Document, History of the Ballarat Technology Park, Oakbank
The Ballarat Technology Park is associated with Federation University Australia. The first stage commenced on 03 August 1989 when the first sod was turned by Hon, David White, Minister for Industry, Technology and Resources. John Beaumont was the Director of the Ballarat Technology Research and Development Park in 1989.Twenty items relating to the History of the Ballarat Technology Park as collected by John Parkin. .1) Handwritten notes by John Parkin on the history of the Ballarat Technology Park .2) Letter from A.E. Helyar (Shire of Buninyong Secretary), 08 March 1988 .3) Shire of Buninyong Minutes 07 June 1988 .4) Development of High Technology Activity by Jack Barker .5) Definition of a Technology Park by Derek Woolley .6) Shire of Buninyong minutes 28 June 1988 .7) Shire of Buninyong minutes 19 July 1988 .8) Invitation to a reception to commemorate the inauguration of the Ballarat Technology Park (John Parkin) by Shire of Buninyong President Cr Judith Coull to be held on 03 August 1989. .9) Invitation to a reception to the Ballarat Technology Park (John Beaumont) .10) Ballarat Courier article 04 August 1989 .11) Draft letter to Professor Geoffrey Blainey from John Parkin .12) Letter to the Editor from John Parkin, 18 December 2000 .13) University of Ballarat Development Appeal, 04 November 1994 .14 & .15) Invitation to installment dinner to celebrate the installation of Professor Geoffrey Blainey as Chancellor of the University of Ballarat to be held in the Union Building (now Albert Coates Building), Mt Helen campus .16) Letter to the editor from John Parkin .17) Letter from John Beaumont, 25 November 1994 .18) Invitation to the opening of the ISSC Southern Region Data Centre to be held on 24 November 1995. .19) Letter from Barry Traynor, 13 December 1995 .20) Planning Scheme information relating to the LaTrobe Research and Development Zone. .1) 2nd May 2005 History of Technology Park (I.T. centre) The history of the Technology Park started back in the mid-1980s. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. You may use my file for reference. Kind regards John Parkin PS I always felt a bit guilty that I encouraged John Beaumont and he was left in the lurch. ballarat technology park, parkin, john parkin, helyar, barker, woolley, shire of buninyong, beaumont, blainey, geoffrey blainey, southern region data centre, greenhill enterprise centre, stan jeffrey, jeffrey, john beaumont, david white -

Newspaper - Clippings, Ringwood Mail, First Speech Night - Norwood High School, Ringwood, Victoria, 1958
Ringwood Mail newspaper article clipped from pages 9 and 14, 23 December, 1958.Norwood's First Speech Night FOR its first Annual Speech Night Norwood High School put on a remarkably smooth and entertaining performance. It even broke new ground for these occasions by staging a junior Mannequin Parade. In the appreciative audience were the Mayor and Mayoress of Ringwood (Cr. and Mrs. R. 0. Spencer), Cr.and Mrs. Peter Vergers, Cr.and Mrs. Doug Baxter, Cr.and Mrs. Ben Hubbard, and Mr. George Ormandy (Head Master of Ringwood High School) and Mrs. Ormandy. After the singing of the Norwood High School Song,'Fidelis', the Mayor, as Chairman, gave high praise to the school for its 'mighty effort on its first Speech Night.' It was an historic night, he said, an event which would live in the minds of the boys and girls of the school for as long as they lived. Education was a live issue today, the Mayor said, and it was as well to reflect on what the teaching staff of a school was asked to do. They were asked to teach the children how to play their part in life, to make decent men and women of them. And if the children were a future disappointment to their parents the Head Master and the staff could not be blamed. On behalf of the Council and citizens of Ringwood, the Mayor offered congratulations and good wishes for a happy Christmas. In his report the Head Master (Mr. J. A. Gibson, B.A.) said the school colours of purple and gold had been appropriately chosen because of the golden wattle and purple sarsaparilla which rioted through the district. The badge design was a transition of Nowood to Northward, a symbolic representation of the magnetic compass which formed the central motif of the badge. The fact that the compass is used by travellers as a reliable guide gave the school the motto 'Fidelis' which combined the ideas of faithfulness trustworthiness and dependability. The word was easy to remember and to say, and its meaning set a worthy ideal which the boys and girls of the school could strive to attain. For House names native words had been chosen and they were associated with features of the district. The names Kalinda, Maroondah, Mullum and Yarra had already acquired a special significance for everyone associated -with the school. School traditions were also being established, the report went on, by the holding of annual swimming and athletic meetings and the awarding of prizes, and the school had been helped here by the generosity of certain good people of the community who had presented trophies. In the field of inter-house activities the Couche family had presented to the school the Couche Cup for Swimming Contests, and the Warrandyte cup for aggregate points earned in all sports; Mr. Avison had presented the Norwood Cup. for Athletics Contests, and Mr. and Mrs. Jack Godbehear the Rosebank Shield for award to the House gaining the highest aggregate score each year. Members of the Mackinlay family had perpetuated the name of the early owner of the property on which the school is built by donating a sum of money, the interest of which would provide the William and Elizabeth Mackinlay Prize each year for the Dux of Norwood High School. ATHLETIC SUCCESS The gross enrolment of 117, included 