upon the death of her father, George VI, on 6 February 1952, being proclaimed queen by her privy and executive councils shortly afterwards. The coronation was held more than one year later because of the tradition of allowing an appropriate length of time to pass after a monarch dies. It also gave the planning committees adequate time to make preparations for the ceremony. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act.
