The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The new Manufacturing Technology Training Centre (MTTC), a part of the proposed Building Construction Training Centre (BCTC), will be a purpose-built, stand-alone, fully fitted-out industry-standard facility. This new space will accommodate current course provision along with specialist training spaces for developing skill requirements in manufacturing technology such as robotics, mechatronics, engineering and industrial automation. Project funding was provided by the Education Investment Fund from the Australian Government Department of Education, Employment and Workplace Relations. The project budget is $18.09m, and the resulting building will have a floor space of 4,755m2. The Manufacturing Technology Training Centre is being built in conjunction with the Technical Education Centre (UBTec). While the buildings will have separate street identities the buildings will be joined with shared amenities areas. UBTec will provide a facility including individual learning spaces, learning studios, administration/office space, circulation, open plan learning space, staff common areas, computer rooms, meeting rooms, staff work areas and kitchen areas as well as car parking and site-wide amenities. The Inhiband intrauterine device is a variety of the Grafenberg Ring. The Grafenberg ring was developed by Dr Ernst Grafenberg in the late 1920s. This coincided with the beginnings of the modern birth control movement. Grafenberg and Herbert Hall migrated to the USA during the Hitler era and brought with them the knowledge of the intrauterine ring. Herbert Hall developed a stainless steel version of the Grafenberg ring in 1949 and used it with select private patients in New York. A report on his results was published in the American Journal of Obstetrics and Gynecology in 1962. The Inhiband product bears his name in brackets. The dispensing box and five remaining containers with Inhiband IUDs inside were from the Albert Street East Melbourne rooms of Dr Geoffrey Bishop. This contraceptive device was commonly used in the 1960s-early 1970s.White plastic container with clear plastic hinged lid and white plastic insert with slots for 10 individual containers of Inhiband IUDs. The photograph offers significant information relating to late Victorian / Federation colour schemes and fencing.The block fronted villa has a corrugated iron roof and a flat projecting verandah, ornamented with a trellis design of timber. The front window features a timber shade, mounted on brackets. The treatment of the block-fronted panels shows that there is an attempt to highlight imitation quoining through use of a darker colour. The windows and door are also in this darker shade. The front fence and gate are made of wooden pickets. It is unlikely that the photograph was taken at the time of the villa's construction given the size of the shrub/tree in the front garden.Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. Most of the subdivision plans date from the 1920s and 1930s when the districts old homes and local farmland were being split up to accommodate residential growth in the postwar period. These early plans were assembled by a local firm, Jas R Mather & McMillan, which had an office in Cotham Road. Many of the plans, and sometimes photos, were annotated by the agents.Subdivision plans are historically important documents used as evidence for the growth of suburbs in Australia. They frequently provide information about when the land was sold as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. The photo is of a weatherboard or brick rendered bungalow with a twisted wire fence. Given Barnes' status a a Kew photographer, the house is probably locate din Kew or East Kew. Unfortunately the handwritten information on the mount bordering the photo is damaged and cannot be read. The bungalow has a gabled, tiled roof with terra cotta finials at the front of both gables. The house has a central doorway, framed by a pseudo portico supported by four wooden columns. On each side of the doorway, at the front, there are paired sash windows, which, like the half-timbered gable, are picked out in a darker colour.Handwritten, mostly illegible description by selling agent on mount surround: " .... in Diningroom, Drawing Rooms, ... It central location in Cotham Road, Kew enabled the selling agent to note its proximity to the tram. With seven rooms, all ‘modern conveniences’, and land of 66×167, the house was to be sold for £1100. The villa has a number of interesting features including a pattern within the slate roof as well as the use of polychrome brickwork under the eaves and on the façade. The intricacy of the cast iron lace is emphasised by the line of projecting wooden blocks above it. The picket gate is painted a different colour to the pickets of the fence. The house has a name (illegible) that is attached to the inset cast iron lace of the central projecting gable in the veranda. Stamped on mount: "Kew. Central. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956.
