Flagstaff Hill is a maritime museum which draws on the rich maritime history of the region. It is situated overlooking Lady Bay in Warrnambool and is designed to represent the town of Warrnambool in around the 1870-80’s As well as paid staff on site it enjoys a large volunteer group who do various tasks around the village from tours to maintenance and recording of information. This badge recognises the contribution of one such volunteer. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Barry Rochford, Nillumbiuk CEO defends the use of the power.The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Float passing by the stoned retainer wall of Our Lady Help of Christians near the corner of Henry Street and Main Road Eltham. The float included a bark hut encompasing the motorised vehicle towing a trailer representing pioneers with a banner reading "The true heroes our pioneers". People dressed in historical costume sit on the float. This same float also participated in the Centenary parade in 1971. Floats were generally organised by community groups. EDHS would be pleased to learn which group organised this float. Faded, sepia toned photograph, with stained cream-coloured cardboard mount and timber frame. The photograph was taken on 19 October 1877 and features the building then used by Ballarat College on the grounds of St Andrews Kirk, Sturt Street Ballarat. The foundation stone for this building was laid 12th September 1874. Grouped in front of the building are a line of 13 girls and two boys. Behind them stands a line of 26 older looking girls, and three men stand in the background. From 1877-1891 Ballarat College was co-educational, so it is likely that the girls in this photograph are the first years’ cohort of female students in 1877. The woman standing to the far right, a little apart from the line of girls could be the ‘Lady Principal’. Handwritten on the back of the photograph: ‘F.I. This photograph and a matching earlier photograph are the images of a painting of the British steamship SS Warrnambool at Dover Strait in the English Channel. The photographs were donated by the painting’s owner, who acquired the 30” x 56” (76 x 142.5 cm) oil on canvas painting in 1998. Both photographs were accompanied by a letter, one written in 2001, and the other in 2003. The letters confirm that the artist of the painting was Charles Keith Miller, signed with the initials “CKM” and dated “1893”. The painting shown in the photographs was a gift to the Town Council of Warrnambool, presented to Warrnambool folks in Melbourne on December 1, 1892, by the Captain of William Lund’s ship SS Warrnambool. The painting was given by Lund in appreciation of the Ladies of Warrnambool who had presented the ship with a ‘house’ flag bearing the Blue Anchor Line’s symbol of a diagonal blue anchor on a white background; the ladies had made the decision to present the flag only a month earlier. A few days later, December 6th, the SS Warrnambool was on its homeward journey to Britain, sailing via Adelaide. It anchored for a short time off the Port of Warrnambool. A boat was launched from Lady Bay to take a group of friends to the ship with a delivery of gifts. After cheers were roused for both the ship and the Captain, the ship continued on its way. The photograph shows the gifted white flag with a diagonal blue anchor flying from the masthead. The same symbol is painted on the ship’s black funnel. The signal flags on the foremast display ‘M’ ‘R’ ‘V’ ‘B’. These letters are most likely the ship’s call number ‘MRVB’. Although the painting was given as a gift in December 1892, it is post-dated “1893”. Perhaps the painting was given earlier than anticipated; or the date added later, but whatever the reason, the provenance of the painting was confirmed at auctions of this painting and other works by the same artist. CHARLES KEITH MILLER 1836-1907:- Captain Charles Miller left his home in Scotland at the age of 15 years for a life at sea. He earned his Master’s Certificate ten years later. After being the captain of sailing ships he moved over to the steamships because they were faster. In 1866 he married and settled in Glasgow. Over the following eleven years he and his wife had five children, then sadly his wife passed away. Captain Miller returned to the sea for a while but in 1888 he gave up his sea life to spend his time as a marine artist. His understanding of seafaring life and vessels, combined with his artistic skills, gave him the ability to produce fine art and several galleries and museums have collections of his sought-after works. S.S. WARRNAMBOOL 1892-1925:- The steamship SS Warrnambool was built in 1892 by the Sunderland Ship Building Company for the Lund Line of London, founded by William Lund in 1869. It efficiently carried both passengers and cargo across the world to Australia, under the command of her master Captain Joshua Edward Iibery, who had many years