The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Stevenson, Robert, Kangaroo Ground, was born in the County of Evelyn, Victoria in 1845, He is the son of the late Joseph Stevenson and retains the property purchased by his father, with 47 acres adjoining, making in all 127 acres, where he carries on farming, and also a vineyard, the grapes from which have taken a number of prizes at agricultural societies’ shows at Heidelberg and other places. Australasian (Melbourne, Vic. : 1864 - 1946), Saturday 2 May 1903, page 25 ________________________________________ ELTHAM A POPULAR HOLIDAY SPOT. By L.J.J. The village of Eltham, with its 377 in habitants, is prettily situated on Diamond Creek, a tributary of the Yarra, 16 miles from Melbourne. Yet, in spite of it being so easily accessible from town, few people are aware of the beauties of this early settlement. Prior to June last year one had to journey by coach from Heidelberg to Eltham, but now the railway conveys passengers through from Melbourne to Eltham, first-class return, for 1/9. The opening of this extension to Eltham was the last ceremony performed by Lord Hopetoun, on June 5, 1902, prior to his departure from Australia. Sauntering through the township one autumn morning recently I was constantly reminded of scenes characteristic of Surrey or Sussex villages. There is the village pond (so essentially English), reflecting in its clear water a quaint cottage, dwarfed by a huge gum tree, an old smithy, and a hostelry, built quite fifty years ago, the flooring-boards of which the landlord informed me with pride were of Singapore cedar, and quite fit for another fifty years' wear. Then there are the village school, the shoemaker's, the drapery store, and the butcher's shop, all seemingly as they were when first they were erected many years ago. Poplars grow to a great height at Eltham, and just now they are to be seen in rich autumnal tints. The already leafless fruit trees on the slopes of the creek denote the near approach of winter. Orchardists were taking advantage of the recent rains, and were busy ploughing and harrowing between the trees, while the magpies and other birds were picking up worms and grubs on the newly-turned soil. The busy time for Eltham is the holiday season, and then the inhabitants are put to their wits' ends to provide for the rush of picnic parties, cyclists, and other excursionists. The special train, containing a large number of members of Parliament, including Mr Trenwith, the Minister for Railways, left Prince's Bridge at half-past eleven, and arrived at Eltham at twenty minutes past twelve. The party was accompanied by Mr Fitzpatrick, Acting Commissioner for Railways; Mr Lockhead, the Traffic Manager; and Mr Norman, Engineer for Existing Lines. On arrival, the visitors were entertained at a banquet in the marquee, of which a photograph is given, erected close to the railway station. Mr E. H. Cameron, M.L.A., the member for the district, occupied the chair, and, seated on his right, was Mr Mason, the Speaker of the Legislative Assembly, and on his left the Minister of Rail-ways. After the banquet His Excellency the Governor-General arrived, and was received and welcomed by Mr Cameron, the local State school children singing the National Anthem. The Governor-General, in declaring the line open, said that he felt highly honored at being asked to perform the opening ceremony, and he trusted that the railway would be a source of great convenience to the inhabitants of the district. He was sorry to say that this would be the last opportunity he would have of seeing them. It cost him a great deal to leave them. (Hear, hear.) He had a great many friends amongst all sections of the community, and he could hardly bear to trust himself to speak about leaving them. (Hear, hear.) He was sorry Lady Hopetoun was on the high seas, and unable to accompany him that day. Mr Cameron thanked his Excellency for performing the opening ceremony, and hoped the trip home would have the effect of restoring His Excellency to good health again. In replying. Lord Hopetoun thanked them sincerely for the cordial vote of thanks. He hoped Providence would shower her blessings over them, and that they would have a series of good seasons. He would always keep a warm corner in his heart for the people of Victoria. (Loud cheers.) THE COUNTRY. In our illustrations, views are given of a couple of sections of the new line, and glimpses of the surrounding country are shown. The line is eight miles in length, and cost £51,000 in construction. Eltham, which is the terminus, possesses many of the features that go to make a favorite holiday resort. It is a quiet picturesque little hamlet, snugly ensconced on the slope of one of many sombre-tinted hills by which it is sur-rounded. Even when viewed under ad-verse conditions one could