These domestic kitchen bags were donated to the National Wool Museum by Lila Gore. Lila donated Children’s Clothing (RGE 8324) to the museum in 2022 and at her time of donating, inquired as to whether the museum would also be interested in these bags she had been collecting. Lila said there was no reason as to why she was saving the bags, other than she liked the art works and thought they were too good to end up in landfill. She had thought perhaps she would make something out of the bags, or perhaps give the bags to a friend to make something. When Lila was donating the Children’s Clothing to the museum, she thought that the National Wool Museum would be the perfect home for the bags. Domestic kitchen bags such as these date from the late 19th century through the mid-20th century. They were used at home, usually by women, containing household items which would not spoil, such as flour, sugar, animal feed, seeds, and other commodities. In modern times a trip to the supermarket is a daily chore, in the past however, these trips happened far less often, with big sacks such as these a large reason why. In the rural US and Canada, Feed sack dresses and Flour sack dresses, were an iconic part of rural life from the 1920s through the Great Depression, World War II, and post-World War II years. Ceremonial object - 1988 Seoul Olympics Closing Ceremony Paper Lantern, c. 1988
This paper lantern was used by Australian athletes in the ‘Lantern Dance’, the last program of the closing ceremony, the lantern is called “Ch’ong sa ch’orong” and is traditionally used during weddings and festivals.When closed the lantern appears as a large, red spiral bound book with detailed inscriptions describing the way to correctly use the lantern in the ceremony. This description appears in several languages as well as a drawn depiction. When opened latticed crepe paper forms a cylinder. The two thirds of the paper is dyed dyed blue and the last third is dyed red. A small battery pack is used to light the lantern.GAMES OF THE XXIVTH OLYMPIAD SEOUL 1988 o The last program of the Closing Ceremony is called “Lantern Dance”. When all the performers enter the stadium holding lanterns, turn the paper board inside out and press the ends so that they snap shut. This will then allow the lanterns to light up. Hold the lantern by the handle at the centre and gently rock it above your head as shown in the picture. o Listen to the announcements via the ear-phones and follow the signals from the guides for further instructions. o* This lantern is called “Ch’ong sa ch’orong” and was traditionally used during weddings and festivals. Rug, Tascot Templeton Carpet (TTC), c.1990
This rug was woven in the mid-1990s at the Tascot Templeton Carpet (TTC) mills in Devonport, Tasmania. It was an in-house design. The rug was woven as a one-off design exercise and was given a Golden Thread Award by the Australian Wool Corporation. The design never went into standard stock production and was never released for public sale. This rug has been woven with 100% wool on a 1 metre wide loom. The loom was purchased by TTC from United Carpet Mills of Preston and the rug was woven to demonstrate the capabilities of these looms. This rug is an example of Wilton weaving. Wilton differs from Axminster in that it is usually Loop Pile and 100% wool whereas Axminster is Plush (cut) pile and normally 80/20 wool nylon blend. TTC manufactured primarily high-quality narrow and broad loom, Axminster and Wilton carpets for the domestic and commercial market. They operated from the early 1960s until their closure in 2011. This rug was also on display in the Tascot Templeton head offices before being donated to the National Wool Museum in 2021 by Roger Warn. 3 x 3-meter carpet rug woven in 1-meter wide sections. The pattern repeats 3 times both in the width and the length. Starting from the bottom left corner, a square can be seen within a larger circular shape. These circular shapes connect end on end across the width and length of the rug. 5 Circles make up the length of the rug while 6 circles make up the width. Numerous small shapes encompass the entirety of the rug. These small shapes work together to form many interconnected repeating forms that draw your eye in a new direction every time you look at the rug. This dress belonged to Meredith Lenné, a lifelong Brighton resident. She bought it around 1965-66 at Oggi, a fashion boutique at the "Paris End" of Collins Street, while she was working at the Royal Children's Hospital as an occupational therapist. It was her 'good' dress, worn to dinner parties, balls and lunches throughout the 1960s. The hem was taken up and adjusted several times as the fashion moved towards shorter skirts.Emerald green print midlength shift dress, sleeveless, with high neckline and high waist. Back zip. Blanket, Standard issue army blanket