52 boys and 65 girls, who were divided into three forms of approx equal ability. The curriculum had been broadened to include excursions to the Art Gallery and Museum, to Orchestral concerts, and trips to Warrandyte, the Maroondah Dam and Healesville Wild Life Sanctuary. The school had taken part in inter-school sports contests during the year and came first in their section of the Swimming Contests held at Olympic Pool, also gaining second place at the Athletic Meeting at Olympic Park late in the year. A Social Service League had been formed in the school and had raised £36/7/3. This had been distributed to the Anti-Cancer Campaign, the Lord Mayor's Hospital Appeal, and Yooralla Crippled Children's Appeal. A Parents and Citizens Association had also been formed which had already raised more than £90 towards school funds. Mr. Gibson expressed the school's appreciation to the Head Master, staff and pupils of Boronia High School where Norwood pupils had been guests, and hoped that Norwood would be able to look after Mitcham High School as well in the coming year. After an informative explanation of the 'Importance and Responsibilities of a High School Advisory Council given by Inspector of Schools, Mr. H. W. Hopkins, B.A., the big moment of the evening arrived—the presentation of prizes and certificates by the Hon. J. W. Manson, MLA. Mr. Manson said the purpose of a school was twofold. It was to teach the children to fend for themselves and to live with one another. He congratulated Norwood High on its good start for the year and also those who didn't win prizes because, he said, they had learnt the most important lesson of all — not to win but to keep on trying. Second half of the program was purely entertainment. The School Drama Club presented a Christmas Nativity tableau and an adaptation of Charles Dickens' 'Christmas Carol' with considerable talent. The unique Dress Parade, conducted on the usual professional lines with a running commentary, was both amusing in its sophistication and delightful for the youthful charm of the mannequins and the excellence of the garments displayed. Attractive winter and summer school uniforms were displayed by boys and girls and featured the purple and gold colouring of the school. The girls' summer uniforms were fresh and cool looking with narrow lavender and white stripes. Gold Cesarine sports frocks were distinguished by a purple cord sash. Garments were made by girls in the Needlework Classes and reflected the greatest credit on both pupils and teachers. Cooking aprons, skirts, frocks and knitted sweaters and cardigans showed a wide variety and charm and the school uniforms were practical and smart. There was a bracket of rollicking folk dancing and a Making Music Interlude in which a group of boys and girls, in full hillbilly rig put on a turn with home-made instruments, penny whistles and their own fresh young voices. Teamwork was very good and the whole thing most amusing. Under the direction of Mr.J. A. Collins, the School choir sang delightfully; the traditional 'Greensleeves' and 'Gaudeums Igitur' being particularly effective. David Reid (1820-1906) was a pastoralists and politician. He left school at 16 and after meeting the overlander John Gardiner he decided to look for land south of the Murray River. Equipped by his father with some 500 head of cattle, 2 bullock wagons and teams and 6 assigned servants, he reached the Ovens River on 8 September 1838. David settled at Currargarmonge, near Wangaratta. At the end of 1843 he took up land near Yackandandah. In 1847 he took up a section of the family run of which Woorajay (Wooragee) formed a part. He built the first water driven flour-mill in the district on his Yackandandah run in 1845; his woolclip of 1848 was one of the first to be handled by R. Goldsbrough and was claimed to come from sheep descended from stock imported in the 1820s from George III's flock. Going into politics, he held the Legislative Assembly seat of Murray from October 1859 to May 1862. David Reid was a highly regarded grazier and local politician who was significantly involved in settlement around the Yackandandah area. Newspaper article- Double page article. Pages 30 & 83 from the Herald Sun Newspaper. February 18, 2006 regarding preserving Victoria’s High Country Huts
The arrival of explorers Hume & Hovell in 1842 brought about the widespread clearing of land in the valleys for pastoral uses and the displacement the original inhabitants in the high country which became a boon for cattlemen due to extensive lush summer grazing for cattle. High country cattlemen built a variety of huts for shelter and storage, when driving cattle up to the plains in summer, during mustering and bringing the cattle down from the mountains before winter closed in. These same huts now provide shelter from the elements for hikers, bush walkers and skiers. Wallace’s Hut is the oldest of the Cattleman’s huts still standing in the Alpine National Park and is classified under the National Trust. Due to their age and the ravages of the elements, including bush fires, many of the huts have been destroyed, or are falling into disrepair. Groups of willing volunteers are now working to preserve as many of the huts as possible with restoration or rebuilding. The numerous cattleman’s huts of the Alpine National Park and the colourful characters who erected them represent a significant part of the history of the high country area and early cattle grazing, which has been the theme for many poets and film-makers alike. They also have a significant role in the early days of the SECV when they were used by surveyors and other workers for shelter and temporary accommodation. More recently the huts have functioned as shelter for hikers and skiers caught out in the elements and a refuge along the long trek for bush walkers. They are a popular attraction for tourists and feature prominently in much of the tourist information of the region. Black and white double page Newspaper article from the Herald Sun Newspaper of February 18, 2006 regarding the efforts of Mr David Oldfield to preserve Victoria’s remaining High Country Huts through his photography and efforts to restore old and Re-build missing ones. