The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Hymettus won the Caulfield Cup in 1898 and the owners built this house, near Lake Wendouree, with the winnings. It won the title of Ballarat's Champion Cottage from 1915-18. Their polished wood finish appears to be original to their date of manufacture during the 1960s‐70s. They were located in the head keeper’s and assistant keepers’ quarters, where their use for office purposes also may have crossed over to a domestic function. In the post‐war years the Commonwealth Lighthouse Service (CLS) introduced modern, low‐cost furnishings to lightstations. Most notably, it commissioned a number of light, compact and functional items in bulk from émigré designer, Steven Kalmar (1909‐ 1989), who played a significant role in popularising modernist design concepts in Australia and drew his ideas from Scandinavian and American design trends. Born in Hungary, he trained as an architect and his contemporary affordable furnishings were especially suitable for the open‐plan houses being built in Australia’s new post‐war suburbs. It is not known whether the bookcases bear the Kalmar label, but the design, particularly the legs and bar bracing, is a signature style that is associated with his Sydney‐based firm, Kalmar Interiors. The CLS supplied the same bookshelves to a number of other lightstations, including Point Hicks, Cape Otway and Gabo Island, as well as other types of furnishings such as tables and cabinets. The bookcases have first level contributory significance as examples of the modernist furnishings that the Sydney‐based firm, Kalmar Interiors supplied to the Commonwealth Lighthouse Service in the post‐war years.The bookcases stand at about bench level and are almost square in dimension. They have two adjustable shelves as well as the base shelf and stand on legs supported by a single stretcher with a polished wood finish. -

While they may appear to be original to the rooms, the items are not evident in any of the historic photographs surveyed in the course of this report, so their historical association with the Chalet does not appear to be strong and enduring. Some, including the Art Deco dining table and chairs in the Music Room ( MBC0038.2) ... appear to be domestic furnishings rather than those of a 'resort house'. Billiard table
The Billiard Room and South wing were completed in 1914, built by recommendation of the Lesee John Newton and the Government Tourist Officer and Supervising officer of the Government Chalet, James Boyce... "Boyce was present at the Chalet on 14 March to witness the completion of the new wing's foundations ...when he returned in June he found the wing approaching completion and that '... the billiard table was expected to reach the Chalet during the week'. The table possibly came second-hand from the Oriental Hotel, Bright. When visiting in March, Boyce had heard from a Mr Tewksbury 'that he is disposing of those at the Oriental Hotel so that if the Public Works Department is going to provide the table for the Chalet it might be possible to pick one up cheap from the Hotel'. It's reasonable that the Chalet did acquire one of the second-hand tables in 1914 and, and changed over to a new model in the 1930s. Three billiard tables remain in the Chalet Billiard Room today; one full sized table and two smaller tables, one perhaps a pool table. The full-sized table was made by the well-known billiard table manufacturers Alcock, Thomson & Taylor, who adopted this name when they merged their billiard businesses in January 1930. Henry Upton Alcock had initially established the business in Fitzroy in the mid-1850's and the table at the Chalet resembles the 'Squatter's Favourite' model that Alcock first produced in the nineteenth century from Australian timbers. this style of table was installed in Melbourne's Parliament buildings, several prestigious clubs as well as hotels and houses."(Pg 13-14. "A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre". Slide - State Ballroom: Government House Victoria, John T Collins, 1979
Government House, Melbourne was constructed between 1972 and 1876 to a design of William Wardell. The interiors including the ballroom were created soon after the building's opening. The Victorian Heritage Register citation notes that the extravagant single storey State Ballroom occupies the entire south wing. The slide is significant as it represents the decoration and furnishings of the State Ball Room in 1979.One of six colour transparencies, purchased from John T Collins of interior and exterior views of Government House, Melbourne. Cabinet