Maker unknown. This blanket was part of the standard army issue kit and belonged to Lois Denshams father, who served at Gallipoli during the first world war. Before donating the blanket to the Running stitch collection, it was kept by Lois' Aunty Nita. Lois remembers that it was kept in her fathers original kit bag and kept at her aunts place because of sad memories about the war which her mother found difficult. The humble army blanket had many uses during war times. Issued with two blankets, it was all a soldier had as a bed to keep warm or without a tent, all they had to provide shelter from the sun, rain or wind. (They were supplemented with a woollen army 'great coat', but soldiers still had to huddle together as keeping warm and dry was a desperate game.) The Lighthorsemen used them under their standard leather saddles for extra padding and in the hospitals they were sometimes the only bedding for the wounded. This blanket belonged to Lois Denshams' father who served in the Australian Army in the First World War, landing at Gallipoli. Since the war, army blankets have come to be regarded as the basic type of blanket -no frills. Our Lady of Mt. Carmel Church was designed by the architect William Wardell. Prior to the construction of the church, mass was conducted at the Daniel Home 'Narbonne'. The foundation stone was laid on 13/11/1804 by the Catholic Bishop of Melbourne, Rev. Dr. J. Goold and the church opened in 1875 with later additions erected in 1890.A coloured photograph of Our Lady of Mount Carmel Church. It is an image of the front on west end of the church which highlights the rose window above the door and shows the skillion roofed room on the south side of the church. Mont Albert State School was officially opened on 23rd April 1917. The school became Mont Albert Central School in 1918, taking in Forms 1 and 2. The school remained a Central School until 1964, when the secondary years formed the basis of a new High School, the Box Hill North High School, later to be named Koonung Secondary College. This is part of a large collection of material related to the Deakin, Mair and Young families, all with connections to Surrey Hills and Mont Albert. Laurie Young was the daughter of Beryl Mair (1916-1976) and Ernest Lance Young (1915-1999). The family lived at 5 York Street and later 11 York Street, Mont Albert. Laurie was born on 18 August 1947. Black and white photo taken of the school building from the path from Barloa Street. There is one large bush to the left of the path obscuring the side of the main building. Badge - WW2 fundraising badge, Tin hat badge, 1940s
Tin Hat Day was established in 1922 after the end of WWI. It raised funds to benefit returned soldiers who had fallen on hard times after the war and during the Great Depression. It continued on during WW2 and into the 1950s. This badge is c1940. The tin hat badge was modelled on the British steel combat helmet known as the Brodie helmet, designed and patented in London in 1915 by John Leopold Brodie. Colloquially, it had many names including the shrapnel helmet, battle bowler, Tommy helmet, tin hat, dishpan hat, tin pan hat, washbasin, and in the United States the doughboy helmet. The German Army called it the Salatschüssel (salad bowl).Tin Hat Day was a significant annual event over several decades. Badges such as are not rare; they were sold in large numbers but as ephemeral items relatively few of those sold were retained.A round metal badge with a domed centre, mimicking a stylised tin hat. Functional object - Deadeye, Late 19th century to 1950s
A dead eye is a part of a vessel’s rig On board sailing ships, dead eyes were used in three different areas. Traditionally dead eyes are made of wood but they have different forms according to where they were used in the vessel rigging. The most common type of dead-eye is flat, with three holes and was used to tension the shrouds, the heavy lines which steadied the masts on each side. Each shroud had a dead eye at the lower end, which corresponded to a similar dead eye attached to the side of the ship. The two were connected with a rope called a lanyard, which was used to tighten the assembly. The stays, heavy lines running forward from the masts, were also tensioned with dead eyes. These are much larger and rectangular, with four or six holes. The third type of dead-eye was a two-holed version attached to an eye at the end of the parallel, which tied a yard to the mast. The loose ends of the parallel rope passed through the dead eye and then down to the deck, making it possible to tighten or slacken the parallel from the deck so that the yard could be more easily manoeuvred. It was especially important for the mizzen yard, which had to be shifted from one side of the mast to the other when tacking the ship.An item used on sailing ships rigging this item of ships equipment and its use has been used from the beginning of the invention of sailing ships going back to ancient times. Paddle Strop