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David. It included a short walk in Hurstbridge and lunch at Kinglake. Highlights of the tour included: - 10 am Leave from Shire Offices - 3 Important Trees - A Physical Link to Eltham's First Settlers - Toorak Mansion Gates - A Surviving Farm House - An Intact Circa 1900 Main Street - First Settlers - Gold Miners, and Timber-getters - An Early Hotel - A Pioneering Homestead - Changing Eltham Shire - 20th Century - 4 pm Afternoon Tea and Finish Tour Extract from ELTHAM CULTURAL HERITAGE TOUR (Newsletter No. 85, July 1992, by Bettina Woodburn) "On the Arthurs Creek Road is a bridge designed by Monash, which we admired before walking across the little park with a mud-brick and timber shelter, to the Hurst family graveyard. There are two marked graves, one, Henry who was shot by Burke the bushranger and a cairn has a plaque listing others buried here from 1866 onwards. Burke was captured and tied to the wheel of a dray under the eucalypt near the waterhose/standpipe. Close by the kindergarten, at this place are three trees on the National Trust Register, a Canary Island pine, a Canadian cedar and probably a spruce. Radiata pines and a thick bolled peppercorn surround the little cemetery. Continuing along Main Street we notice elm trees planted as a war memorial, then on the left a 1930 timber house, a 1910 store and residence, resplendent with wrought iron trim, a double fronted Hardware Store and cypresses on the back alignment of a new vacant block. On the right side of the street is a less interesting attempt at an 'in character' shop. Further on are more early homes, one tucked away at the rear with two tall palms by the front steps. Another curiosity is a rounded veranda corner and there are more galvanised iron sheds or garages, before a mud-brick Dentist's Surgery. Beyond the round-a-about is St Peters Church, of mud-brick construction shared by Catholic and Anglican parishioners, overlooking the river flood plain. Leaving Hurstbridge on the Kinglake Road, we ate our picnic lunch beside the communication tower and enjoyed views of Melbourne, Yan Yean Reservoir and the distant Dandenongs beyond the spreading suburbs. Next we drove to the North West boundary of the Shire at Masons Falls Road towards Whittlesea. On the way to the North East Boundary we passed St Peters, a yellow wooden Church with a Tudor Archway; built in the early 1920's in the style of the 1860's. From the Healesville-Kinglake road the rolling hills had European aspects, the hedged fields and chestnut trees. Then it was back down the Hurstbridge Road through 'Aussie' bush of towering gums, with bracken and scrubby understorey, the Kinglake National Park, before more open country with deciduous trees planted in line, and a creek lined with willows."Record of the Society's history and activities and highlighting various aspects of the Heritage Study undertaken by David Bick used to create the future heritage overlay for the Shire of Eltham and later Nillumbik Shire.Roll of 35mm colour negative film, 4 stripsKodak Gold 100 5095shire of eltham historical society, activities, heritage tour, hurstbridge, monash bridge, arthurs creek road -

Climbing towards Panton Hill the soil was not rich and supported only scarce growth. Perfunctory prospecting and mining had taken place in this area, though not with the diligence applied at Research. Again we saw the ingredients of a settlement, this one organised by Government, the Hotel, the Store, the School. Down from Memorial Park the School grounds had original tree planting and the School Bell dedicated to Maud Rattray who died in 1922. There is a new Hall and opposite in the grounds of the Church and Sunday School a modest Memorial Cross of granite with inscriptions and in memory of four 'fallen comrades'. This small section of the main road retained the small village atmosphere; although the population had increased there had been little alteration."Record of the Society's history and activities and highlighting various aspects of the Heritage Study undertaken by David Bick used to create the future heritage overlay for the Shire of Eltham and later Nillumbik Shire.Roll of 35mm colour negative film, 4 stripsKodak Gold 100 5095shire of eltham historical society, activities, heritage tour, st andrews -

The Hotel dates from the 1870's. Daily distances for a bullock team was eight miles, horses could do double that distance. We turned into Cassells Road and on the corner of Ingrams Road we admired an elaborate Edwardian villa, 1900 style. The Aqueduct conveying Melbourne's water supply was a communication line and a technological advance in 1891. It has been enlarged and re-faced and no longer used here but piped underground. Proclaimed a linear park it has reverted to crown land, controlled by local Council. Maroondah Dam was constructed in. 1920 to replace the original weir and at that time: the Aqueduct - as established into the landscape - with bridges and tunnels and pine trees were used to stop rubbish polluting the water."Record of the Society's history and activities and highlighting various aspects of the Heritage Study undertaken by David Bick used to create the future heritage overlay for the Shire of Eltham and later Nillumbik Shire.Roll of 35mm colour negative film, 4 stripsKodak Gold 100 5095shire of eltham historical society, activities, heritage tour, ingrams road, research (vic.) -