not fail to be-impressed with the natural, rugged beauty of the place. It is situated about sixteen miles from Melbourne, and the line takes a circuitous course through a continuation of pretty undulating country. At intervals on the slopes of the surrounding green-mantled hills, patches of brown, freshly tilled soil indicate that for all its serene reposeful-ness Eltham possesses its phases of industrial life as well. Looking down into this valley from the main road which skirts the slope of a hill, distant something less than a quarter of a mile from the railway station is one of the prettiest pieces of scenery in the district. Verdure-clad hills ascend on all sides, whilst beneath stretches a broad expanse of carpet-like green sward, dotted here and there with picturesque homesteads, each with its patches of tilled soil. In the township itself the dwelling-houses are comparatively few, the larger portion of the inhabitants residing in the scattered homesteads. Eltham is as yet only in its youth, but energetic and un-tiring public men can effect wonders in a community's prosperity, and Eltham, whatever other real or imaginary advantages it may lay claim to, certainly possesses this one. In the township itself the dwelling-houses are comparatively few, the larger portion of the inhabitants residing in the scattered homesteads. Eltham is as yet only in its youth, but energetic and un-tiring public men can effect wonders in a community's prosperity, and Eltham, whatever other real or imaginary advantages it may lay claim to, certainly possesses this one. Group of men, a railway construction gang, some with shovels, pose beside an old R-Class 0-6-0 steam locomotive (built by Phoenix Foundry) during construction of the Heidelberg to Eltham line circa 1899-1901. The first wagon contains track ballast and the sides have been lowered for the men to shovel it out for distribution on the track. The tall man without hat beside the tender is "Mrs Batherway's Grandfather". Coach with flaps takes aboard passengers. It travelled between Kinglake and Hurstbridge. The vehicle has advertising on the side indicating: W. BODY. HURSTBRIDGE bread and pastry. The Advertiser on 15 Sep 1922 has a display advertisement on page 2 indicating that Hurstbridge bakery 'W. Body wishes to notify the Public of Hurstbridge and surrounding district that he has purchased Mr Oliver's business'. The Advertiser, Friday 10 November 1922, page 2: Mr J. D. Chalmers, who runs the motor service from Hurstbridge to Kinglake, has just had a large, body built on a two-ton motor, which will be serviceable for either 25 passengers or general goods. The work was entrusted to Mr. D.G. Graham, motor and coach builder, Hurstbridge, who completed it within a month, the finish, painting, etc.. being quite up to the standard of a city shop. The mail coach operated the route between Kinglake and Hurstbridge motor route, on which Mr. Sharpe had pioneered and run a motor mail route with a bus which carried 20 passengers, for many years but Sharpe's license for his motor bus was refused by the Country Roads Board mid 1930 as his bus was considered too large . In February 1935, Mr Sharpe was granted a license to carry passengers between Hurstbridge and Kinglake and Mr Kell between Kinglake and Hurstbridge. The Silver Street Bridge, 1901 Butty Gang workers excavate a rock cutting near the Silver Street bridge prior to laying of track. The Butty Gang system versus the Contract System was subject to public debate regarding cost benefits at the time of the Eltham line construction. Butty gang workers were a group of men who take a contract for a part of a work, as in the construction of railroads, etc., the proceeds being equally divided between them, with something extra to the foreman. Some hold picks, a couple of horses and carts are lined up probably for carting the broken rock away, dirt, rocks and shale lay at the bottom. A pair of small wooden buckets are evident, most likley to provide drinking water. The timber Silver Street bridge crosses the cutting in the background. Luncheon reception held at Austin Hospital, Heidelberg to open appeal for the Stage 2 Building Appeal. L-R: Mr. Colin J. Bock, Shire secretary/Chief Administrative Officer, Cr. J.O. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. Eltham Shire Councillor Albert Price joined over 500 spectators for the official opening of the new re-inforced concrete bridge across the Diamond Creek at Hurstbridge. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. The interment will take place in St. Helena Cemetery, near Eltham township, today. Secretary, Eltham District Road Board 1858-1871 Secretary for the Shire of Eltham 1871-1904. Nearly 50 years service to the local community. For about twelve years he also filled the position of shire engineer for Heidelberg council.