This razor strop is called a paddle strop. ABOUT STROPS Straight razors and cut throat razors were the major tools for shaving before the safety razor was invented in the 1880’s and even today specialty shaving shops still sell the straight razors. Along with the razor, the process of shaving would commonly involve lathering up shaving soap using a shaving brush with boar bristles. Men could own several razors and rotate them through the week and some shops sold the razors in a set, a razor for each day of the week. Straight razors could require stropping more than once during the shaving of a heavy beard, and stropping would also be performed at the end of each shave. Honing would only be performed two or three times a year, preserving the blade’s edge. A lot of skill was needed to hone and strop the blades of these early razors and the methods to do so were a large part of the curriculum in Barber colleges. The razor would be sharpened on a grinding wheel then honed on sharpening stone and finally finished using a strop. Straight edge razors would usually be sold unfinished and that process would be completed by the customer. A razor strop, usually made from leather, thick canvas or light timber, would be used to straighten and polish the straight razor for shaving. Strops could also be used to polish other blades such as knives, small metal tools and chisels. Sometimes an abrasive polishing compound is also used to give a mirror finish. Some strops, such as this one in our Collection, are designed to be used while hanging from a nail or peg, while others are hand held. To use the strop draw the spine of the blade down along the strop with the blade following, without putting any pressure on the blade. At the end of the stroke, rotate the blade over its spine then draw the spine along the strop again so that the edge moves away from the top. The finer grade of leather strap is used to give the final finish. Wooden paddle strop, (or raxor strop or cushion strop). Strop has two leather sides, numbered 1 and 2, on a slotted paddle. A lot of skill was needed to hone and strop the blades of these early razors and the methods to do so were a large part of the curriculum in Barber colleges. The razor would be sharpened on a grinding wheel then honed on sharpening stone and finally finished using a strop. Straight edge razors would usually be sold unfinished and that process would be completed by the customer. A razor strop, usually made from leather, thick canvas or light timber, would be used to straighten and polish the straight razor for shaving. Strops could also be used to polish other blades such as knives, small metal tools and chisels. Sometimes an abrasive polishing compound is also used to give a mirror finish. Some strops, such as this one in our Collection, are designed to be used while hanging from a nail or peg, while others are hand held. To use the strop draw the spine of the blade down along the strop with the blade following, without putting any pressure on the blade. At the end of the stroke, rotate the blade over its spine then draw the spine along the strop again so that the edge moves away from the top. Instrument - Letter Scale, Late 19th Century
Before 1851, letters sent through the mail were charged by the number of sheets it contained and the distance it travelled. For example, a letter consisting of one sheet of paper was charged the single rate; a double letter, that is two sheets, was charged double the single rate, a treble letter, was charged three times the single rate, and so on. In other words, each additional sheet of paper increased the charge by one rate. In Great Britain. Sealing a letter in an envelope effectively put an end to postal clerks' ability to count the number of sheets in a letter and an alternative method of determining the postage had to be found. Overweight mailings had previously required the items to be weighed but with the introduction of the Uniform Penny Postage act of 1839, the public could mail a letter not exceeding a half-ounce in weight within the United Kingdom for one penny if prepaid, or two pence if paid on delivery. At about the same time that the adhesive postage stamps and envelopes made their appearance, postal administrations began to experiment with strategically placed street letter boxes, known as pillar boxes because of their round, pillar-like shape, that permitted the public to mail letters from a place other than from a post office. For all these reasons, the use of postal scales became the nucleus of every post office. Scales had been in use since ancient Egyptian times so their use for everyday commerce was not unusual in the 1800s. What was new in 1840 was their ubiquitous use throughout the postal system. No post office could function effectively without one. Although the earliest scales used in post offices did not differ markedly from the ones in general use as time went on they were adapted specifically for postal use. For example, a paper sleeve, also known as a weight sticker, was attached that showed the applicable rate of postage for any given weight. This innovation was quite a time saver as postal clerks no longer needed to weigh the item first and then refer to a separate chart to determine the required postage for that particular weight. Victorian postal scales were used in village Post offices in the late 19th century, of which there are many examples today for sale. No maker can be attributed to the manufacture of the item. Functional object - Deadeye, Late 19th century to 1950s