Cupboard is original to Lighthouse. This nineteenth century cedar furnishing has two doors and one internal shelf. It remains in the lighthouse although its original location was probably the lantern room, where similar surviving cabinets are more typically found. It was purpose built for the lighthouse with a curved back to fit the proportions of the tower interior with the wood reputed to have originated from a partition in the assistant lightkeepers’ houses, and the cupboard doors possibly crafted at a different time. Curved cabinets similar to this example can be found at three other early lighthouses investigated by this study. It is possible that these specially designed cabinets were included in the standard complement of furnishings provided to the colony’s lightstations by the Victorian Public Works Department. Other similar cabinets with curved backs remain in the Point Hicks Lighthouse and at Cape Nelson (two examples )and Cape Schanck, which has a curved front as well as back .The Gabo Island cabinet has first level contributory significance for its historic value, uniqueness, provenance to the lightstation and clear association with the functions of the lighthouse lantern room.Two door wooden (cedar) cabinet. Commonwealth government issue. This nest of tables are currently in use by the lighthouse staff.The set of three tables of descending size are designed in the same distinctive style as the bookcases and share the same wood type and finish (GILS 0012.2). Information on the underside of the tables indicates they were purchased by the Commonwealth through the Department of Transport for the CLS. The design bears the stylistic marks of the easily recognisable furnishings produced by the Kalmar firm, Sydney. Steven Kalmar (1909-1989), who migrated to Australia in 1939 and opened his own interiors business in 1949, played a significant role in popularising modernist design concepts in Australia drawing his ideas from Scandinavian and American trends. Born in Hungary, he trained as an architect and his contemporary affordable furnishings were especially suitable for the open-plan houses built in Australia’s new post-war suburbs. He closed the retail side of this in 1957 and concentrated on commissions, some for large-scale orders. One of these bulk orders came from the Commonwealth Government sometime between 1957 and the early 1970s, with several examples of light, compact and functional domestic furnishings supplied to lightstations in Victoria. Because the order was placed by the CLS, it is possible that Kalmar furnishings were also provided to lightstations in other states. Additional examples at Gabo Island include three bedside tables (GILS 0042.2 & 0076.10), chest of drawers (GILS 0077) and two bookcases (GILS 0012.2), with the backs of at least two of the furnishings bearing the Kalmar label. Kalmar furnishings in the other Victorian lightstations investigated by this study include bookcases at Cape Otway, Cape Nelson (3 examples) and Point Hicks (2 examples); two bedside tables at Cape Otway, and a long coffee table at Wilsons Promontory. The set of tables has first level contributory significance for their clear provenance, completeness and association with Steven Kalmar whose functional designs introduced modern, low cost furnishings to a number of Australia’s lightstations.Nest of three Scandinavian style tables, solid wood. Probably used in the past to house the Signal Flag set at the lightstation. Appears to have been stored in the old stables for a number of years.The rectangular wooden cabinet has the distinctive features of a flag locker, comprising numerous open compartments of the same size each for storing a signal flag of a unique design. It has three internal shelves and a bench top, and is painted grey, a colour that is used for many of the wooden utilitarian furnishings in the six lightstations Parks Victoria manages. The cabinet, without its flag contents, was found in storage in the old stone stable building and is highly likely to be original to the lightstation. A wooden flag locker is held at Wilsons Promontory Lightstation. A wooden locker comprising two sections of 16 pigeon holes and four cupboard doors is held at Cape Otway The two flag lockers at Cape Nelson Lightstation are included in Victorian Heritage Register for contributing to the significance of the lightstation. The Nelson, Otway and Promontory lockers have associated sets of flags which are original to the lightstations. The Gabo Island cabinet has second level contributory significance for its provenance to the lightstation.Timber cabinet painted grey, partitioned with numerous open compartments of the same size . -

The two identical bookcases probably date to the 1960s-70s period and retain their original light wood finish. They contain two adjustable shelves as well as the base shelf and stand on four legs braced by a stretcher extending across the front and around the sides. The bracing and the angled slightly curved front legs, which do not align with corners of the cabinet, produce the appearance of a box resting on a separate frame. These modern style bookshelves are examples of the low-cost furnishings that the Commonwealth Lighthouse Service (CLS) introduced to Australian lightstations in the post-war years. Most notably, it commissioned a number of light, compact and functional items in bulk from émigré designer, Steven Kalmar (1909-1989), who played a significant