Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Letter, Letters from Richard Squire to his son Tom 1935
In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age." He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. MINE MANAGERS’ ASSOCIATION. Ballarat Branch. ... Mr R. B. Squire, manager of the West Berry Consols, at Allendale, submitted a paper detailing what he had done tor the betterment of ventilation in the alluvial mines of Smeaton and Mary borough districts- Members gave Mr Squire every credit for the results that he claimed to have effected; the adoption of his ideas had testified to their value to mine-owners. It was painted out, however, that for want of a thorough debate of the subject with experienced men the author had unwittingly included some general statements that required modifying in some points and extending in others, in justice to other workers among the earlier and the present day managers of mines. Raised wooden carved grapes and leaves adorn the top edge. In the centre, on the scroll are dedication words in Honour of the Brave Men From Wycheproof State School. A small wooden cupboard is attached underneath for War Service Records. This photo is in a display Book registered number 02089 at the Court House. Shows signatures of Shire President W.J. Taylor and all Councillors: E.H. Cameron, W.C. Farrell, John Scott, William Morris, John Bell, G. Love, John Herbert, John Lawrey and Shire Secretary, C.S. Wingrove. Bell, John J.P. Kangaroo Ground, a Scotchman by birth, born in 1891, came out to Melbourne in 1839 in the ship David Clarke, and after remaining in Melbourne one year, and for a short time at Bulleen, went in 1841 to Kangaroo Ground, and purchased 160 acres of land where he now resides, having also 270 acres at Yarra Flats. At the time he settled on the Kangaroo Ground there were but three people in the district, of whom two were shepherds, and the entire country was bush. Mr John Bell’s father, the late Mr. William Bell, first purchased land, and with the assistance of his sons, cleared, fenced, and subdivided it. Mr John Bell has been a member of the shire council since its formation, and for the past twelve years has been a justice of the peace; and he is a member of the National Agricultural Society of Victoria. He has three sons and two daughters, all married. from "Victoria and its Metropolis: Past and Present" written in 1888 by Alexander Sutherland. Situated at 810 Main Road on the corner of John Street. The Church was surrounded by a picket fence and tall pine trees. The Church was built by George Stebbings in the 1850s and is an example of fine craftmanship. Formerly Wesleyan, Methodist then Uniting church; the foundations of the church building were constructed with stone from the walls of the first Eltham State Primary School (No. 209) building which collapsed in 1874 and were purchased by Robert David Taylor. REVISED STATEMENT OF SIGNIFICANCE, CONTEXT, 2010 via Victorian Heritage Database What is significant? The 1880 bichromatic brick church and the surrounding site to the title boundaries. How is it significant? The church is architecturally, historically, socially and spiritually significant to the Shire of Nillumbik. Why is it significant? The church is architecturally significant as a finely detailed example of a brick 19th century rural community church, one of only four in the Shire (Criteria E & B). The church is historically significant as an important link with the time when Eltham was a small, insular country settlement. Also for the historical evolution visible in the complex, with the modest 1880s church and larger red brick rear hall from the early 20th century as a reflection of population growth in the area (Criterion A). Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. Cameron lived at Pigeon Bank, Kangaroo Ground and died 27 September 1915. Names on the photo include: A. Beale, C. H. Bath, W. Morris, S.W. Scott, A. L. White, J. Fitch, W. G. Gray, J Darly Mealy, W. White, 360 Main Rd., Eltham presented this copy to Council. One of the originals of this photograph was destroyed in the fire which burnt the Shire Offices at Kangaroo Ground in February 1934.This unique photo documents early pioneers in the Shire of Eltham. The context of its origins further illustrates the esteem of which E.H. Cameron was held in the community. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Around 1940-42 the clockwork mechanism was wound by hand for payment of 2/6 (25 cents) per week, payable half yearly. This photograph shows the steam dredge Pioneer working to remove silt in Lady Bay, Port of Warrnambool. The dredge belonged to the Ports and Harbours department in Melbourne. Also in the photograph are two moored vessels, and the Warrnambool Lifeboat shed and Rocket house built on the Warrnambool Breakwater. The Warrnambool Harbour had been experiencing heavy silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890. The Ports and Harbours' new, larger suction hopper dredge, the Matthew Flinders, was also employed in May 1919 to remove the heavy silting in the Harbour. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting. The Matthew Flinders was still dredging the Harbour even in the 1930s. (The ship’s original master was J G Rosney. In February 1922 Percy Taylor from Ports and Harbours joined the Matthew Flinders as a Mate. 1923 the master in charge was Captain Dunbar. In August 1926 Percy Taylor was appointed as her Master and was later transferred to the Pioneer as Master in 1933.) 1930 the dredges were no longer required as the Harbour was no longer suitable as a port. However, one source notes that the Matthew Flinders was still dredging the Harbour in 1938.This photograph is significant for its association with the Port of Warrnambool, the Warrnambool Breakwater, and the issue of the silting in Lady Bay. The photograph is significant historically as it shows a point in time when efforts were employed to keep the Port of Warrnambool functioning, allowing shipping activities to continue operating. The need for dredging in the Warrnambool Harbour was a serious and ongoing problem, as silting continued to happen after a series of measures were taken to try and resolve the issue. Eventually, the Harbour could no longer function successfully as a port.Photograph, black and white, showing two similar images and printed together.