A dead eye is a part of a vessel’s rig On board sailing ships, dead eyes were used in three different areas. Traditionally dead eyes are made of wood but they have different forms according to where they were used in the vessel rigging. The most common type of dead-eye is flat, with three holes and was used to tension the shrouds, the heavy lines which steadied the masts on each side. Each shroud had a dead eye at the lower end, which corresponded to a similar dead eye attached to the side of the ship. The two were connected with a rope called a lanyard, which was used to tighten the assembly. The stays, heavy lines running forward from the masts, were also tensioned with dead eyes. These are much larger and rectangular, with four or six holes. The third type of dead-eye was a two-holed version attached to an eye at the end of the parallel, which tied a yard to the mast. The loose ends of the parallel rope passed through the dead eye and then down to the deck, making it possible to tighten or slacken the parallel from the deck so that the yard could be more easily manoeuvred. This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. It tells of stopping work due to the water being too rough, the pipe choking, difficulty in connecting pipes, and pipe joint breaking as it tried to get through the sand, The report in the document is significant for its connection with the Warrnambool Harbour, Warrnambool Breakwater, Warrnambool Jetty and Lady Bay. The report gives figures for the depth and consistency of the water and seabed at a particular point in time and can be used to compart with similar figures taken at different times. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. Bradley and Hubbard established their company in 1852 in Meriden, Connecticut when Nathaniel and William Bradley, Orson and Chitten Hatch, and Walter Hubbard, formed Bradley, Hatch & Company. This incarnation of the company only manufactured clocks. The Hatch brothers sold their interest in the company in 1854 and it was renamed, Bradley & Hubbard. Clocks remained the firm's primary product into the 1860s. In addition to their line of clocks, Bradley & Hubbard also produced a wide range of household items including match safes, call bells, andirons, urns, bookends, frames, desk accessories and vases. Technological advances in drilling and refining crude oil in the late 1850s and early 1860s paved the way for the demise of whale oil as lamp fuel. Soon after Colonel Edwin Drake struck oil in Titusville, Pennsylvania on August 27, 1859, Nathaniel Bradley saw an opportunity to capitalize on the future of this new fuel. Nathaniel decided to produce an extensive line of kerosene burning lamps this proved to be a wise business decision. Kerosene was soon to become a widely used, safe and relatively inexpensive lamp fuel. Between April 7, 1868, and December 23, 1913, the company was listed as the assignee for at least 89 lighting patents. Many of these patents were for lamp and chandelier designs and various improvements in lamp burners. In 1875 the company reorganized to form the Bradley and Hubbard Manufacturing Company. Walter Hubbard served as President and Nathaniel Bradley as Treasurer. The firm enjoyed rapid growth throughout the 1880s. By 1888, the company employed over one thousand workers and had showrooms in major cities including New York, Philadelphia, Boston and Chicago. One of the most prolific of the B&H products was the Rayo lamp it produced under contract for Standard Oil. In keeping with the changing times, Bradley & Hubbard produced a variety of electric lamps as well. Walter Hubbard passed away in 1911 and Nathaniel Bradley in 1915. The company continued through the 1930s and was purchased by the Charles Parker Company, also of Meriden, Connecticut, in 1940. The Parker Company was quite diversified in its product line, also producing an extensive line of lamps and high-end chandeliers. Parker operated its acquisition as the "Bradley & Hubbard Division." Parker ceased production of the Rayo lamp in the early 1950s. In 1973, the Bradley and Hubbard buildings were demolished, effectively ending that chapter in American lighting manufacture.Early innovation in kerosene lamp burner design by Bradley and Hubbard lamp manufacturers who at the turn of the 20th century were the biggest lamp producers in the world. The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. This plan shows a round tower, including the stairs, windows on the tower and the weather vane on the top. *4/3/9 [1909] – ‘Additions and Repairs, Lighthouse Quarters, Warrnambool, General Plan’ (2375.8)* Department of Public Works Melbourne’s official stamp is signed by Croft. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne. (See In Times Gone By - Deborah Hall) The Orbost Butter and Produce Co. Ltd , registered on June 1st 1893, was an important source of income to the Orbost district. Two large ledgers.