role in popularising modernist design concepts in Australia and drew his ideas from Scandinavian and American design trends. Born in Hungary, he trained as an architect and his contemporary affordable furnishings were especially suitable for the open-plan houses being built in Australia’s new post-war suburbs. This religiously themed window is situated in the western (weather) wall of the St. Nicholas Mission to Seamen’s Church building in the Flagstaff Hill Maritime Village. It was crafted circa 1928. ABOUT THE WINDOW This window, once known as the Dr Connell Memorial Window, was a feature of an external wall adjacent to the Women’s Children’s Wards of Warrnambool Hospital. Honorary Doctors had played a significant role in the operation of the hospital between the years 1900 to 1939. One of these doctors was Dr. Connell, who passed away in 1928. The green glass plaque is also a registered object in Flagstaff Hill's Collection. Its inscription dedicates the window to Dr. Connell. The inscription reads: “A tribute to Egbert John Connell M.B.B.S. who for 30 years rendered devoted and valuable service to this institution. Obiit April 4th 1928 A.D." A paragraph in the book ‘A History of the Warrnambool Base Hospital’ by Forth and Yule describes the role of the Honorary Doctors - “At the start of the period the senior-part time medical officer was replaced by the junior resident medical officer and control of beds and the right to operate were given to the honorary medical officers...and these men dominated the Warrnambool medical world in the years before the Second World War.” Dr. Connell leased ‘Ambleside’, 192 Koroit Street, in the early 20th century, following Dr Teed who had previously run his medical practice there. In 1914 Dr Connell purchased the property and continued his private practice there until his death in 1928. He also took a prominent part in hospital work, both as physician and surgeon, and often acted as spokesmen for the Honorary Doctors. According to colleague Dr. Horace Holmes’ subsequent notes, it was after the close of the First World War, and the following years of the world-wide pneumonic influenza epidemic, that Dr. Connell himself contracted pneumonia and died. His family and friends then recognised his work by gifting the memorial window in his honour to the Hospital. By the mid-1970s the old wards at the hospital had been replaced and there was no obvious place for the window. Discussions between the previous and past Hospital managers, the Anglican Diocese, and Flagstaff Hill Planning Board, led to its installation in its present position in St Nicholas Seamen’s Church and the memorial plaque was later installed beside the window. St NICHOLAS SEAMEN’S CHURCH, Anglican Church Flagstaff Hill’s Mission to Seamen was opened in 1981. Its conception was partly motivated by the offer of Stained Glass Memorial Windows from the local Warrnambool and District Base Hospital, which was undergoing multi-storey development in the late 1960’s and early 1970’s. The Manager/Secretary at the time was keen to see the historical windows installed in an appropriate location. The chapel was designed by a local architectural draftsman in conjunction with members of the Planning Board of Flagstaff Hill, and built by Mr Leon Habel. The vision of the designers included the hope that the church be used for formal worship such as weddings and funeral, and for multi-denominational special services such as War commemorations. The design is based on the ‘Mission to Seamen’ buildings in both Portland and Port Melbourne. These types of buildings were often erected to house social and worshipful activities for seamen. The materials used in the building include sandstone recycled from nineteenth-century buildings demolished in Warrnambool and American slate tiles retrieved from the 1908 wreck of the FALLS OF HALLADALE. Most of the chapel furnishings came from the Williamstown Missions to Seamen, which was consecrated in 1946 but later decommissioned. These artefacts range from the altar cloth to the hymn board and include a visually stunning round stained glass widow called ‘Christ Guiding the Helmsman’. However the provenance of this particular artefact, large western window, is local. This stained glass memorial window is of local, historical and social significance, linking local history and heritage with one of Warrnambool's doctors, Dr. Egbert John Connell (d. 1928), who gave 30 years of dedicated, medical service to the local citizens.Stained glass leadlight window in Gothic arched metal frame with six horizontal reinforcing rods. Springthorpe Guy Gardens Garden plants Furnishings Brick houses ...A photocopy of a four page article in Table Talk, dated 01/01/1925, describing Joyous Gard, the Murrumbeena home of Dr J W Springthorpe. The article includes nine photographs of the house exterior and garden, the house interior and Dr and Mrs Springthorpe. It mentions that Mrs Arthur Tuckett laid out the garden, helped out by Mr Guilfoyle in the planning of it.