of experience with the Blue Anchor Line. The company, referred to as the Blue Anchor Line or BAL, owned a fleet of both sail and steamships. The funnels of all of the steamships were painted black, with a white band around the top bearing a diagonal blue anchor and chain. The company’s house flag was also white with a diagonal blue anchor. The SS Warrnambool carried passengers and cargo in a ‘no frills’ service to and from Europe around the Cape of Good Hope, stopping at some ports in between. The ship was involved in bringing home returned solders in 1895. At one time it carried a doctor from Victoria, Australia, to assist at the war front in South Africa. The ship had a very good reputation for its cargo arriving ‘almost always in excellent condition.’ Exported goods from Australia included iron safes, flour, wool, apples, frozen rabbits, butter, cheese, pork, cattle, poultry and sheep. One remarkable delivery contained Ostriches for Queen Victoria and they survived the journey well. The SS Warrnambool was sold in 1900 to the British and South American Steam Navigation Co. Ltd of Liverpool and was renamed ‘Harmodius’. The company was managed by R.P. Houston & Company of London and its Houston Line funnels were red with a black top. The Harmodius was sold in 1919 to K.S.S. Co. Ltd, managed by Kaye Son & Co. Ltd. of Liverpool, and was renamed ‘Kut’. The line had black funnels with a white ‘K’ in a diamond or between white stripes. In 1926 it was purchased by T.W. Ward Ltd. and broken up. NOTE- other vessels named “Warrnambool” Two other vessels carried the name “Warrnambool” (1)- HMAS Warrnambool J202 (1941-1947), a Bathurst Class corvette vessel owned by the Royal Australian Navy, destroyed by a mine. The photograph is significant for its association with the painting "SS Warrnambool" by well-known early 20th century marine artist Charles Keith Miller, whose paintings are well valued. The painting and the photograph of it are namesakes of Warrnambool and are connected through the gifts exchanged between the ship company owner, the City of Warrnambool and the Ladies of Warrnambool; the House Flag and the painting by C K Miller. The image is a good likeness to original photographs of the late-19th to early-20th century steam and sale vessel. Coloured photograph of a painting, the steamship S.S. Warrnambool. The lady standing in the middle of the seamen is probably the hostess of the event. Hostess was often the secretary of a branch of the Ladies' Harbour Lights Guild. The Mission and the Ladies Harbour Light Guild organised many social events for seamen especially during the Christmas period. This one is one o the many events organised at the St John's College (formerly Cumloden College between 1891-1905) on 195-201 Alma Road, St Kilda East, in what seems to be the gymnasium (as per the ring hanging from the ceiling on the right). The reverend seen at the back could be Canon John Stephen Hart, successor of Canon Reginald Stephen, who welcomed the groups at the school on this occasions.The photograph depicts a group of seamen seated at tables inside a room waiting for a dinner to be served. Group includes people identified with an 'X' as Maisie with Laura Williams and Pop. The photo is the same group of people taken at the same time as SEPP_0721 (Lady Premiers 1909-1910). This is not a typical formal sports group pose, with only two women identified as holding racquets. 33 individuals, including men and children and one dog pose for the camera, the majority of whom are not dressed to play tennis. The court shows clear markings for tennis and a flag is flying in the background. The photograph is taken from inside the wire enclosure. There are mature gum trees in the background. The tennis court was situated in Eltham South at Bremner’s Flats (near present day Wingrove Park). The information included with the photocopy suggested this was the opening of the first Eltham Tennis Court however this is inaccurate. The Eltham Lawn Tennis Club was formed on a Saturday evening, the 29th of October, 1898 at a meeting held at the Eltham State school. The meeting was large and representative. Twenty members were enrolled, and eight more have since been added. Officers and a committee were duly elected, and the Treasurer was instructed to purchase the necessary requisites without delay. By the end of the first week in November all the requisites were to hand, two courts were marked out, and practice begun. The formal opening of the Courts of this Club took place on Saturday, November 12, 1898, when 26 members and their friends assembled. After several sets had been contested an adjournment was made for tea provided by the members and nicely laid out under the shade of the trees. Afterwards, sets were again formed and the game was proceeded with in a lively spirit till nearly dark, when all dispersed having thoroughly enjoyed themselves during the afternoon.
